HAMPTON
Stopping at Fort Monroe this morning for a ceremony marking the signing of a reuse plan for the historic post, Gov. Timothy M. Kaine had little to say in response to questions about whether he'll be Barack Obama's choice for a running mate.
"I really don't want to talk about it. A, I'm here on state business. B, I don't want to talk politics on a military base," he said.
The Army plans to leave Fort Monroe in 2011. The reuse plan, developed by the Fort Monroe Federal Area Development Authority, calls for protecting the historic nature of the 570-acre post.
Kaine stressed that the base was paid for with tax dollars and has been in public service, so it must stay open to the public. Some have pressed for the fort to become a national park, but the National Park Service has not embraced that idea. Kaine said he's more concerned about how the fort is protected and used than which agency oversees it.

The answer to your question:
Kaine failed to declare himself Emperor and disband the General Assembly. So the budget is his fault.
I am sure that's as logical as any other answer you'll get from the geniuses that hang out here.
reno
"The Governor should have stayed in Richmond working on the budget he messed up."
I hate to ask, but could you tell me what Kaine did to mess up the budget?
Where is his tie?
The Governor is not dressed professionally for his visit. Where is his tie? His image is lacking.
Stay in Richmond
The Governor should have stayed in Richmond working on the budget he messed up. Maybe he should open a lemonade stand on the weekends and give the profits to the State. (This was a learning exercise on the Apprentice.) He does need budget training.
weird
I am confused as to why Kaine is an option. It seems that his only real succes is being aligned w/ Warner. I assume Obama thinks he can win VA if he has Kaine which I think is in error. The last two dem Govenors have been elected via non-partisan help from state repubs. I believe many of them as well as centrist dems and independents are not impressed with the man's performance to date. While I do not want to offer the guy any advice, it seems he is making a mistake if this is his choice.
