Neighbors had been complaining for days about noise from unit 102 in an apartment building at the sprawling Thalia Gardens.
A group of maintenance workers knocked on the door Wednesday afternoon to tell William T. Smith it was time for him to leave.
They were stunned when he reportedly answered the door naked.
The workers told the man to put on clothes and said they would be back in an hour. They went away joking about him.
When they returned, William T. Smith was dressed and holding two semi-automatic weapons, police said. He began shooting without warning.
Police don’t know why Smith opened fire or in what order five apartment workers were shot.
“They were pretty much ambushed,” said Adam Bernstein, police spokesperson. “As for who got shot when, where and how many times, we don’t know.”
Smith, 52, was armed with an AK-47 assault rifle and a MAC 10 9-mm handgun, police said.
Across the street, Anthony Burns heard a noise that sounded like metal crashing into a dumpster. He rushed to his apartment window and saw a woman falling against a car. A man with a gun pivoted to the left and shot a person who was running away.
“Then he turned around and calmly walked back inside,” Burns said Thursday. “That was the scary part.”
Rebecca Hughes, 32, a mother of two and a maintenance worker in the complex, died in the parking lot. Her body remained where she fell for hours. Three others were wounded in the shouting spree but escaped and were taken to hospitals.
Later, police would discover Sam Shestul, 63, a maintenance worker and immigrant from Ukraine, shot dead in the apartment building with Smith, who apparently killed himself, police said.
Police did not name the wounded, saying only that two people were in stable condition Thursday evening and one in critical condition.
The workers are employees of S.L. Nusbaum Realty Co., property manager for the complex.
Smith had been living in the unit, but it was rented to his mother who lives in New York, a company official told The Associated Press.
Ronald Boyce, father of Hughes, said he had been told the same thing.
The police provided no details about Smith’s background or motive.
“I can’t believe this guy just killed people for no reason at all,” a tearful Boyce said outside the townhouse where his daughter lived in the 5300 block of Leicester Court in Virginia Beach. “The woman had everything to live for. Kids are supposed to outlive you.”
Workers went to the unit to ask Smith to leave because many neighbors had complained about him, said Barbara Bryant, Hughes’ younger sister, who also was working Wednesday at the complex.
Police have described it as an inspection prior to an eviction. When he came out nude they told him to put on some clothes and they would come back in an hour, Boyce said he was told. He said the staff laughed about the naked man.
Rebecca had two children, 8 and 11, Boyce said. Her husband, who is in the military in Iraq, is on his way home, Boyce said.
Neighbor Catherine Simmons described Hughes as a generous person who would help her put up Christmas lights and fix her lawn mower.
“She was really devoted to that property,” Bryant said. “She didn’t deserve this.”
Friends remembered Shestul as a mechanical genius who calmly handled most situations. “No problem,” was one of his favorite expressions.
“He could fix anything you put in front of him,” said Paul Hanes, who said he worked as a maintenance man at Thalia Gardens with Shestul for 15 years before retiring.
Jane Hohn, who used to live in Thalia Gardens, said Shestul had taught her some Russian words and joked with her about the cost of American health care while he was dealing with a hurt elbow.
“I’d say, 'You know, you all are communists over there,’ and he’d say, 'I know, but we get free medical care,’” Hohn said.
Shestul lived with his wife in the 1000 block of Woodrow Ave. in Norfolk.
The shooting started just before 5 p.m. Wednesday. Police arrived shortly after that, sealed off the area and attempted to coax the shooter out of the house until about 10:20 p.m. when a SWAT team entered the building and found Smith and Shestul were dead. Police never fired a shot, so they assume Smith took his own life sometime during the standoff.
A fund is being established for the victims, said Michael R. Devine, an S.L. Nusbaum vice president, but the details still were being finalized Thursday afternoon. “We’re working with the families,” he said. “They’ve had some devastating losses.”

Lose Freedom for Safety
We concealed carry holders must go through extensive training. We practice constantly to make sure that the rounds we fire go into their intended targets, not some innocent bystander. We are not irresponsible gun owners as you seem to think. We practice often as much, if not more than the local police forces.
Regarding the US being invaded by foreign entities, while the scenario is possible, and even possible that leadership or even law enforcement might breakdown during a time like this, it is my belief that the American people need to worry more about our political leaders, present and future as to how they seek to rescind our Constitutional rights, all for the sake of our safety. If you give up your freedom for safety, soon you will have neither.

Yes... You are absolutely right! A womans place is in the home. We expect you to have our dinner on the table when we get home, the place clean, the clothes washed and folded, the dog fed and the gate locked. How absurd!

Maynard Krebs, do you even realize what you said? Have you heard the saying "When you point your finger, you have three others pointing back at you".
Do you actually know how many adults own guns in the US? How many of them have shot themselves in the foot? Where is your evidence? The accusations and claims in your own post are no better than that which you rant against.
I take a third approach to this whole tragedy. It has nothing to do with guns. It has everything to do with mental health and the warning signs we bury our head in the sand over. If you and everyone else put as much emotion and effort into the mental health of the world, the gun issue would take care of itself.
To the man who was there, thank you for what you did. Remember, just because you have a gun doesn’t mean you have to use it. You did a far greater thing by rescuing the woman thus reducing the number of victims!

