Army to inspect its barracks after video shows dismal living conditions

The viral power of the Internet has spurred the Army to launch an unusual publicity blitz about the state of soldiers' living quarters.

In response to a YouTube video documenting dismal conditions in a Fort Bragg, N.C., barracks, Army officials have ordered inspections worldwide and pledged to move soldiers into temporary quarters while problems are fixed.

At Fort Eustis, Fort Monroe and Fort Story, the inspections are under way or complete. Public affairs officials are inviting reporters to tour communal living facilities there.

"Folks, we let our soldiers down, and that's not like us," Brig. Gen. Dennis E. Rogers told reporters Tuesday. "That's not how we want America's sons and daughters to live, and there's no good excuse for what happened."

The 10-minute video that sparked the inspections shows mold growing on ceiling tiles and in the bathroom, as well as open water pipes stuffed with tissues and rags to stop sewer gas.

Perhaps the worst image shows a soldier standing in a sink above a flooded-out restroom, covered in 3 inches of water and sewage. He is bent over a plunger, apparently trying to unclog a drain in the floor.

The video was shot and narrated by Ed Frawley, father of Sgt. Jeff Frawley, a Fort Bragg-based paratrooper who returned with his unit in mid-April after 15 months in Afghanistan.

"The week before this soldier's photo was taken, he was in a war zone in Afghanistan," Ed Frawley said while the picture of the sewage-covered bathroom was displayed.

"And less than 12 hours after arriving in America, this soldier was doing this. I don't know about you, but this embarrassing. It's disgusting, and it makes me mad as hell."

Frawley urged people to call their congressional representatives, senators and local newspapers.

Rogers said the problems in that building have been fixed and that a final paint job is in the works.

The Army's procedure is to inspect a barracks building to verify that it meets Army standards before it is occupied by returning soldiers, Rogers said. For reasons he was unable to explain, that apparently did not happen in the Fort Bragg incident.

Some members of Congress have called for hearings on Fort Bragg and the broader issue of living conditions for returning troops.

According to Cindy Your, a spokeswoman for Fort Eustis, 2,500 soldiers live in 29 barracks on the Newport News base. Fort Story, in Virginia Beach, has nine barracks housing 300 occupants.

She said that on Friday, "We will show you the worst we have and the best we have and let you interview soldiers who live in them" as well as the base commander and public works employees.

At Fort Monroe in Hampton, 29 soldiers live in a single barracks, spokesman Wayne Kanoy said. It was renovated in 2003 and an inspection yesterday found it to be in acceptable condition.

Well now...

This is certainly an issue to be fixed, regardless of where the blame lays. I agree with Hurricane and I agree with the poster who ranted about our soldiers living in worse conditions than our criminals. I've never thought that criminals should be as pampered as they are. I find that to be offensive in nature!

Re: Hurricanes Comment

Each situation here could be different when dealing with accountability of whose right and wrong. Yes I've seen many messy and filthy barracks. Let me ask you a question. Who do you think is responsible for cleaning those rooms if you're permanently assigned 180 days or more? The people that live there!

And I feel just maybe I know a little more than you about it since it appears you never served your country. I served over thirty years and I'm proud of it!

What surprises me are the people that make comments who don't have a clue about what's going on in reality.

The bottom line here is not you or I. It's those men and women that are fighting over there so we can be here in what is still the best country there is.

And no it doesn't all fall on the Col or Sgt Maj. Yes some I'm sure.They are just the people that will take the brunt of it because of lack of funds. Irregardless of what some landlovers might say!

Sir you seem to be the one who is off center. Read the following Navy persons comments:
I'm in the Navy and so is my husband, one brother, and one sister, and we all have been deployed leaving our children behind. We all have lived in barracks and shared nasty rooms and bathrooms with other and never complained. I also have another brother in the Army currently in Iraq, who lives in the barracks whose wife is in the Air Force as well. So my whole family is in the service and these deplorable conditions are just unacceptable and make me sad, because I know all the sacrifices we make everyday just trying to make a living, keep a job, having higher ups treating us like kids and telling us what to do, yet not a little bit concerned about our living conditions. Something needs to be done and someone needs to be held accountable ASAP!

Perhaps you should live in some of these places before you make comments!!!

