CHESAPEAKE

Through rain-soaked windshields on Friday, motorists at the red light at Sam's Drive and Volvo Parkway could see the plainly dressed man pacing in the median strip.

If they got close enough, they could read the words on the cardboard sign he held: "Thou Shall Not Run the Red Light."

The drivers - one of whom tried to hand him a dollar bill - didn't know that Justin Tindall is a Chesapeake police officer.

Those who ran the red light found out the hard way.

Each time he saw a violator, Tindall radioed to other police officers waiting in cars just ahead. Those drivers were pulled over. In all, 35 citations were written between 11 a.m. and 2 p.m. Friday.

Tindall said police have gotten complaints about the intersection, so traffic officers decided to try the unusual enforcement operation.

"They just need to slow down so people don't get hurt," Tindall said.

In the past three years in Chesapeake, Tindall said, 305 crashes and 296 injuries resulted from red-light running.

Chesapeake police more concerned with the south norfolk area

Motorist run stop signs several times a day at jefferson and hull street.
Motorist speeding up and down streets intoxicated and this a residential,
naborhood not none residential like sams circle and volvo parkway.
There is a lot of children in south norfolk in danger of injury by,
motorist every day.
Gangs of teenagers walking up and down the streets cursing and abusive,
langauge and making fun and calling us names when we sit on our porches,
and in our yards.
At the corner of hull street and jefferson street they litter the, streets with cans beer bottles bags and papper plates comming from,
Sams stop and shop at bainbridge blvd and jefferson street.
I reported just this morning to police at the corner of jefferson street,
and decatur street a stop sign bent over and spray painted.
Ther is a six foot chain link fence along Hull street belonging to
Creekmore hardware comming apart and rusted and is unsafe for children,
to walk the sidewalk.
The city inspections told me it was deemed safe.
Is it me or is there a little bit of favortism and is people of South, Norfolk being abused by the city of chesapeake.
THIS WOULD NOT GO ON IN GREAT BRIDGE.

Maybe you should read the dumb statements I was making a dummer statement in response to. The Police dept enforce the law regarding red light runners. I wish this City had the same energy enforcing the law on business as well. Example: Business break the law by violating noise ordinance codes. These same business allow their Tractor Trailers to use NO TRUCK streets to deliver their products! When you complain to the City about a business breaking the law, it is a double standard! Little to no enforcement on the business community. Hey, if some one runs a red light, at least it does not wake you up at 4 am !! Chesapeake, have the same standards on the business community!

Good one..also throw in a few questions that there is no right answer to. This will even further increase the odds of dummies not passing the test. Furthermore, the ones that are easily discouraged may just leave & drive home, without this unnecessary document known as a driver's licence. When it happened

It was around 8pm Friday night and they were in front of a couple shopping centers on VB Blvd. It definitely wasn't about letting people sleep. That's only one example though. I see this all the time.

Reduce the number of drivers

I'm with you Angela, only, make that every 5 year test so hard that at least a third of the people on the road fail. That will take out the worst offenders and most horrible drivers. Everybody thinks they are great drivers but EVERYBODY knows that about half the people out there are stupid, dangerous, or both.

Sorry mfishetti, not true. I live in Deep Creek and last August, the CPD set up a very clever operation at the intersection of Moses Grandy and George Washington Hwy. As I turned the corner, there was a cop standing at the curb. He could see everything because the cars were moving very slowly. I saw him look at my windshield and pick up his radio and I knew I was in trouble. He had radioed ahead to another cop, who, as I creeped on, stepped in front of my car and motioned me off the road. My crime was an expired inspection-no one's fault but mine. I really had to laugh over that one because not only was it clever, no matter what the infraction, the law is the law, and they got me.

How many times have we pulled up and had the guy/gal coming through the yield, stop and try to wave us all on. *example: Greenbrier Target exiting the parking lot

These are the same folks that run red lights and whip in and out of traffic just to get to Target/Starbucks/etc...

I think a driving test should be mandatory every 5 years. A little reminder of how it is supposed to be and not how it is. THAT and a heavy dose of common courtesy.

