WASHINGTON
Debate slowed down - way down - Wednesday on a global warming bill co-authored by Virginia Sen. John Warner when Republican opponents insisted that a new, 500-page version of the bill be read aloud.
As senators prepared to begin considering amendments to a massive "cap-and-trade" plan to limit greenhouse gas emissions, Majority Leader Harry Reid, D-Nev., presented a new version of the legislation.
Such floor substitutes are common in the Senate. Sen. Barbara Boxer, who heads the Environment and Public Works Committee, said this one made only technical changes to the bill. But Republicans complained that the late arrival of the draft limited their ability to respond and circumvented the committee's work on the original bill.
Republicans also are upset at the Democratic majority's slow action on a variety of judicial nominations and have been warning for weeks about possible retaliatory action.
The GOP floor leader, Sen. Mitch McConnell of Kentucky, demanded the substitute be read out loud. Senators have that prerogative but rarely use it.
The reading began around 12:45 p.m. and was expected to continue until about 9 p.m.
The last such forced reading occurred nearly a year ago, during debate over immigration reform, Senate officials said. That reading took about 45 minutes.

At least somthing may come of this !
CO2 has been proven beyond all reasonable doubt NOT to have any effect on Global Warming. It trails (not leads) the changes, and lacks the quantity needed to have any impact on temperatures global or otherwise. If you don't believe me, check out the NASA stats, or other official records, Mauna Loa for example:
http://cdiac.ornl.gov/ftp/trends/co2/maunaloa.co2
CO2 remains well under 400ppm or less than 0.0000004%, other gases with the same or more radiant forcing ability exist in much higher quantities. Not including water vapor, O2 is 21%, N is 78%, all other gases share the remaining 1%.
More Global Warming?
I guess if there isn't conclusive, 100% scientifically proven, and irrefutable proof that global warming is indeed being caused by mankind; Then the nine hours of "hot air" (carbon dioxide)that will be belched from the U.S. Senate during the reading of the Cap and Trade bill will most certainly and overwhelmingly tip the scale in favor of it's believability.
Warner has lost his mind and needs to step down!
People you better wake up about this one. This bill will increase gas prices a min. of 50 cent by one estimate and as much as $3 by another! He was a conservative Senator at one time but not now!
