Nine months before Portsmouth City Council hopefuls were officially required to declare their candidacy, state Sen. Louise Lucas wrote Charles D. Whitehurst Sr. a $10,000 check.
Nearly a third of the former Portsmouth council member's campaign to regain a seat this summer has been financed by Lucas - who is seeking millions from the city to build a hotel and conference center.
Whitehurst is one of at least 600 investors who has helped finance Lucas' project. He said he gave $2,500.
Lucas' donation to Whitehurst dwarfs the next closest contribution to any other candidate in Portsmouth's, Norfolk's and Chesapeake's May 6 elections.
"She said she wanted to make sure that I won," Whitehurst said recently.
An examination of campaign finance filings in the council races reflect that the largest donations came from the business community, including developers, attorneys and real estate agents. However, fundraising is down significantly when compared with contributions made in the 2006 local elections.
The latest round of campaign reports were filed April 28.
In December, Lucas asked Portsmouth council members in a closed-door session for $13.5 million in cash and tax breaks to help finance a $65 million conference center
and hotel in the city's new Victory Village business park. It would be the city's first development financed and run by the black community. As of December, Lucas had raised about $1.8 million.
Lucas donated the $10,000 to Whitehurst on July 29, according to campaign reports. He has raised $28,518 in donations and in-kind contributions since 2007.
Lucas said Wednesday she was "incensed" at any implication that she donated to Whitehurst so he could get elected and vote for her project. The council must vote on the project before it can be built. Lucas said she thinks it would be appropriate for Whitehurst to vote after he consults with the city attorney. Vice Mayor Marlene Randall's husband also invested $2,000 in the proposed development, she said.
Lucas said she has never tried to "bribe" anybody or made a contribution to a council candidate before.
"Two thousand dollars? How much of an investment is that?" she said about Whitehurst's contribution.
She said she supports Whitehurst because he is responsive to residents. Her donation came from her personal money, she said.
Whitehurst said if he is elected, he plans to seek the advice of the city attorney before voting on the project.
"I want everything to be on the up and up," he said.
The question arose at a candidates' forum Wednesday night. Whitehurst addressed the donation and said he would recuse himself from voting on the project.
Candidates Elizabeth Psimas and Paige Cherry each said that Lucas has endorsed them but has not given them money. Cherry said both he and his wife have also invested in the project. But he said public safety employees, schools, and neighborhood improvements should be financed before the city provides money to any development and that each proposal should be examined on its merits.
Despite Lucas' donation to Whitehurst's campaign, Psimas has raised the most in Portsmouth - $37,509. The money is a little more than half of what the top council fundraiser in the 2006 elections collected.
That year, challenger Doug Smith, who won a seat, raised $77,704 - the most ever for a Portsmouth council election.
In Norfolk, the incumbents maintained their financial advantages over challengers. Still, their fundraising is far less than what incumbents raised in 2006. Then, Mayor Paul Fraim raised about $274,000. Councilman Randy Wright raised about $135,000.
In Superward 6, which covers the western and northern part of the city, incumbent Barclay C. Winn raised $35,985 from April 1-15. His challenger, Jack Stiles, is not raising money and has pledged to spend no more than $1,000 of his own money.
Winn's largest contributions of $2,500 each came from Stephen B. Ballard, who runs a Virginia Beach construction company, and Sheppard Miller III, who chairs the Norfolk Redevelopment and Housing Authority's board of commissioners.
In Superward 7, which includes the southern and central parts of the city, Councilwoman Daun S. Hester raised $13,424. Challenger Dwight D. McDowell has collected about $2,405.
In Chesapeake, spending on the mayoral race is down from what at least one candidate raised in 2004. That year, Dalton Edge, who won, raised more than $100,000. In 2006, the most raised in the council race was about $42,000. That is on par with this year's leading fundraiser, Councilman C.E. "Cliff" Hayes Jr., who has collected about $43,215, campaign records show.
Councilman Alan Krasnoff, the leading fundraiser in the mayoral race, has accepted at least $17,000 from real estate and development groups. One of his largest contributors has been James C. Archbell III. He and his companies have given Krasnoff's campaign at least $6,000, records show.
Councilwoman Rebecca Adams, Krasnoff's only competitor in the mayoral race, has also collected more than $11,000 from real estate and development professionals. Hayes has received at least $17,875 from similar groups.
Another top fundraiser is Rodney Foster, who has collected at least $19,850 from contractors and real estate professionals.