The problem with a lot of men. Is that a gun makes them feel macho. They are constantly trying to prove they are a man. They satisfy their women like a dog. And tell their coworkers how great in bed they are. And the ladies tell their coworkers what an unsatisfying jerk they are. They beat up or prosecute gay guys when ever possible. Or jump in their huge 4 wheel camouflaged vehicles. And go out and blow a few deer away. Or sit in front of a television, drinking beer, and hooping and hollering, watching a sports event. They love people such as Wyatt Earp, Wild Bill Hickok, John Wayne or Marshal Matt Dillon. I believe the biggest gun mannufacturer, isn't Colt, Ithaca, Remington, Ruger, Beretta, Smith & Wesson, or any of the others. The Biggest manufacturer is The Devil. Because he deals in death and destruction.

Why don’t you introduce legislation to include education level into the application to buy a gun. Where should we introduce the cutoff? AA? BA? Ph.D? You also labeled me as anti-government. How so? Anti-police! How so? Because I noted that it takes time (because of limitations beyond their control) for police to respond? Maynard you’re touting the same old ridiculous gun control rhetoric that falsely believes “banning guns will bring peace on earth, and goodwill towards men”. All I said is; if you don’t want a gun, don’t buy one…call the police when you need to be rescued. Hide in your closet if you want to when your neighbor is screaming for help. Guy was a suicide
John Locke says that suicide is a non-right. People were put on earth to LIVE and only the Creator decides whether or not you continue. If I do not have the right to kill myself (I did not say I lacked the ability to kill myself) then I do not give the right of another to arbitrarily take my life...this is called an unalienable or inalienble right, a right I cannot give to another. There should be NO law protecting a right of euthenasia. If someone assists in euthenasia, then that person is a murderer. The law should protect innocent people and if a person kills, then government has the right to kill the murderer, because it is innocent life that is to be respected and protected. Now, in that government, unless it is draconian, can never ever be there to protect me in every location, I must have a bit of a right to protect myself UNTIL our government can send in a very well armed (and I could even pitch in to give my calvery trooper the biggest gun he can carry) calvery...bunches of them the better. But as it seems, such as that guy who shot a person "running away" all the government can do to an unarmed public is send in an army of forensics to clean up the mess. You ever

I knew as soon as I heard that this guy used an "ak-47", the the stuff would hit the fan. He did not have an ak-47. He had a semi-automatic rifle with an ak-47 type receiver. It did not have full automatic like you may see in some Rambo movie or on the nightly news from Iraq for that matter. This, my friends, is not a millitary type rife at all. He could have done the same amount of damage with ANY type of rifle. I feel very bad for those involved, but lets go back and ask the victims if THEY would rather of had a firearm at that monment. I felt pretty safe in my home during this whole ordeal. I feel safe in my home, in my car, at work, shopping, pumping gas, or eating at IHOP. I am and will always be armed. I just wish someone could have put a bullet into his head before it got worse. Would I want to be the one to do it? no Would I? yes
Just to recap, he used a scary looking rifle that is no more of a damger than your dad's hunting rifle.

I thank you for keeping the point at hand. Nothing can be said or done to bring back the victims of this horrendous crime. You are absolutely right. “Nobody gets it”. All we can do is to pray that this will never happen again, but it will here or another place. We need to change the mindset of the American people. People still think it is okay to do the unthinkable. Many countries in the world that, we consider less developed than our own, do not have the crime that we have. America could once again have less crime, if we all cared about each other and protected one another.
It's nobody's problem until it hits close to home!!
Many people think that more gun laws will solve the problem. But enforcing the existing laws are the only solution. People always want to look the other way or figure things are not their problem until they affect them. The apartment complex already had knowledge of a problem with this man's behavior prior to sending the maintenance workers. It just proves that no neighborhood is safe in Hampton Roads. If the community took an active role in reporting unusual behavior and the apartment management companies took immediate action to directly evict people in the proper procedures (Sheriff's Department), then this incident would not have happened and innocent lives would have been saved. It is the victims that are always forgotten and the criminals that now have the rights. People are more worried about lawsuits, than to do the right thing. The Liberal attitude of America has eroded our society. We care more about why that person did that senseless act, than about the families and victims that were forever affected by such an act of violence. Fight for the victims and not the criminals. My deepest sympathy goes out the the families and victims in this tragedy.

Besides the obvious fact that you don't have to be a liberal to support gun control, the gun nuts have added nothing new to this conversation.
Most of their caterwauling is at the same intellectual level as "get a grip liberals." Same silly slogans. Same anti-police, anti-government paranoia. Same false bravado.
The majority of us don't own guns. Those who do, unless they have served in the military or in public safety, have never protected anyone. They are more likely to shoot themselves in the foot than stop a criminal.
All they have done is help arm criminals and lunatics.
The statistics speak for themselves, not matter how hard you work to distort them.
