PORTSMOUTH
The city's Economic Development Authority is scheduled to consider today whether to approve $32 million in tax-exempt Empowerment Zone bonds to help finance state Sen. Louise Lucas' proposed hotel and conference center.
Lucas plans to use the money to help buy land and finance the construction of a 200- to 250-room hotel and a 50,000-square foot conference center on approximately 7 acres in Victory Village Business Park.
Both Portsmouth and Norfolk's city councils would also have to authorize the issuance of the bonds.
Lucas, a Democrat from Portsmouth, has envisioned the project as the city's first development led and funded by African Americans. As of December, Lucas had raised $1.8 million for the project from 600 black investors.

I Still Do Not Understand...
...why a "publice servant has this much control, and even further, why hasn't any groups tried to block this from happening!
She is taking away from a fund that would give housing to Portsmouth families that need it. Well..doesn't really matter. I do not go to Portsmouth, have no desire to go to Portsmouth any more, will never spend ANY money in Portsmouth and will watch Portsmouth turn into the worst blighted city on the east coast. Personally..? I can't wait to see Portsmouth turn into a "Cabrini Green" type of atmosphere, if its not already! Well.."Sista Louise...you go girl...you got game"! You would make John Gotti very proud!
Why does it have to be a race thing?
After living in Portsmouth for SEVERAL years my thing is why does it have to be about black/white investors my thing is why are they investing THAT MUCH MONEY into a hotel in portsmouth when the police teachers and social workers are so over worked and underpaid its not funny? Someone SERIOUSLY doesnt have their ducks in a row and Im sooo thankful I left that city
CORRUPTION IN THE OPEN
It is obvious that this project reeks of corruption.
The city has infrastructure over 100 yrs old in dire need of repair.
But why fix that, when we can bond a private project.
There is no magical fund we pull from, it is all taxpayers money. That means it comes directly out of our checks.
Crime is driving people out of the city, more would leave if they could sell thier houses. Why hire more police, when we can fund a private project.
City Council loves to play with other peoples money don't they.
The City needs to stop funding private projects and take care of the people living within it.
It is obvious the council and Ms. Lucas only care about thier own personal profits. Our leaders in Portsmouth have failed us.
Because this is a done deal, She has all the proper parties paid off and in her pocket.
These are sad days for Portsmouth, corruption run wild.
One more thing
When she & the P-Town city council met behind closed doors she requested 13.4 million, now it's up to 32 million!!!! How did that happen?? Sounds like a pretty big jump to me, but that's just me!!!!
Not all investors are black.
LL has said that this project is for the black folks of Portsmouth when it is really for her benefit. It will be another project that will cost Portsmouth tax dollars. She has used the race card to get what she wanted since she worked in the Shipyard and she is about to do it again at the expense of other projects the black community needs. The 80% of Portsmouth's citizens who didn't vote in the last election deserve to have their pockets picked by this woman. To bad the other 20% who voted and tried to change city management have to suffer with them. I wonder if these bonds could have been used for a new court house? This project just doesn't make sense to the city at this time and that is why it will be approved.

Power to the people, lets get behind this and pay for the whole thing. That's going to happen in the long run and we already know it. Ms. Lucas and her supporters have no shame. They just call it the first black this or the first black that and if we speak out in opposition then we're just being racist. I feel like I'm trapped in a never ending cycle of tax and spend on projects I have no good reason to support. I feel like I have no voice, or more likely noone is listening. If this project is so great then where's the big money from the black community? It's not there, unless you count the $$$$'s we're already spending on all the socialist programs now. So in that way, we're going to pay for the whole thing in the long run, and we already know it. This just divides the people even further!!!!

As a lifetime (and now senior citizen) of P-Town, I don't know who this Economic Development Authority is or how they are appointed; but, this whole Lucas thing stinks to high heaven. If this bond hearing has any negative impact on the taxpayers or P-Town's (already dismal) financial status, the answer is No! Also, for an elected delegate to seek financial support from the people he/she should be representing in Government, wreaks of ethics violations and just plain lousy judgement. Lastly, a meager 5% "down-payment" from 300 followers for such a wonderful idea says it all...another Dem looking for a hand-out under the guise of "first African-American" this or that.
Racism
I must say, that I am completely shocked by the audacity of Lucas being so blatantly racist. I thought we as a people were working toward a future were race didn't matter. That all people would come together in the future and not continue promoting or doing anything based on race. If Lucas were white and doing exactly the same thing and touting it as a white project, all hell would break loose and it would be labeled by everyone as racist!

NO NO NO NO NO NO thousand times no!!! Portsmouth will be left holding the bag on this one GUARANTEED!!!! Where in the world, other than Portsmouth can a person with no previous experience put a project of this magnitude together with virtually no money of HER own at risk. Lets see, 600 investors raising 1.8 million = $3000 each,average. This sounds like when I was a kid asking all of my friends to chip in for gas so we could go for a ride in my car. Now, Lucas will be taking all of the citizens of Portsmouth for a ride. These bonds are to be used to benefit the citizens of Portsmouth. We already have a hotel on Portsmouths waterfront that is grossly underutilized that the citizens continue to subsidize. Lucas should have saved some of that money she has spent on her wardrobe and backed her own project if she thought it would work. She will have nothing to loose except OUR money. Somehow she thinks it is FREE money, but we the taxpayers have paid it. The money has been ALLOCATED back to the City of Portsmouth to use wisely!!!