My vote
Let Portsmouth do what they want. Let them bribe and pander to one another. Once the city goes bankrupt we can listen to their citizens complain about the officials that they elected. A true representation of the city is what the majority will be voting for, and this is what they will haev to live with. I don't find the crookedness issue open for debate, but easily registers as an object of humor and contempt. Your a bunch of tools.
Government for Sale?
What a shameless sham. It is incredible that Senator Lucas will bankroll the campaign of a city council candidate. She has obviously spent too much time in politics and is now cashing in on her position of "public trust". This is an open unabashed grab to buy votes for her project. I think the citizens of Portsmouth can clearly see what chicanery Senator Lucas is up to. It is clear Whitehurst is not up to the job as Portsmouth City Councilmember.
It's truly amazing
that the good citizens of Chesapeake are not being represented by council members who don't owe the developers, the business community or any other special interest group favors for campaign donations. No one gives you the kind of money that Hayes, Parker, Adams and Willis are recieving for nothing in return. Let's clean sweep city hall and take back our government. Elect those who do not owe favors and who have not taken the developer money. We have a chance to send these people a message. Send these council members packing, I can see why some of these yes votes on projects come so frequently, they are bought and paid for. Chesapeake, VOTE ALL INCUMBENTS OUT!!!!

I was going to vote for him until this appeared in the paper.He says he will ask the city attorney, who himself is a walking joke, if he CAN vote. There should be no question that he SHOULDNT vote....his conscience has already told him that! Its one thing to accept campaign funds and it is altogether another matter to even think on voting for something that the person giving has before the city council. If he is elected, I hope there is a federal investigation into the corruption in Portsmouth City government. This Lucas project is shameful! She is trying to float a 65 million dollar note on the backs of the citizens of Portsmouth. She has lined up hundreds of investors who have put up a PALTRY million, so she says. This million is supposed to secure about 18 million in CASH and incentives directly from the citizens with the remaining 44 million financed. It sounds like when I was a kid and collected 25 cents from 8 friends so we could buy $2 gas to ride in my junker car. Portsmouth is the junker car with Lucas at the wheel!!!!!

If you want to solve the problem,
Have current council vote on it. They received the proposal, so they should have the decision. And something they might consider, should the rolling-in-dollars city approve, is to require that the money be paid back should there be any change of ownership. That would be a nice litmus test.
But when the black community says "you wouldn't be saying looking down on this stupid and waste of taxpayer money if this were a "white" project", they might just be right....
When are people going to realize.....
Portsmouth Mayor, Vice-Mayor, City Council members and candidates associated with Ms. Lucas should not earn one vote from YOU this 6 May 2008 election or following ones too!! Whether they want to call it a lobbying campaign contribution, consulting fees, public relations tokenism or "economic development" - this Portsmouth City government is in shambles because of a Quid Pro Quo (something for something) system that eventually leaves local homeowners paying more money (thru inflated home assessments) for the failures of these politicians.
Vote them all out this 6 May 2008!!!
What A Joke!
Sen. Lucas' claim that she isn't trying to buy influence with her $10,000 contribution to a man who can help secure millions in taxpayer funding for a project to line her pockets is such a blatant lie that even the ignorant people who keep re-electing her have to know she is lying. Who better than a Virginia State Senator to know that campaign money is given for one reason - to buy influence. She's been living the dream in Richmond for so long now that she thinks she's bullet proof. And she is. No matter what she does, her constituents will continue to re-elect her.
The hilarious thing about this is that the newspaper reports it like it is okay. The next thing the paper will be doing is singing her praises for being such a strong leader in "her community" for bringing this "important project" to fruition.
The thing I'm most surprised about is that she didn't write her $10,000 check from her Senate campaign funds. Or did she?

If this is not a bribe, and Ms. Lucas has never contributed to a candidate before...why has she done so now? Apparently she didn't contribute the last time Mr. Whitehurst ran. Oh I see big problems brewing here. Mr. Whitehurst, should you win the seat you should not even consider asking the City Attorney's opinion on whether or not you should vote, you should step aside completely!

So Ms. Lucas is a State Senator. Say's a lot about the good state of Virginia. So this is the character of the representative's that Virginia chooses to serve our great state. This is a case of self interest that is blatant in the face of Virginians, not to mention the whole nation. Yet, she continues to use her office as a Portsmouth Businesswoman, and there is no outrage by Virginians.
