Gov. Kaine orders agencies to plan for up to 15% in cuts

RICHMOND

Gov. Timothy M. Kaine sounded new alarms Tuesday that Virginia's economy is ailing and ordered state agencies to begin preparing for deep spending cuts.

"We will continue to do all we can to protect core services, but the need for tough decisions will require examination of all areas of state spending," Wayne Turnage, Kaine's chief of staff, wrote in a memo to state department heads.

Many of the reductions will begin next month to offset a shortfall in budget revenues that Kaine blames on the lagging national economy.

Turnage told agency leaders to submit plans by the end of the month for cuts of 5 percent, 10 percent and 15 percent of their budgets.

Kaine hopes the plans will allow him to move quickly in early October when his financial advisers complete a new forecast of state revenues that will determine the size of the state budget shortfall.

The governor has repeatedly declined to estimate the dollar value of cuts needed to balance the state's two-year, $77 billion budget that went into effect July 1. Legislators and budget analysts say the shortfall could easily exceed $1 billion.

The state would save about $100 million for every 1 percent, across-the-board reduction in agency spending, according to Secretary of Finance Richard Brown, although he cautioned he was giving a broad estimate.

Brown said that Kaine does not intend to order across-the-board cuts, however. Instead, he plans to review the proposals of agencies and rebudget each individually.

Kaine is expected to announce later this week that potential cuts to key departments such as education and public safety may be determined in a different manner than reductions for other agencies. They will be given targeted dollar amounts or specific programs to slice instead of broad goals based on fixed percentages of their budgets.

Gordon Hickey, Kaine's press secretary, said the agencies assigned to make targeted

reductions may wind up being hit as hard as those with percentage cuts. "We don't know right now," Hickey said.

Kaine, in a speech last month to the General Assembly's money committees, ruled out raising taxes to solve the budget problems.

Virginia's woes are not unique. A spring survey by the National Conference of State Legislatures found 31 states had to close budget gaps for the fiscal year that ended June 30.

At the core of Virginia's problems are lags in collections of sales taxes and individual income taxes. They provide for 72 percent of the state's general fund, which supports education, public safety and health.

The new state budget, crafted last winter, was based on assumptions that sales tax revenues would grow 4.9 percent during the fiscal year and proceeds from state income tax withholdings on paychecks would expand by 6.4 percent.

Since March, however, sales tax collections have increased by 0.8 percent and revenues from state income tax withholdings have grown 1.6 percent from the same period in 2007.

In addition, troubles in the real estate market have caused a precipitous drop in revenues from a state tax on recording deeds.

Steep gasoline prices have added to the problem. With people driving less, Kaine has said he anticipates a drop in revenues from Virginia's 17.5-cents- per-gallon gasoline tax, which is earmarked for transportation. Virginians also are buying fewer vehicles and switching to smaller, less-expensive models, reducing proceeds from the tax on their sales.

Many Republican legislative leaders fault Kaine for basing his budget on rosy economic scenarios.

Did Governor Kaine cut off all funding for the new, expanded daycare he put into the budget, you know, what he calls "Pre-K education" for 'poor people'? Folks, the Governor added NEW SPENDING to his budget for non-required "wants"; now he wants to cut rrequired services? I see ...

it is easy to pad the figures when you don't include everything in your budget. Bush has yet to account for Iraq war spending. By the way, when is the last time the budget was balanced under Bush? Clinton did it..x

The IMF says the cost of US government debt has averaged 2.0% of GDP from 2001-2008, but averaged 3.2% annually when President Clinton was in office. The U.S. unemployment rate averaged 4.7% from 2001-2007, compared to 5.2% during President Clinton's term of office. So tell me once again how it is the President's fault Tim Kaine can't manage our financial affairs?

Suspect timing

I applaud cutting budgets whether we are talking Federal, State, or local, however this seems like a contrived crisis to coincide with the upcoming election cycle. The Democrats find it in their best interest that the economy is bad and we the voters think we need change, so if you have a shortfall of a few percent in revenue if you tell all state agencies to prepare for a 15% cut across the board is a great way to plant the seed that the economy must be terrible.

I don't like the games that the two major parties play - they really think we are all stupid and easily manipulated - unfortunately we seem to prove them right.

Congress, specifically the House of Reps, holds the Purse Strings... and for the past two years that the Dems have held office what has happened? Well, they've signed off on what GW wants. Guess that could be a reason why the Congress, The same one that Biden, Obama, Pelosi, McCain server, holds an 18% approval rating.

If they really wanted to they can hold off on the payments and say no, if they really had a spine...

How much deeper in debt has W got us as a Nation in the past 8 years? Can't blame that on Kaine, Pelosi, et al. Are you trying to dodge the fact that he's buried the nation in debt and alienated our allies and that you and your republican cronies are responsible for voting him?

Tim Kaine is doing the hard work that the republicans won't.

I'm in the dogpen w/you brother. I do a little reading before I open my pie-hole & I also agree. Chicken Little Timmy Kaine is doing all he can do to promote BHO & trying to convince everyone the sky is falling. They want to win this election so bad they'll do & say whatever they can to get your vote. But in reality they are just blowing smoke & some of us can see through it. I for one am way better off than I was 8 years ago. Why? Because I don't need or want the gov't. taking care of me & my own. We work hard, play hard & even save hard. I strongly suggest the rest of the herd stop following Little Timmie's way of thinking & get busy taking your way of life back. Stop being lead so easily, you will just end up being another pathetic sheep following the herd, instead of leading yourself to the promised land, living the American dream. Go McCain/Palin 08!!!!

PERKS GET RID OF THEM

Everyone drives their own cars..Everyone pays for their own lunch and or dinner NO more STATE freebees..several people hell several familys could live off the waste OUR State pays for..its sad when you have to pay someone else to come in and look over your finances...how many audits should one have to do in a year to keep up with his or her own spending..last year and this year The Pilot ran several articals of areas in several city and state budgets where there was an excess of money???What happen to it???Gas went up at least a dollar and a half over the last two years what happen to all the extra taxes that was earned off of it ???We are told VDOT cant afford to fix any roads?? THINGS THAT MAKE YOU SAY HUUUMMMM :/ Show us in black and white..How much earned..How much spent and on what...Im affraid if we really knew what was being done with our taxes heads would roll...I would like to end with saying I thin

This should read more like this: "At the core of Virginia's problems is spending that exceeds collections of sales taxes and individual income taxes." The lumping of education, public safety and health into the debate is the classic way politicians and their supporters try to instill fear into their consitutents rather than find ways to live with the budget. Let the sun shine in--open all the records to media and public scrutinity Governor Kaine so we can see them for ourselves. It's our money you're confiscating and spending afterall--we have every right to know how and on what.

Get rid of the antiquated ABC stores. You should have liquor in grocery stores like most states.
