A two-day trip to Baghdad and Fallujah left her believing that "things are going remarkably well" in the U.S. effort to secure and stabilize Iraq, U.S. Rep. Thelma Drake said Tuesday.
In a telephone interview, the Norfolk Republican said she saw signs that declining levels of violence are allowing local commerce to flourish. The government in Baghdad is taking more responsibility for maintaining security, easing the burden on U.S. forces, Drake added.
The trip, as part of a five-member congressional delegation, was Drake's fourth visit to Iraq. She saw a country "markedly different" from the Iraq she found during her first trip in 2005, she said, and American troops she talked to are increasingly upbeat about the U.S. mission.
"Can something go bad? Yes. Is it still dangerous? Yes," she added later. "But the situation is real encouraging."
Drake said her delegation was able to stay overnight in Baghdad's Green Zone and move about there without wearing protective vests, two things that military escorts did not permit during her last visit.
The lawmakers' meetings included sessions with U.S. Ambassador Ryan Crocker; Gen. David Petraeus, the U.S. commander in Iraq; and Barham Salih, a deputy Iraqi prime minister.
Salih, who is Kurdish, "was much more at ease" in discussing Iraq's political progress than she found him last year, Drake said. He offered assurances that the government is taking more responsibility for rebuilding Iraq's war-ravaged infrastructure and is spending some of the country's mushrooming oil profits to do the job, she said.
"We need to see them take more of a role," Drake added.
Her visit came as the two-term congresswoman gears up for a re-election battle with Democrat Glenn Nye, a former U.S. Foreign Service officer who spent most of 2007 in Iraq.
Nye said Tuesday that he shares Drake's view that American troops have made "tremendous strides" in securing Iraq.
But the United States is not pushing Iraqi authorities hard enough and Iraqis are not moving fast enough to take responsibility for their country's future, Nye asserted. "One of the reasons is that they think we're going to be there forever," he said.
Nye said his continuing contacts with troops and federal civilian employees still in Iraq have strengthened his conviction that "the way we get to victory is by compelling the Iraqi government to take steps to take responsibility for their own reconstruction."
Part of Nye's work in Iraq involved advising Iraqi officials on a job creation program. The Iraqis were happy to let the United States foot the bill, and for months deflected American efforts to prod them to take charge, he said.
"They would keep saying, 'Yes - tomorrow, tomorrow,' " he said, and assumed responsibility only when he convinced them the program would otherwise be terminated.

Shame On Thelma Drake
On her last visit to Iraq, Drake said she could walk the streets and stay in hotels without protectve gears. She could not do it then and can not do it now.When they visits Iraq, they are well protected. One tv commentor said the market place and streets are cleard before they arrive.Is the surge working? 29 us casualties during the month of June.when we have zero casualties month after month, then i will believe it is working. Its sad that our tax dollars are wasted on official who bring back lies while our men and women are still dieing in Iraq.
Check's in the mail
There have been over 4113 U.S. Military deaths since March 2003, 29 U.S. Military deaths in June 2008, and 554 Iraqis died in June, 2008. However, Drake reports things are going great-guess you must continue to follow the talking points so your oil friends can continue their record-breaking profits and get their hands on that Iraq oil. Yes, the oil companies had been kicked out of Iraq,but now, thanks to Bush, Cheney and Drake, our military has put them back. Thelma Drake, you have already received more than $20,000 from the oil and gas industry for this election - for this "good report", is the next check in the mail?
Enough is enough!
Instead of going on yet another junket to the Middle East, Thelma should spend more time in the United States. With ten trillion in national debt, gas prices soaring, inflation heating up, with the stock markets, banking, housing and domestic manufacturing tanking, millions on the verge of bankruptcy and thousands losing their jobs, it might make more sense for Thelma and the rest of her ilk to start concentrating on the home-front, and let the Generals run the war.
Since the Republicans have botched up the domestic economy, with considerable help from the clueless Democrats.....I guess it's to their advantage to keep talking up the "war", to hide their failures at home.
As far as Iraq....we're stuck in the middle of a Civil War. Call it what it is....patch up the country....and bring our brave military men and women home as soon as possible. They did their jobs. Enough is enough!

Thank you for pointing out the obvious, a blind man can see things have muched improved since the surge. You have had 4 visits to Iraq, I know mostly becauae you have many Virginians there and you are concerned. Can we get some seeing-eye dogs for the Democrats? Why are they so blind?
