The Dare County Board of Commissioners has adopted a resolution making English the county's official language that should be "used by all."
The resolution, passed 4-3 last week, states that while Dare County has welcomed immigrants of "all races, religions, ethnic backgrounds and social-economic classes," they have a difficult time "melting" into society if they cannot read or write the English language.
Commissioner Jack Shea of Southern Shores, who brought the idea to the board and helped craft the resolution, said its intent was not to cause discord among the community or any one group.
"It was meant to encourage all immigrants to more easily assimilate into our society and not be isolated," Shea said. "We all need to have a common language. We need to be able to freely communicate with everyone so everyone can understand everyone else."
But the resolution did cause some divisiveness on the board and in the community.
Commissioner Allen Burrus said he felt the resolution was offensive.
"I don't think the resolution does anything productive, and it penalizes those who are trying to do things right," he said, adding that he works with many immigrants who work hard and struggle with the English language.
Board Chairman Warren Judge also strongly opposed the resolution.
"I felt it was discriminatory and based on fear and maybe even something worse," he said Friday. "No one has yet to show me what they hope to accomplish by this," he said, adding that it has created apprehension among county immigrants who worry that some of the services the county provides them will be taken away.
Judge offered assurances that the resolution, which is meant to simply show the feeling of the majority of the board, does not have any legal bearing. He said county services, such as interpretive services and English as a Second Language programs, will continue as always.
America United Mano al Hermano, an organization based in Kitty Hawk that works to improve the quality of life for Hispanics in Dare County, submitted a written statement to the board opposing the resolution.
The group stated that such a resolution infers that "foreign languages are indicators of divisiveness and cannot be tolerated."
"We are concerned that the resolution will be perceived as a threat among the immigrant and Hispanic community," the statement read. "It is a blunt instrument directed at the very foundation of our country, which thrived because of its immigrant base."
Danyele Graham, a member of the organization, said later she "was shocked and saddened by the disregard for the welfare and care of individuals who live, work and reside in Dare County."
"It is seen as a beginning step toward other restrictive measures directly aimed at the Hispanic population of our community," she said.
Commissioners Shea, Richard Johnson, Mike Johnson and Max Dutton voted in favor of the resolution, while Burrus, Judge and Virginia Tillett cast the dissenting votes.

I want to scream. Everything is being handed to the Mexicans. My granddaughter is in a class with kids that can't speak English. WHY ARE THEY THERE? How can they learn. This tells me that the parents are illegal non speaking English Immigrants. The kids are getting free lunches,after school day care,etc. It slows the whole class down because the teacher has to TRY and explain what is being taught.
All of my older relatives came over to Ellis Island. Italy,Germany and ireland. They became US citizens and learned how to speak English.
Make it Fair
What does not make sense to me is the fact that if I want to converse with the Hispanic people that have come here, I have to pay for a class at COA or somewhere to learn how to speak Spanish. If I were Hispanic, I would be given a person to teach me to speak English at no cost. Or forms would be given to me in Spanish. Or I could find help through the County free of charge. How is that fair.
Also, on various forms I have seen why do they only ask if the applicant is Hispanic, why not Asian, or European?
I feel that we need to become realistic and address the illegal aspect, of any person that is here, and then try to re-direct them through the proper course. If we do this, then we will have been fair to all imigrants.

As a life long resident of the area, I am glad to see this. I think the people who oppose this need to look at all areas affected by this. As a resort type area, we get thousands of seasonal workers every summer. They come from all over the world,.. Europe Asia, AND South America. Allot of these people decide to stay illegally. Now if we have to cater to those who come here from Mexico, would we not later have to also for the Europeans who stay. What would be the financial drain be if we had to provide services and education for those speaking German, French, Russian, Slovakian, and so oooonn. I think it is just a guilty conscious by the one group who know they flood our country with illegals and drain the life out of our economy.
They want hand outs? I say we give them a free bus ride home.

Finally some TRUE American's with GUT's!!!!!!! I'm sick and tired of having to deal with people who cannot speak our language. I have no problems with TOURISTs who come to visit our country. But, aliens who live and work here should be made to speak English....

The Pilot`s headlines are very confusing. Dividing who???? Legal and illegal alliens along with thier liberal supporters I guess!
This should be only the first step! Next the 3 that voted against the resolution should repent for thier mistake! Next, go after any employer hiring them! Then make it a crime to rent to illegals. That would stop this invasion! The Russains are here legaly through work visas, it`s time to stop the drain on OUR heath care system, schools, jails! Oh I forgot, we have a DO NOTHING Govenor and a I`ll scratch your back if you fill my pockets state senator!!!!

Finally 4 people have the guts to take a stand! I applaud those individuals and wish more of those persons in positions of authority in this country would do the same. I have the utmost respect for immigrants that came to this country through LEGAL channels and adopted America as their own, learning our language and customs and contributing to our society. I personally believe anyone in this country ILLEGALLY should be given 30 days to get out or face the consequences. Unfortunately there are bleeding heart liberals out there that want to give them access to funds and services that should be reserved for LEGAL Americans. Congratulations to Dare County for taking a stand!

Congratulations to Jack Shea! We need more people to stand up and speak out about OUR CITIZENS. I am tired of my tax money going to illegal immigrants for a "free ride!" If we were in their country, we would have to abide by their rules. These people should have to do the same here.

Sounds to me like Dare County did the right thing and declare English as the official language of the County. What is wrong with that? This is America or it was the last time I checked. In america, we speak English. In Mexico, they speak Spanish, and in China, they speak Chineese. The Chairman of the board in Dare County says no one has shown him yet what they plan to accomplish by passing this? It is called "preserving our native tounge" Mr. Chairman....and it is a real shame we even have to pass resolutions to do that. With folks like him leading the charge in Dare County, someone needed to take charge and step up to the plate. Good job!!

Good Job to the board. This is America. English is the language. Learn it. If you don't like it, go back where you came from and complain there. As an American, I am sick of hearing that this type of issue causes a controversy.

The board should be commended - in fact "Great Job". If someone is not a natural citizen but came here legally, then they will fit in and follow rules and laws as many do. Those fearful are probably here illegally and afraid. They Should Be. Illegal is illegal and the actions by the board should be the same across the country and at the national level in Washington. mI bet any legal resident is not worried.
