Database: Norfolk's vacant GEM lots

Norfolk owns roughly 450 vacant lots through its GEM program. Officials have said they want to get the properties back on the tax rolls, but in the past two years, the city hasn’t sold any of them. lakewood-willowood community or civic league. It is strickly Winona and is in the Lafayette-Winona Civic League interest.
