NOTE: Virginia Beach groups parking violations into three categories. Category A offenses mainly include parking illegally, such as in a fire lane, in front of a hydrant or in front of a public driveway. Category B offenses are mainly parking in "no parking" zones or parking over a two-hour limit. Category C offenses are for expired tags.
