The House of Delegates and the Senate have worked out their differences on several pieces of legislation and the bills are now headed to the governor’s desk.
Both houses voted to approve conference committee reports on the following bills:
--HB949 and SB450 change the definition of a “slayer.” It would now include a person who has been acquitted of murder or involuntarily manslaughter but who a court has determined has committed the slaying. The bills also say that the slayer could not collect benefits resulting from the killing.
--HB760 and SB620 replace the term “mental retardation” in the state code with the term “intellectual disability.”
--HB1171 adds language to regulations for the Alcoholic Beverage Control board that does not permit prohibitions at ABC-regulated establishments on bad language, stripteases, and nudity, as long as the matters are of “serious literary, artistic, scientific, or political value.”

My definition of 'slayer' has evolved.
My definition now includes people like Kaine and the assembly members who so mistrust the public,so devalue life as to not 'allow' anyone but high ranking state employees expanded rights to defend themselves.Kaine and the democrat controlled senate don't think you should be able to carry in a bar if drinking occurs,or lock a gun in your own glovebox of your own car.Ignore the fact that the current trend of expanded concealed carry legislation came about due to a massacre of innocent restaurant patrons who couldn't defend themselves.Elitist Kaine WOULD allow state attorneys to carry without permit,without bar restrictions that he thinks you can't be trusted with.People like Ralph Northam ran on a 2nd amendment plank,but wouldn't oppose Kaine's vetoes of expanded self-protection for the general public.The clear message is:if you aren't a high ranking state employee,your life doesn't matter to Ralph Northam or Tim Kaine.
