CHESAPEAKE
Ryan Frederick, the man accused of fatally shooting a narcotics detective, is scheduled for a bond hearing in General District Court today.
Frederick, 28, has been held in jail since he was arrested following the Jan. 17 shooting on Redstart Avenue in Portlock. He is charged with first-degree murder, using a gun during a felony and possession of marijuana. The possession charge is a misdemeanor.
Jarrod Shivers, 34, was serving a drug warrant on Frederick’s home in the 900 block of Redstart when he was shot, according to police.

As for your political party is doesn't matter to me (Rep/Dem are all the same deep down). I agree with your comments and see that you have a valid point. This is not directed towards you, but i do think alot of people have past on bad information. However, I will wait for ther trial for the cold hard facts. I just hope they can find a jury pool that hasn't been tainted either way.

Yeah, the speculation is running rampant, but then the speculation is corroborated by observations by the neighbors outside when the raid happened. I'd like to trust the system and allow justice to be served, but the prosecutor deliberately misrepresented facts during the hearing. The police stated that Shivers was shot on the porch. The neighbors said additional police arrived immediately after the shooting, not before. Neighbors who were outside when the raid happened said they only heard shots, no police announcements before entry. These are all known and stated facts. These facts are enough to seriously question the CPD's procedures and decision making. I have sworn to support and defend the Constitution and believe this forum is one way of doing just that. The police may have used a burglar to side-step annoying things like the 4th Amendment and real investigative work. Asking hard questions is not attacking the police, but maintaining accountability of government officials for the authority they wield on OUR behalf.

The CPD was wrong to act on information that had no legitimate support. The person that broke into Fredericks garage and the informant are most likely the same person. CPD did not investigate properly before pursuing a warrant, if they did they would have found out there was no big drug lord there or operation at that house. The CPD Chief should step down immediately, as his over aggressive actions has cost a detective his life. I'd like to see pictures of the front door. I'd like to know where the .223 shell casing came from. Witnesses have said they other cops carried Shivers off the porch to the yard. If that's the case why is CPD now saying Shivers was shot while standing in the front yard. I'd like to know how any of what Fredericks did that night could result in "first degree murder". I'd like to know why Fredericks was denied a bond hearing so long and why bail has been denied. Sounds like the "Good Ol Boy Network" of CPD and Chesapeake courts is alive and well. I fear for Fredericks life while he is where the CPD thugs can get to him. I really FEAR that this could be anyone of us in that jail for protecting our homes from an intruder. First of all, I am a Libertarian, and I take my duties as a citizen very seriously. I have been a friend, and defender, of the police all my life and I abhor drug use. So it is uncomfortable for me to be on the side I find myself forced to support in this mess.
It is our duty as citizens to hold government at all levels accountable in its use of force. We usually can rely on the press to act as our surrogate for that duty, but when the press fails to ask the hard questions, as it has in this case, then citizens must take a stand for the Rule of Law, which must restrain the police just as it does the criminal. Government is a lot more dangerous than criminals.
We must demand transparency of our police department. Certainly, some situations require secrecy, but covering up bad policy can never be one of them. A good man is dead and we have police spokesmen saying that they did everything right and would do it the same tomorrow. How can we not demand they explain that?

A little bit late - but Murder One????
Should have posted this a few weeks ago. First, am I the only one who knows the distinction between someone who accidentally shoots a police officer to death and a "cop-killer"? Second, am I the only one who thinks kicking in doors to serve warrants on marijuana users is probably a tad reckless? Third am I the only one who thinks the Chesapeake prosecutors office is now apparently as over-zealous as the CPD? Murder One in VA includes that the killing was willful, deliberate and premeditated. So in the split second that this young man was apparently roused by a "legal break-in", he grabbed his gun, processed what was going on in the dark, and then willfully, deliberately and with premeditation decided to killed Detective Shivers? Please! It appears to be a tragic, tragic accidental killing and our hearts ache for the Shivers family but to compound it with an over-zealous charge doesn't serve justice.
Critics of the Police must be criminals.

How could you possibly know that the commenters are breaking laws? Are people supposed to blindly accept possible police misconduct as OK? Or is it that anyone who questions the motives of the police must be law breakers? We need to be protected by people who value the Constitution more than their paychecks. I truly believe you are an educated man, so why do you feel the general public or news media has the right to try this case in the press. As you can see from the other post one person believes it was the informant who broke into Ryan's house, pure speculation. Another post says why are they now calling him Detective Shivers, trying to make him look more important, pure BS too. You may think under FOIA you have the right to know, but when it can hinder an investigation for either side of the court room you do not have the right to know. The questions will be answered in the court room after his attorney has time to properly digest the information. Where do think they will move the trial? My bet is Roanoke,pure specualtion too!

