Four accused of blasting drains, sewers in Chesapeake

CHESAPEAKE

The Fire Marshal's Office has charged four South Hampton Roads men with 13 counts of manufacturing explosive devices after police discovered them with what appeared to be bottle bomb materials, fire officials said.

Around 10 p.m. Tuesday, neighbors in the Mill Creek Parkway subdivision in Deep Creek reported what they thought were shots fired, said Capt. Steve Johnson, Chesapeake Fire Department spokesman.

Police found four men in a vehicle with "household chemicals that are added together to produce an explosive," Johnson said.

"They were putting them in storm drains and sewers, trying to get a bigger bang out of it, just making a nuisance of themselves," Johnson said.

Evan Morris, 29, and Dustin Gill, 21, both of the 3200 block of White Cedar Drive in Chesapeake; Ryan Elliott, 28, of the 5200 block of Bagpipers Lane in Virginia Beach, and Billy Catoni, 24, of the 5700 block of Chesapeake Blvd. in Norfolk were charged with manufacturing explosive devices.

The felony charge can carry a penalty of as much as 10 years in prison and $2,500 in fines upon conviction, according to a Fire Department news release.

The men were being held in the Chesapeake Correctional Center on Wednesday.
