As cops chased a car along the interstate, something was in the air.
Twenties. Fifties. Even $100 bills.
The driver of a Chrysler 300 was tossing cash from his window. Bills fluttered along westbound Interstate 64, just past Military Highway.
Drivers braked, bailed out and grabbed for the greenbacks. Some used their shirts as pouches to carry the loot. Police think thousands of dollars were snatched up.
Though sirens blared and lights flashed in the two unmarked police vehicles, the traffic was jamming and the Chrysler was slipping away.
"What in the world?" thought investigator Jemal Davis, one of the four officers in two pursuing vehicles. Davis negotiated the mess and tried to stay with the Chrysler.
It all happened around 12:30 p.m. Friday. Narcotics investigators had tried to stop the Chrysler at Northampton Boulevard and Wesleyan Drive, near the Virginia Beach city line. But the driver speeded up and got onto I-64.
At three spots along a short stretch of the highway, cash flew, Davis said.
According to a court document, the Chrysler pulled off the highway at Norview Avenue toward Norfolk International Airport and crashed at the end of the ramp.
The driver and a passenger fled.
The interstate was closed while police collected the cash. They found nearly $5,000, less than half what they think was thrown away.
In the Chrysler, police found a wallet with an identification card belonging to Michael Brian Mccants, 30, of Lovitt Avenue. Investigators found Mccants five blocks away and took him into custody.
"Mccants stated he didn't know the driver's name or why we chased them," Davis wrote in a statement to search Mccants' apartment.
Police charged Mccants with a drug offense, as well as with being a passenger who didn't report an accident. The driver of the Chrysler still was being sought Tuesday.
As for the missing cash, it's evidence, said Officer Chris Amos, a police spokesman, and the police want it back. "It's considered fruits of a crime," he said.
One man has come clean, dropping off $80 in an envelope at the Police Operations Center.
"He said he felt bad about taking it," Davis said.

The NPD had a choice: continue the high speed pursuit or stop and ticket the "idiots" picking up the , yes, "litter" on the hgwy, as that is what it was. NPD's loss. Could have been gas cards & someone would stil stop. This was not a wallet found or bag of money/diamonds, it was $ thrown on the hgwy during a highspd car chase which kills lives. if not on 64;in a st. in your glasshouse area, could have killed ur loved 1. Is this stolen money?
I agree that stolen money should be given back. Who's money is this? It does not say anywhere. Maybe the money came from Virginia Beach. And the driver of the getaway car sure is not going to claim it.
Just opinion here ........ Being that it is probably drug money, then perhaps it ought to be split between Norfolk and Virginia Beach to help support their drug units. Or some other proper type thing done with it. Personally, if I found it, I might just donate it to one of those organizations instead of letting it pass through the city courts. Not really sure what's right in this case. But then again maybe the courts are better at deciding these types of things ????
I have to face myself
If I was asked by the police to return the money I had picked up, I would do it. I know I am in the minority but I have to face myself in the mirror each morning and I would know that I had surrendered my honor and my integrity for a few dollars. I cannot do that. What kind of role model would I be for my children if I kept it? Too many people in this world have forsaken the values of previous generations. Easy money, government handouts, non-existent work ethic - these are manifestations of what we have become. If the police asked me to return the money, I would not keep what did not belong to me. You may call me stupid - I call myself citizen.
2nd occurence in the same area.
As Jamie mentioned earlier, this was the second time this happened in the same area. I was in the Naval Station's X.O.s office when it came out on the radio during the first one. We were listening to the chase from the Base Police who were the first chasers. T

I wouldn't have stopped on the interstate myself for fear of being hit but that's just me. The money has not been connected to a crime so it's the same as finding anything else that someone threw out the window. NPD could give the guy a ticket for littering and maybe give you a ticket for stopping on the interstate, but I wouldn't worry about that. As far as getting any id of cars from the silly interstate cameras, that's a big joke. The expensive camera system is about as worthless for that as the hurricane gates are. Face it the PD can ask for people to turn over the money, but they have no way of knowing who has the money or who it really belongs to. End result, if I had it, it's mine.
Stealing
What is the difference between stealing from banks and stealing from an individual. It's like saying that killing with a high-powered rifle from a great distance is ok, but stabbing someone directly in front of you is not. Distancing oneself from the victim does not mean there is not a victim.