Supporters of Ryan Frederick, the man accused of fatally shooting a Chesapeake detective, are planning a march and rally Feb. 23 at the city jail where the 28-year-old is being held without bail.
The rally is expected to take place from 10 a.m. to 4 p.m. at the Chesapeake Correctional Center, at 400 Albemarle Drive. Frederick is expected to appear in Chesapeake General District Court two days before the planned rally for a bond hearing.

I realize the judge is 85 years old. Maybe that is the problem. Retire already, your judgement is questionable.
Let's hope both boys get out of this mess soon. It's ridiculous. I saw a money jar at IHOP for the Shivers family. I mean, that is great and all, but the city should be forking over big bucks to her, not the local pancake house.
Just putting this out there...
CHESAPEAKE: Just admit fault. Everyone knows what happened. The longer this drags on, the more it makes the city look like a bunch of back woods boys covering their bums. We love our police, we want them to be safe. This is not a point your finger at this person or that, it is the system. Lesson learned right? Albeit the hard way. Apologize to the family and give her the money you would spend (and are spending) on legal fee's.
Most importantly don't let it happen again. Keep our cops SAFE. Keep our citizens feeling like they are Americans with rights. The Nazi style raid was wrong in this case. Don't make this young man an example to cover up your mistakes. Don't let Det. Shiver's loss of life be for nothing but a dirty cover up.

I love it the way the Virginian Pilot is now referring to Shivers as "Detective" when in previous articles he was referred to as a cop. It is almost like they are trying to elevate Shivers to something more important. Maybe to make all of us who support Ryan feel ashamed? To Ryan: Keep the faith.The truth will come out.The city of Chesapeake has egg on it's face.

Everyone knows "the man charged..." is Ryan Frederick, so why not say " Ryan Frederick's bond hearing is ..."? I think it is because man charged seems less human, and sympathetic. The story itself dramatizes Ryan's act of self defense and minimizes the poor execution and horrendous decision making of the CPD. I guess the whole girl scout argument didn't work and now they are attempting to make Ryan appear inhuman.
Fuel And Fire
People are still adding fuel to the fire. I mean folks are making comments about this case when they don't have all the facts. Sometimes a defendant may have cases continued through the advice of their attorneys to allow time for a strategy. I think when you shoot at someone you need to know who or what you are shooting at or at least wait until the so called bad guy enters your home before shooting through a closed door. Additionally there has been a lot of folk who have commented on how they dislike police. This needs to be moved out of Chesapeake courts.
Frederick will not get a fair trial or treatment as long as he is in this area. Face it, the court messed up by granting a warrant to start off with. Then the warrant the CPD had was most likely for the detached garage, not the house. Of course by now the judge that issued the warrant and the CPD have had time to have that changed and make it look like it was for the house. I don't think I've ever seen anyone denied a bond hearing for this long that indicates something underhanded is being done. I agree with poster "fairlane_68", where was the felony? Other issues’ begging for answer is, where did the .223 shell casing come from? Did Det Shivers or another CPD fire off a shot first? After all, strange coincidence that .223 would be used by CPD. Let's go down the line on who should be on trial. The informant, for breaking into the garage the week before and causing this. The judge, for issuing a non-substantiated warrant. The CPD Chief, for approving the "raid" without proper cause or investigation. Other CPD personnel for not stopping this unjust invasion of a citizen’s home. Gee, I guess all Frederick should be charge with is a misdemeanor. Huge lawsuit against the city here!
Convenient timing
Considering the rally in the works for Saturday, Chesapeake suddenly remembering the Eighth Amendment today seems awfully convenient.
But at least he is getting his day in court, however much delayed.
Of course, that is probably just a coincidence, but when the truth is withheld, speculation can be expected to fill the vacuum.
Hopefully, this hearing can serve as a catalyst for full disclosure of the facts of this case which have been concealed for so long. It is time to clear the air and restore trust in our police department.

Just what felony was he committing when he used a firearm??? Since when is defending yourself against a percieved threat a felony? CPD is obviously using this guy as a scapegoat. I'm not a fan of lawyers, but Ryan is clearly going to need a good one.
Police Department Should Be On Trial
May this man get out on bond and be found innocent of this charge. Yes, he did the shooting, but it's the police's fault. They broke into his home. They are the ones with egg on their faces. Looks like their "reliable" confidential informant, who was supposed to be able to recognize Marijuana plants mistook Japanese Maples for weed. What a travesty of justice all because an overzealous police department relies on less than honorable informants.