Before I watched the video I thought,

How bad can it be? I lived in WWII barracks in the 70's at Ft Jackson and again when I was in Germany. Once I started watching the video though my mind changed fast. There is no excuse for any of our troops to live in such filth and squalor. My youngest is in Iraq with the 82nd, comes back in Sept. and I better not find the situation to be the same. Ft Bragg does have modern new barracks and several more under construction right now. Some of them are complete and empty because the troops are still in Iraq and Afganistan. Why werent these men put in the new barracks? I wish I was the one asking the CG these questions. My oldest is at Ft Lewis and before they moved into their new building there was lots of talk about not being enough room for everyone, E3's & up would have to live off post. That was bad enough, these guys have sold or given away all their furniture and now you tell them there is no room? Thankfully that changed for most of them, now only E4's and up had to move out. This is an OUTRAGE, Write your senator today, Stand up for YOUR troops!!!

There is no excuse for this situation. COL Fox and CSM Sheehan need to be relieved. The garrison commander is responsible for facilties on the installation. There's always money to make repairs when health is at risk.

The Fort Bragg/Installation Management Agency (Southeast Region) leadership let the Soldiers down. They should now step up to answer for their leadership failures.

Soldier's Barracks

God Bless you Mr. Frawley. And God Bless you Sgt. Frawley and all your comrades. That building and others like it should be razed. The soldiers should be put up at a nice hotel at the base's expense until NEW barracks are constructed. There is no way the mold and lead paint problem has been eradicated in two weeks time. This is not only shameful but incredibly unhealthy.

Blame it on Politics!

I'd be willing to bet 90-95% of the material discrepancies had already been identified and documented. Personnel had submitted work requests for completion and items were prioritized and thats where they sit. Someone in maintenance/command level is saying we'll get to it when we have money. Basically that means when the war is over. Same thing for new construction/refurbishment. Barracks are approved one year and several years later someone says we can't afford it now. Everything is moved to the right.

Navy and Air Force barracks are the best or lets say better funded. The guy complaining about Navy barracks is off center. NOB, Little Creek, Dam Neck/Oceana are the best we have to offer. They are all new buildings for the most part.

Army and Marines seem to get the short end of the stick when it comes to money. Marines at Parris Island have been waiting for new barracks renovation/construction for some time. They were all previously approved but are being moved each year because of the war.

Sickening.....and truly disgusting that our soldiers have to live worse than our criminals...

How can this be justified? Our criminals have clean living areas, cable, movies, air conditioning, 3 meals a day, playtime, library access and it goes on and on and let just one of them scream that they are being treated bad and our government rolls over and accomodates each and every little thing they demand...and then who jumps on the bandwagon but the bleeding hearts..these men should be out there dying for our country and living in squalor...not our soldiers.

I am sickened by the thought that our government holds criminals to be more dear than our own men and women dying for our country. This country is a disgrace to itself!

No one will get relieved

I'll bet a paycheck that a General won't get relieved off of this, That's a fact with this administration (maybe a captain or Major) the Sargent Major may. No who is ever going to be held accountable, sorry but that just the facts.

The Navy is even Worse

Navy enlisted barracks are even worse. Start inspecting the mess at Damneck, Oceana, Little Creek, and NOB and you will see worse. I wouldn't let my "dog" live in a Navy barracks. It's always unfair how the single enlisted are treated compared to the married enlisted. "Double Standards" have and still exist!!!

JMO, I could not agree with you more. I'm no fan of George Bush but this problem was long before Bush took office. I think the post commander as well as the post Sergeant Major should be charged with dereliction of duty.

This is a direct result of the lack of competence in the Bush administration, right? Bush, Cheney... I can't even complete it without laughing! Sorry, I just wanted to beat everyone to it. Ft. Bragg and Walter Reed are perfect examples of why we NEED more government control over our health care system. It is the most efficient way to run anything! Put people who don't have a clue in charge of running things they don't have funding for and don't care about, and we are on our way to Utopia!

From Walter Reed Hospital, to these barracks, not to mention Vet benefits, and Hospitals our Military are not being taken care of and this is the most outrageous thing we can read about when our troops who are fighting, dying and severely wounded all in the name of George Bush. Put an end to this war and bring our troops home. Anyone and everyone involved in these deplorable conditions should be severly punished, including George Bush and Dick Cheney on this war of lies.

Living conditions

The Army has been working for years to improve barracks conditions. There's no reason for our troops to be living in 50's era buildings. The problem is being addressed, albeit slowly.

This incident, however, is a direct result of poor management, and the responsibility lies squarely on the shoulders of the Fort Bragg post commander. The advent of the Installation Management Command was supposed to ensure that things like this didn't happen. The post commander and staff, who weren't deployed to a war zone, failed in their mission to ensure that the Ft Bragg post facilities were kept to an acceptable standard.

Someone will be relieved over this, and they will deserve it.