Who cares if the cops go through lights just because they can. I don't. I mean, how can you prove they weren't doing their job? Focus more on if it is YOUR turn to go through the light and we will all be better off.

Questions and answers -

Entrapment? nope. If the Police held up a sing that said, "Run the stop light and get $5.00", that would be entrapment. Enticeing someone to perform an action they would not normally perform would be entrapment.

I LIKE what the police did and think they should do it more often, in all the cities around here!

I know that the cop could have done that just to get through the light. However, what time was it at night? If it was late at night, he could have had his siren and lights off to let people sleep. I'm not familiar with the area that you are talking about, but I know for certain that firetrucks and police don't go through my neighborhood with their sirens on at night. Maybe this was the case, maybe not.

The incident in question, there was an armed robbery in the partments next to Collins Sq..maybe the officer was cutting his lights off so he could somewhat sneak into the neighborhood?

Maybe you should be thankful the cops are out there doing their job...consider the alternative!!!!

With BBinVB's courage to take on the establishmet and know the truth, and mfishetti's vast knowledge of law enforcement, I feel they should be partners in the same police cruiser. They would probably always arrive late, and charge for the wrong offense, but hey, it would make for a good t.v. show!

BBinVB y police use sirens through intersections

Did it ever occur to you that police cars turning on lights and sirens through intersections are for YOUR protection? Intersections that have cross-traffic stopped usually have turning traffic on green,or vice-versa.Police on their way to a call use sirens/lights to tell traffic at the intersection he/she is coming through(they do have the right-of-way whether you like cops or not).This is to clear the intersection&avoid accidents.He/she turns them off after depending on the nature of the call they're going to.If it isn't a life or death situation,it doesn't require them to speed through the city at a high rate of speed for every call.Hope this clarifies your suspicion & preconceived notion all cops abuse their power to have the right of way.There's good n bad cops-n it's not all bad.

well if they catch that many people maybe they should just , make it 24/7 the city of cheasapeake could post officers at every intersection and rake in the doe , and lower everyones property taxes , better yet just film everyone who goes through every intersection , and have some electronic payment system in place and they can just mail everyone in the city a fine bill once a month,, mmm they could place electronic speed checkers on every vehicle in the city and when a person goes over the limit it would record time ,date and location of the excess speed , and send it to the city data base and charge your traffic infraction account , everyone could wear a radio control collar and if you didnt pay up they could gps your location and lock you up , whoa something for the 21st century , now if they can just make these people who dont kno what a stop sign means to use there darn turn signal , whoa it would be like biscuits and gravy ,

red light running

i live near the corner of volvo and greenbriar parkways. at least 90 percent of the time i go thru that intersection there are multiple red light runners. it's about time the CPD cracks down on these self centered jerks who ignore the law and put others are risk. bring on the red light cameras!

I think it court it would be called a defense, however weak, more than an excuse. But I agree, I would love to see someone try it too. Don't be scared, if you are going to fight this ticket you need something better than I was looking at the sign, or the cops made me do it. Stranger defenses have worked in court, & if they ridicule you, you can appeal. I once beat a speeding ticket, simply because when I asked the officer if he remembered giving me the ticket , he admitted he didn't. He was under oath. A man charged with capital murder, was not convicted of it because he ate Twinkies & drank Coca Cola. His victim was Mayor Moscone, a public official. Get your own lights and siriens

BBinVB next time why don't you just chase the police car down and ask the officer why he did what he did because evidently you believe you have the Right to know. You know Police are paid by the mile so sitting in traffic or at a light is cutting into their grocery money. Or maybe a call went out, they offered to respond and then were called off. No, that couldn't possibly be the reason. Or maybe they just wanted to be the first ones at the next light. When you see them at the next light maybe then you could ask them. If you like the idea of turning on light and siriens to got through intersections why not apply for the job.

Can't be any simpler

You run red light...cop sees you...you get pulled over...you get ticket. Wait until it turns green people. Some posters need to go back to elementary school.

