Overlooking the Elizabeth River and Battleship, this ornate observation tower was presented to the Commonwealth of Virginia by the Republic of China to commemorate a friendship tour in 1983. Friendship Park, which surrounds the Tower, is crafted to resemble an Asian garden speckled with authentic plants and flowers.
