One of the most aggressive and successful citizen groups in this city is at it again, this time pushing its watchdog agenda in a new direction: scrutinizing almost everything and everyone in City Hall.
Members of the Norfolk Tea Party 2, who last spring helped to persuade the City Council to adopt the largest real estate tax cut in decades, plan to mail or hand out 10,000 surveys to residents later this month. The surveys will poll residents on a host of issues, including how they view the performance of the city manager, the mayor and other members of the council.
"We want them to know we're looking over their shoulders," said Vic Yurkovic, an Ocean View civic leader and one of the founding members of the Tea Party.
Surveys will be mailed during a meeting Jan 19 at The Banque restaurant. Tea Party head Brian Smith said volunteers will also distribute the questions to "every neighborhood in the city."
The survey also asks residents to list the city's top issues and whether there should be further tax rate cuts.
In addition to the survey, Smith said the group plans to pay close attention to how city leaders form Norfolk's upcoming budget.
Tea Party members recently met with Assistant City Manager Marcus Jones and school administrators to discuss their budget processes.
Norfolk's operating budget, which is about $1.2 billion this fiscal year, probably will be passed in June. The schools' budget, about $319 million, likely will be adopted in June as well.
Formed a little more than a year ago, the Tea Party 2 was emboldened by its success last year.
The group drew hundreds of irate homeowners to public meetings and netted 16,000 signatures from residents demanding tax cuts.
Mayor Paul Fraim acknowledged that the group played a key role in the city's tax rate being cut by 16 cents, from $1.27 to $1.11 per $100 of assessed value.
While he considers the Tea Party powerful, Vice Mayor Anthony L. Burfoot questions the group's objectivity.
Burfoot said he is bothered by the fact that one of the group's recent meeting flyers noted that coffee and doughnuts were to be provided by Councilman W. Randy Wright. Wright was a founding member of the original Tea Party, founded in the 1970s to protest real estate taxes.
"How can you call yourself a watchdog or try to evaluate council persons when you're not independent of council persons?" Burfoot said.
Wright said he provided refreshments because he was asked.
"My name is on their survey like everyone else's," Wright said.
Smith dismissed Burfoot's concerns, saying that the group is independent of the council, though is appreciative of "Councilman Wright and any council member whose priorities are consistent with the goals of the Tea Party."
Smith said he hopes city officials welcome his group's feedback.
"We're doing this before they formulate the budget because we want them to know how the citizens feel about what they've done with the money we've already given them."

Well at least they are doing something proactive instead of sitting on their thumbs and waiting for someone else to give them a foot up. Change takes active participation nothing changes when your a simpleton heckling from the sidelines when you don't get your way.
Taxpayers Unite! Homeowners have suffered too many tax hikes.
The local City Governments went on massive spending sprees - spending the phantom "equity" in our homes. In my City (VA Beach), the tax hikes on our homes have been outragious. Since 2000 the city has far over taxed homeowners. I have joined the Virginia Beach Taxpayer's Alliance and have attempted to communicate with my so-called "elected representatives" - year after year. For the most part they ignore the citizens and tax on. It is long past time to replace them with new folks that will "represent" the majority of taxpayers. I applaud our neighbors in Norfolk for there success. We need more citizens like this.
Survey is a great thing....
I received a copy of the Tea Party 2's survey and I think that polling the city's residents about the state of the city and it's government is a great idea.
It asks some basic questions we don't ask often enough:
How well is the Mayor, City Manager, etc doing.
As a homeowner, I think a lower tax rate is warranted. With the city assessments reaching as high as they have in the past few years, who wouldn't want a break to $.99??
If you live in Norfolk, get a copy and fill it out. If you think the government is corrupt as in the comment below, let them know.
Their victory on property tax was no victory at all..
The group has an agenda and Wright has certainly type caste it. Essentially they are only self-interested as will be shown further as we go from here. I have never seen them clamour about any issues in regards to corruption in the city unless the issue affects Wright and his white guard. Classis, Racist and holding up Norfolk's long-time issues in this regard. It is sad the rest of Norfolk does not achieve unity of purpose to be a truly progressive city. A far cry from what we need in this city
Citizens Must Take Active Roll
I applaud Norfolk Tea Party II and Brian for their willingness to get involved in the city government process. Here in Chesapeake, we have started a group called Chesapeake Citizens For Fair Real Estate Tax, and even though our organization is only two years old, we have made tremendous headway in starting to solve the faulty real estate tax policy here in Chesapeake. The only way we can loosen the grip that wealthy developers and corporate conglomerates have on our city government is to get more citizens involved in the process. We have an election in May 08', here in Chesapeake, citizens should really take note of how Norfolk Tea Party II helped the homeowners of Norfolk keep more of their money in their households. We can do the same thing here. We must stop falling for the crash and burn routine that our cash hungry city council demonstrates for us year after year. Clean Sweep City Hall In May08. Discussion
Funny thing: I had a long discussion with a few men that are old enough to be my father (I'm 41) over the holidays regarding the skyrocketing taxes in this area - taxes on this and that and this and that to the point we're about to break. The result of that discussion and the driving question "where will it end?" was that it would probably continue until the public revolts and rises up against the over-taxing government. When I read the name of the group in this article, it made me smile. Why? Because we are headed for another Tea Party - maybe we should call it the Hampton Road Tea Party............
Bring this to the beach please
City Council, as far as I can tell, NEVER listens to its citizens. It might be interesting to see how they'd respond or react if something such as this were put before them with glaring news coverage added to it. The squirming would be hilarious as the kangaroo council (McClanahan and DeSteph excluded) tries to substantiate their ever-expanding tax-and-spend agenda to the detriment of family after family in this city.
Objectivity
I question the groups objectivity too.
Imagine them wanting to keep their money.
Alsp, I question politician's objectivity in wanting to take all they can.
