Virginia First Lady Anne Holton addressed the City Council today and encouraged members to continue, and improve on, their successful programs to help foster children.
Holton, a former juvenile court judge, has used her position as first lady as a platform to push for improvements to the state’s foster care program, especially for older children.
Communities need to make sure more children are matched with families instead of being sent to group homes and residential treatment facilities, she said.
“We need to work harder to find more families,” Holton, the wife of Gov. Timothy M. Kaine, told the Beach council.
Virginia Beach is one of 13 communities working with the state to develop guidelines for improving care for foster children. The city reduced its rolls of foster care children from 371 in December 2006 to 270 today, officials told the council.

there should be more effort put forth educating people to be successful parents -- and it should start in SCHOOL...actually it should start at home but I don't have time to go there. Far too many have no responsibility for anything they do in life - including raising and taking care of their own children. Shoving one's children off on society to take care of isn't the answer.

Not all women find it necessary to change their names upon marriage. If you did very little research, you would find that yes, indeed, the First Lady of Virginia's name is Anne Holton.