I'll try again. Last night as I was leaving Collins Square in Virginia Beach, I watched a city cop turn on their lights and sirens, just to run a redlight on the boulevard and then immediately turn them off and continue on their way. I've seen this a lot and even called the police directly to report it once. After being transferred through several different departments, I was told they must have just been turning off their lights to approach a crime scene without giving themselves away. It's bull. I see them do it quite often, running lights in emergency mode and then driving down the road and turning them off to continue on their way.

i would love to see someone go before the Judge and use that excuse. I was in court once as a witness for an accident. I watch the guy before me try to have his case dissmissed based upon the fact that the American flag wasn't posted properly with the Virginia State flag. The guy felt his due process was violated. I swear I am not making this up, it was very funny at first. However, the judge was not amused. the judge stood up and moved the American flag a few feet so it was positioned correctly. The judge still found the man guilty and thanked him for pointing out the cleaning crews error becasue they moved the flag when they vacumed the carpet (just doing their job). It was funny though.

I agree

I agree with the majority of posters and support the operation by CPD in order to catch red-light runners. I agree that it was not entrapment and that there are a bunch of drivers in Hampton Roads that show a blantent disregard for traffic laws. And I agree that those who are breaking the traffic laws complain the loudest. Red means STOP, plain and simple. The arguement that the CPD officer was distracting, falls on deaf ears. I would like to see the Red Light Cameras come back. Something needs to be done about those who are consistantly talking on cell phones while driving, those who block interesections, run red lights, use opposing lanes to pass to the left on double yellow solid lines, pass on the right using bike lanes and/or curbs, or not yield on green circle lights.

If you can't pay the fine, don't do the crime

It's always amusing when the local knuckleheads jump on the board to debate the law. Let's hope they get the chance to defend themselves and we can sit and watch.

In the meantime, this is the funniest story I have read in a while. Way to go CPD! This is so clever I have to tip my hat to you.

We have some serious problems in this area with local yokels who think they can ignore traffic laws.

What part of illegal don't they understand? Or does that only apply to illegal aliens?

It can be a dangerous intersection

I travel that route often and know that this intersection is prone to back up because the lights aren't in total sync with each other (but none so worse as Norfolk's lights...) and drivers take full advantage of that. I mean after all, it is taking on traffic from two major roads (Greenbriar and Battlefield). With that, I'll just chalk it up to the cops doing their jobs...

No Entrapment by any means

In order for entrapment to occur the offender must have no choice but to commit the crime. Any first year law enforcement officer would know this since it is taught as part of basic academies every where. I have my doubts to mfishetti claims of lengthy law enforcement experience, maybe by watching TV everyday he/she considers that experience. How can warning drivers and instructing them NOT to run the red light be any type of entrapment. Also for those that think it was improper or illegal to issue a ticket for a misdemeanor traffic offense you need to do some research prior to posting that comment. The law allows an officer to issue a summons when they receive official communications via a police radio from another law enforcement officer, google it.....The CPD is doing an excellent job at trying to prevent deaths, and why are they being attacked? If the person didn't violate the law in the first place they never would have gotten the ticket....Pay your fines and don't do it again....

This has got to be the best, most humorous method of handing out red light violations! And for those of you who think this is entrapment, you obviously do not know what entrapment really is. This is no different than if the police officer saw it and gave you the ticket himself. Entrapment is when you are enticed into committing a crime or violation. He wasn't standing there encouraging people or telling them to run the red light. He was warning against it.

I can't help but wonder how I could "beat the rap", if I were ticketed in this manner. The Virginia code section mentioned was very interesting, & it would seem there is no defense. I did notice however, that the violation would have to be transmitted to the officer issuing the citation immediately. I would focus on that. The word immediately is not defined in this code section, or anywhere in the Va codes, that I could find. So I would have to rely on the definition in the dictionary, which means literally, "without lapse of time." This feat may be impossible to achieve since even 1/1000 of a second is a lapse of time. So if you are gonna fight the ticket, you may try that technicality, & see if the judge buys it.
