Smithfield man charged with murder in Sonic shooting

CARROLLTON

The Isle of Wight Sheriff's Office has charged a man with murder in connection with the fatal shooting of another man last Thursday at the Sonic restaurant in Carrollton.

James T. Outlaw, 20, of Smithfield, was charged Monday with second-degree murder, two counts of malicious wounding and one count of using a firearm in commission of a felony, said Sgt. Paul Phelps of the sheriff’s office.

Outlaw was wounded during an exchange of gunfire between men in two vehicles on Thursday at the Sonic drive-in off U.S. 17.

Outlaw was in a Honda Accord with Tyrone Ramone Seaborne, 18, of Smithfield, who was killed in the shooting, authorities said.

Gunfire was exchanged between occupants of the Accord and the occupants of a Jeep Cherokee, identified as Jamario Louis Harper and Cedric Donell Smith, both 19-year-olds from Newport News.

Harper and Smith also were shot and wounded.

It appears that Smith got into the backseat of the Accord and was speaking with Outlaw and Seaborne, Phelps said. He said Outlaw apparently was aiming at Smith and hit Seaborne by mistake, Phelps said.

The sheriff’s office has warrants charging Harper and Smith in connection with the shooting. Smith is still being treated at a hospital, Phelps said.
