A state child fatality review in the case of two Manns Harbor children who died after being found in a hot car is expected to be concluded in the spring, an official said Wednesday.
Jay Burrus, director of the Dare County Department of Social Services, said that he could not comment on other aspects of the case.
On Tuesday, District Attorney Frank Parrish said Amy Lynn Cooper, the mother of the two children who were found in a car that had temperatures as high as 135 degrees, would not face criminal charges.
Parrish said he had decided to not pursue the case after internal and external reviews were conducted.
Kassandra Daniels, 19 months old, and Amariyah Daniels, 2 1/2 years old, were discovered by police in a neighbor's car near Cooper's Manns Harbor mobile home in late June.
"We were looking at only issues of potential criminal liability," Parrish said, adding that he understands that some may have "emotions of anger" about what led to the deaths of the children.
"It is certainly a tragedy," he said, but it is "not supported by probable cause."
