CHESAPEAKE
A double dose of good luck saved an unidentified jogger Monday.
The man was running near the border of Chesapeake and Virginia Beach when he collapsed, according to police.
Twin brothers Justin and Brandon Bowman chatted nearby in their police cruisers. Justin is a Chesapeake police officer; Brandon is an officer with the Virginia Beach department.
The call came in at about 11:15 a.m. for an injured person near the border of their two cities, on Kempsville Road and Dunn Loring Drive, so the 25-year-old brothers responded.
They found the man lying on the ground, unresponsive. Justin checked for a pulse. He could not find one. The man was not breathing.
Justin started CPR while Brandon grabbed a defibrillator from his cruiser. The brothers worked together, Justin doing CPR with Brandon administering a shock. After several cycles of CPR, Justin felt a pulse.
When paramedics loaded the man onto the ambulance a few minutes later, he was breathing on his own.
"It was an unreal feeling," Justin Bowman said later in the day. "He was DOA, and we brought him back. We looked at each other like, 'We just saved someone's life.' "
The man did not have ID on him, according to police. He is described as a Hispanic man in his 40s wearing black athletic shorts and running shoes. He was taken to Chesapeake Regional Medical Center.
It wasn't the first time the Bowman brothers worked together in their three years as police officers, although it was the first time either had brought someone back from the brink of death.
"What are the chances that we'd be 30 seconds away from where it happened, have the right equipment and know what we're doing?" Justin Bowman said. "And I handled the situation with my bro."
One of the first people they called afterward, of course, was their mom, who happens to be a nurse.
"She was excited," Justin Bowman said. "She was so happy. Just really excited and proud."

Why do people have to find the negative spin on even the most positive of stories? Police officers (at least in Chesapeake and VB) are allowed to cross the city lines within certain limits. I find it hard to believe that a police officer stood next to a seriously injured person and did nothing because it wasn't his jurisdiction. There are bad apples in every profession but, for the most part, police officers do a great job doing work that most of us wouldn't be able or willing to do. Can we just stop trying to find reasons to criticize them at every turn?
Oh, and great job to the twins!
Good job guys
Hey guys, way to maintain. A cop's job is already hard enough. BUT, its my understanding that there were some others involved. Check my facts if you like, but there was also an off duty nurse on scene. She may have been doing actual mouth to mouth on this guy. Not to mention I believe there may have been a couple of others doing CPR prior to the "Bros" arrival.Lets include everybody with the "atta boys" P.S. The paramedics didnt have an easy transport either. They had to continue life saving procedures ALL THE WAY to the ER.(But thats all in a days work for them)
Nice work
Good job officers. Now go switch uniforms and play on joke on your SGT's to see if they can firgure it out. Stay safe out there because the TV makes this job look so easy and we all know the reality.
FANTASTIC !!
Great and outstanding job by the two brothers. City borders should never hinder aid.
Moukie
You two should give each other a high five for raising such outstanding sons!
Shame this isn't at the top of the page where it belongs!
Brandon and Justin
Too dam bad UNRELATED officers from different departments can't work together like that instead of wasting their time arguing about whose jurisdiction it is.
I have seen seriously injured people wait and wait for an officer when one from another county is right there. I have seen a building burn, right down the street from a firehouse because those guys wouldn't, or weren't allowed to cross the district line.
As for Justin and Brandon, Great job, guys. You have set the standard, now challenge the others to meet it.
Awesome Job!!!!
Great job Brandon and Justin! Also, great job for the Pilot for reporting a great story.
picked me up
Last year Justin was the one of the officers at the scene of my motorcycle crash, and he was a calm professional. As I lay on the ground I informed him that I had a C&C and that I needed to turn over my weapon to him before going to the ER. He had the presence of mind to stop me from pulling the weapon out of my pocket, because it could have been damaged from the crash. I complied and he removed it. Luckily it wasn’t, but I wouldn’t have thought about that risk if he wasn’t there. Good thinking, and thank you again…
Bravo Zulu
Say's it all.
They did WHAT!?
I hate it when my property assesment goes up even when property values go down, but when I read about guys like this, it makes it a pretty good value for my money.

Awesome job, officers
What a great story for their family to share for many, many years. I'm sure the man they saved will have stories for his family as well. Great job, and thanks for your heroic efforts and service to our community.
