Forbes magazine on Thursday named Virginia the "best state for business" for the third consecutive year. North Carolina came in fourth.
The commonwealth was ranked first in terms of regulatory environment, sixth for both economic climate and quality of life, and seventh for labor.
In a statement, Gov. Timothy M. Kaine said the designation "speaks volumes to our competitiveness in today's global market. Virginia has long enjoyed a business-friendly climate. The commonwealth's regulatory and legal environments are tough to beat, as well as our strong, educated labor force."
