Chesapeake police seize phone records of Ryan Frederick

Investigators have seized the telephone records of Ryan Frederick, a Chesapeake homeowner accused of killing a narcotics officer during a “knock and announce’’ drug raid.

Chesapeake Detective Jarrod Shivers was fatally shot Jan. 17 while executing a drug search warrant at Frederick’s home in the 900 block of Redstart Ave., in the Portlock section of the city.

While police were attempting to enter the home, shots were fired from inside, striking the 34-year-old detective, police said.

Police investigating the officer’s death are looking at all Verizon “land line’’ telephone communication records from Frederick’s home, according to a search warrant filed in Chesapeake Circuit Court. The search warrant seeks “incoming/outgoing calls and toll calls during the dates of January 16, 2008, and January 17, 2008.’’

A magistrate this week granted police the right to search records in the care of Verizon.

Frederick faces charges of first-degree murder, use of a firearm and first-offense possession of marijuana. The 28-year-old has said he fired his .380 caliber gun at what he thought was an intruder breaking down his front door.

Thanks for the info concerning the .223

.223 Round

The casing was listed on the evidence list returned on the warrant for the alleged murder. It listed 2 .38 casings and one .223. The .223 caliber is what AR-15 assault rifles use which are the weapons of choice for SWAT teams. If you don't think it's possible for a startled officer to accidentally fire off a round, read this story from North Carolina

In this case, the officer fired "through a door" killing an unarmed, 18 year old suspect in his home. The officer was startled by the loud bang of the battering ram on the door, resulting in the officer accidentally squeezing off the killing round through the door. The officer was not indicted. In Frederick's case, there's been no mention of where the .223 casing was found, which officer fired a weapon, where the weapon was fired and when fired in relation to Frederick's shots. No mention yet as to whether or not bullets were recovered or the caliber of the bullet that killed Shivers (.223 or .38?) Even if Frederick fired the killing bullet, reasonable minds can see how he acted appropriately with a sad, accidental and unintended result.

Everyone keeps bringing up a .223 round. Can someone tell me where that was mentioned? Would like to read about it. Everyone also keeps talking about the S/W - is that posted anywhere as well? Thanks

And another thing....

Having expressed my opinion before that EVERYONE, police and general population included, should refrain from making inflammatory statements based on what "they heard," I've caught flack from both sides of the fence. I base my opinion on the fact that I was not present the night this occurred nor have I had personal conversations with anyone that was present. I only know what I have seen presented in the media. While I weep for my fallen Brother in Blue (RIP Det. Shivers) and the future of his family I also realize that another persons life has changed dramatically. I simply wish to reserve my final judgement until ALL the facts have come to light. Anything short of that would be irresponsible of ME as a human being. JMO

Just a few thoughts

Narcs don't get a tip and cave in someone's door. It's investigated and if it has merit they apply for a search warrant to a magistrate by way of an affidavit. When preparing for a raid they use a point system to determine if the threat level necessitates the use of a SWAT team for entry. If not the narcs themselves conduct the raid and have sufficient training to do so. Two types of entry are "knock and announce" and "immediate entry" and the one used is determined by the threat level. Watching Law and Order, CSI, or Cops every night does NOT qualify the general population to be experts in the field of police work or evidence interpretation. Any LEO's length of service, my 20+ years included, does NOT qualify anyone to be a judge and jury and decide the young man's fate without a trial. The night was a tragedy for all involved. However, NO ONE should automatically assume there is a cover-up by the CPD or that RF deserves to be buried under a jail. We should allow the judicial system to work as it is intended and refrain from making statements not KNOWN to be facts. JMO

And I want in on some of that bridge selling action. I live In S Norfolk, & whenever I'm ripped off, or my truck burglarized, basically the report is just for insurance. Its happened several times over the years, & Ive never had 1 item recovered. There are some pretty brazen thieves in the area too. I also noted Jersey claimed more than once in the same post, of his abstaination in the use of weed. Comes across as a little defensive, but possibly just redundancy. Congratulations are in order for his choice not to smoke weed. Perhaps he has seen the movie Reefer Madness. Anyway it's great to see someone posting comments who is even more chastised than myself, no matter if they inhaled or not.

Happy Leap Day and thank you for the link. I did read the article and really looked at the valid points made by the writer. I agree, if the police were aware that the informant broke into the house and used the information for a S/W, that is very bad and illegal. The writer points out he spoke with several people close to Fredrick who say he is the nicest kid and a hard worker. I have not doubt that is the truth and people close to him would know best. Fredrick probably is or was into gardening, there is nothing to dispute that.
However, as for the neighbors who say they never heard the police knock and announce. Most people, we will assume, were watching TV with their surround sound on inside their homes with the windows and doors shut, it was January. For the neighbor, who stated she only saw two police, she probably did,maybe the other ones were taking cover from the guns shots. I seriously doubt there were just two cops serving this search warrant, if that is true then there must be a big review/change of procedures.
One question I would eventually like to know about is the .223 round, so I will wait for the trial, but I feel no matter how it is explained some peop

If you believe the police when they say that "Detective Shivers didn't break the door. He was killed by Ryan while standing in the front yard. Not on the porch." I have a bridge to sell you at a very good price. Please contact me! On your statement "If someone knocks at your door, why not answer it!" The police do not knock on your door like normal people they knock, announce, and use the battering ram all within a matter of seconds. It seems that only the strength of the door allowed Ryan Frederick to get as close to the door as he did. On your statement "If he was so scared, why not call the police John!" The last three times my cars were being broken into the police took over forty minutes to arrive! The only reason to call the police is to have them fill out a report so that you can collect your insurance. If the insurance company did not require it then there would be no reason to call the police at all. If it had been a illegal home invasion instead of the Gestapo, Ryan Frederick would be long dead by the time the police arrived. On your statement "Then again, what do I know" The answer is not much. Re None Of You Will Be On Jury?

When the prosecution is exercising their peremptory strikes from the jury pool, these will be based on the questions asked in court, & in some cases, research on individuals. Questions often are asked of prospective jurors to determine bias. The strikes are usually based on the answers given here, What is stated anonymously in a newspaper comment column will probably not come into play. If someone lives in Chesapeake, is a registered voter,, a licensed motorist, & not a felon, a possibility exist that they may be on this jury. Unless the venue is changed by the prosecution. Last I heard they said they think they won't ask for 1. The defense has stated that they will not.