Theif! Greedy! Give me a break. The money was thrown from a private vehicle by a private citizen. Was it drug money, that's a guess, but not proven. Once it left the car, it was up for grabs; the police had no jurisdiction in taking it from people. Now they had full authority to ticket or arrest those individuals who stopped and got out of their cars. But, had the money drifted into my backyard, it's mine, period. Now everyone with the lost wallet analogy, Please! He didn't lose the money, he threw it away. As far as NPD getting the money. After all's said and done, it would be put back into the city's budget; the same city that wanted to hire a violent, drug-dealing ex-con to a criminal justice position making $98,000...not!

Oh the hypocrisy of it all! It appears the majority of the people who read this article are dishonorable and untrustworthy individuals. It is a sad, sad thing. Those who commented "merry xmas" for crooks throwing money out the window need to seriously review their faith. Those who complain about crooked cops should look in the mirror as they are perhaps just as, if not more, despicable for not returning the money. Integrity is obviously lost of a good number of you. The only difference between a dishonorable person who isn't a crook and a crook is the level of desperation crooks are faced with that forces him to commit a crime. What if that money was gang money? "Blood money"? Seriously folks, the love of money is the root of evil.
Return The Money?
Depends on the situation. In this case no. As stated, it was drug money, so the 'victim' IMHO is society. Since I'm part of the society, the money is mine. I would not consider it stealing. Besides, what are the police going to do with it after the trial? Give to the city to spend. (Amazing how we can rationalize anything. Maybe I should go into politics).
If it were a robbery, I would turn it in. Chances are the bills would be marked.
If someone lost it, I would return it. I would want someone to do the same for me.
Trust
I believe police know that the good honest citizens of Norfolk were merely helping the police in their crimefighting efforts and just had not been by the POC in their day to day travels, and since the police do not want to inconvience anyone, they are just reminding their citizens. I don't believe anyone would keep the money.

With the new laws, the banks can take you to the cleaners. If for instance you write your credit card payment that is due for 21.00 and you erroneously wrote the payment for $20.00, the bank will play I "gotcha" and go crazy on your interest, raising it to a Usurious rate, and charge you like $40.00 for a late payment fee. All this because of a small mistake. The banks can go straight to hell. They are nothing but Predators with a license to steal.

Since the bills are untraceable, why does the police expect anyone to return any of it? Doh!
Who's money is it?
Keep or return the money? That depends on who it belongs to. In this case, it was drug money. It was profit for the drug dealers, paid for by drug users. I'd say keep it, or donate it to a drug rehab program. If it was money from a robbery, then I'd say return it.
This being the Holiday Season, I hope that whoever found the money can use it to make their holidays happier. If it bothers your conscience, then donate it to a worthy fund.

That's exactly what the people are that took this money. I was amazed at how many people on that poll wouldn't return the money. That's why our world is the way it is, because of so many dishonest people with no conscience. If you lost a large sum of money and someone found it and said "finders, keepers" you'd be pretty ticked. Come on people step up and do the right thing and return the money that does not belong to you. Do you really think good things will come of your "stolen" money? Think again, what goes around comes around. And for the ones that did return it, you are to be commended for your honesty. I wish more people around here knew what honesty was.
Something similar happened years ago...
as I remember, a Navy Disbursing Officer and escort were robbed while picking up the ships' payroll at what was then a bank near the main gate. They were robbed, there was a chase, money was thrown from the vehicle; travellers stopped to pick it up; the vehicle crashed near the Norview Avenue exit; State Police wanted the money back (they claimed to have written down license plate numbers *yeah right* and would be looking for individuals that picked up the cash). A couple of people turned in the cash out of fear, but the other ten or so thousand was never recovered...and there were no leads on who had it.
Keep it? Absolutely!

Let's go shopping. Billy and I can put the cash to better use than whoever it might be returned to unless the "victim" is found. I suspect that cash was proceeds of some other ill gotten gains so instead of it just being stashed away as "evidence" I say 'finders keepers'. Keep the cash flow going. And please, for those of you who were gifted, please consider sharing the wealth with someone less fortunate.
