Man charged with sending bloody threat letter to Rep. Scott

A federal magistrate Wednesday ordered a Richmond man jailed after the FBI arrested him on a charge of sending U.S. Rep. Bobby Scott a bloodstained letter that contained threats of a Virginia Tech-style massacre.

The FBI arrested Phuong Nguyen Le in Richmond on Tuesday, charging him with mailing a threatening communication. Le, 48, is scheduled to return to court Friday afternoon for a bond hearing.

According to an FBI affidavit filed with a criminal complaint, Le has been upset since his wife was denied entry into the United States. The letter also contained a threat to cut the head off a U.S. consulate official in Vietnam.

On Nov. 25, an intern in Scott's Richmond office opened the letter,

noticed the bloodstains and called for help. Another employee put on a rubber glove and read the letter aloud, according to the affidavit.

The letter, addressed to the congressman, read in part, "I am so sick, angry... I want to do some thing," and then the writer says that if he ever saw U.S. Consular Section Chief Charles E. Bennett, he would "cut his head off," the affidavit states. Bennett works in Ho Chi Minh City.

The letter rambles on before referring to committing an act "more beautiful than Va Tech," the affidavit says. The letter was signed and smeared with blood. It also had Le's name and home address on it, the affidavit says.

The next day, FBI agent Douglas J. Brozick interviewed Le at his job with the Richmond Redevelopment and Housing Authority.

Brozick wrote in the court affidavit that Le did not back down from his threats but told the agent to "forgive me for what I want to say." Le admitted writing the letter and biting his thumb open to spill blood on it. He repeated that he would cut Bennett's head off if he saw him, the affidavit says.

When asked about the Virginia Tech reference in the letter, "Le stated that the Virginia Tech shooter didn't tell anybody, but Le was telling people now. Le stated that he was capable of being like the young hero at Virginia Tech," Brozick wrote in his affidavit. Le said he has had thoughts of "driving a truck with a thousand gallons of gas and a pilot light" into a church, Brozick's affidavit says.

Before leaving, Brozick told Le to call him before he harmed himself or anyone else. "Le stated that he would not call before anything happened," the affidavit says.

It was unclear why Brozick did not arrest Le on the spot and instead waited six days before obtaining a warrant. An FBI spokeswoman declined to comment other than to acknowledge that Le had been arrested.

Officials with the U.S. attorney's office in Richmond and for Scott in Washington also declined to comment.

Valena A. Dixon, communications director for the Richmond Redevelopment and Housing Authority, said Le was terminated on Wednesday. She said he had worked as a maintenance specialist there since March.

AW TR does it bother you that I don't whine about the things I can not change (The Past) Bobby Scott is fine and will be. The Counsel in Vietnam is fine and will be due to Law Enforcement. Do you know anyone beheaded??? I happen to have know one A close friend and I did what I could I got back in the Military and when to Iraq to fight that problem. The problem of Taxes have to be fought thru our Congressman and Senators. As far as I am concern Bobby Scoot is not doing enough!!! SO does that bother you I am trouely sorry for you but I could care less

Wow, You fringe folks have reached a new low

This man threatened people lives including (albeit indirectly) the life of a good man, Rep. Scott. It really bothers me that you bad mouth him for no reason in this article as it had nothing to do with taxes. I guess you never had a chance to know what your Congressman does, since you spend way too much time complaining. I 've spent time on Capitol Hill, and I've never met a team or Congressman that's worked harder than Mr. Scott. He staunchly defends the Constitution, reading legislation very carefully. I've also never met a staff that worked harder for the constituents of the 3rd district. If you don't like him for his position on taxes, you should at least respect him for his great integrity. Frankly, I would rather have a honest Congressman that I don't always agree with, that a fake person who panders to both sides. If you don't believe me about what a good guy he is. I challenge you to do your homework, of visit him and his staff up in Washington.

If the letter was mailed to Drake instead, you could bet that they would be demanding deportation, imprisonment, etc. Consider the source.

2010 Change.

I was dissapointed in the fact that Bobby Scott was unopposed also. I might run against him in 2010 as an independent.

Please join us in the real world wont you? Someone threatens mass murder on the scale of the VT massacre and they also threaten the beheading of a US official and you opine about taxes and your belief that more letters of this type should be forthcoming. Truly hopeless.

hasn't done anything to draw this kind of wrath, oh that's the point. No help from Rep. Scott except for other Democrats, know what I mean. He didn't get my vote either, & never will. He's as useless as teets on a boar hog. Between him & Auntie Louise Lucas I don't know who's the bigger waste of my tax $$'s. I for one would've voted for change given the chance.

Us Consular

Consul General Kenneth J. Fairfax is the US Consular in Ho Chi Minh City, Vietnam according to the State Dept's Website. I wonder if he is the guy who's head he wants to chop off. There is a picture of him on the site...with head still attatched...of course.

Maybe.....

he should have just smuggled in her. Seems that is what everyone is doing anyways.

Or send the letter writer back so he can be with his wife.
