One by one, Virginia's 13 Democratic electors stood in the Capitol chambers of the House of Delegates and voted.
Each stated their name, the congressional district they represent, and the presidential and vice presidential candidate for whom they were casting a ballot.
Barack Obama, and later Joe Biden.
Similar scenes took place in state capitals across the nation and the District of Columbia, as electors formally expressed the will of millions of American voters by picking Obama to be the nation's next president.
Obama's election, which won't be finalized until Congress meets next month to review the Electoral College total, is a historic first in that the former U.S. senator from Illinois is African American.
It was also a unique day for Virginia Democrats familiar with the state's troubled history of race relations and the state's long support of Republican presidential candidates.
"Today, in a special way, we celebrate the slow but steady maturation of the noble human project begun on Jamestown Island 401 years ago," said Gov. Timothy M. Kaine, an ardent Obama supporter.
"We rejoice in the moral power that has bent institutions, traditions, behavior and hearts ever closer to the equality principle," Kaine said. "And we proclaim our pride in Virginia's role as a leader among the states."
Del. Lionell Spruill, D-Chesapeake, who initially was a supporter of New York Sen. Hillary Rodham Clinton, spent Monday as an observer in a legislative chamber where he normally is a participant.
The 62-year-old legislator said he had thought he would never see a black person become president in his lifetime.
Another longtime Democrat, elector Sandra Brandt of Virginia Beach, was elated to cast a ballot after decades of seeing the party lose the state to Republican presidential candidates.
The last time Virginia awarded its electoral votes to a Democrat was in 1964.
The 13 Democratic electors - one for each of the state's 11 congressional districts, and two at-large members - cast votes on behalf of the roughly 3.7 million Virginians who voted Nov. 4.
President-elect Obama and Vice President-elect Biden won more than 52 percent of Virginia's popular vote.
Virginia's 13 electoral votes helped propel the Obama-Biden ticket past the 270 vote threshold needed to secure the presidency. Obama and Biden are to be sworn in on Jan. 20.
The Electoral College was devised by the Founding Fathers as a compromise between those who wanted the legislature to elect the president, and others who favored a popular-vote method of selection.
The college comprises 538 electors. A state's number of electors is determined by the number of congressional seats it has.
Being a part of that historic process, with roots in America's earliest days, is an experience without compare, said Norfolk at-large elector Michael Khandelwal.
"This is a day that no matter what else I accomplish in my life - I hope to accomplish lots of fun things - this is a significant day and I will remember the moment I woke up until the moment I go to sleep."

What you suggest has been tried throughout history and led every time to mob rule followed by anarchy. It doesn't work, because too many people vote how they feel and not how they think. You make an excllent point about population centers though. Which is how the Democrats have been manipulating the electorate and scewing the electoral college results. That said... Obama won because McCain had no heart for the fight. All that 'reach across the aisle' garbage. The only time a Democrat reaches across the aisle, is to stick a knife in your back. (politically speaking, not litterally).

This may be the case, but Obama has refused to allow it to be viewed by anyone outside this person. Which is what is raising eyebrows. Every candidate for national office has released theirs to the media with the SSN blocked out. But, Obama has not. Again, I don't think there is anything sinister in his. I think it's just an unfortunate situation for him because I think he would rather have released it, rather than not.

Yes, and when the community agitator turns the country into a soup sandwhich, you'll be the first one calling for his head. lol
VOTES
We should do away with the E.C. and go by the popular vote! Why should votes in one state be worth more than votes in another state? It should have nothing to do with the wishes of the population centers but the combined wishes of all the people of this Great country.
Why are some people still beating a dead horse????
Are you kidding me!! Obama's copy of his birth certificate has been inspected and verified several times over. Dr. Chiyome Fukino, state health director of Hawaii, has “personally seen and verified that the Hawaii State Department of Health has Sen. Obama’s original birth certificate on record in accordance with state policies and procedures." There is even an original birth announcement published in the Honolulu Advertiser on Sunday, Aug. 13, 1961. Get over it, stop clinging to fairy tales...Obama was, in fact, born in the USA.
obama
This is to sailor79, get over it. Obama mother was American and to my knowledge it only takes one parent. So get over it. Stop being a flunkie for the RNC. They are mad because they got whipped by a community organizer. Go Obama love you!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
The messiah has been crowned
And the world stopped today for a moment and everyone started singing Kum ba yah!
Birth Certificate
I don't know why Obama is withholding his BC. But, he is. If I had to present one to take the oath of enlistment in the US Navy, then he most certainly should be required to show his before taking the oath of office of President. But, then if Bill Clinton had been anything but an elected politician, he'd never have been granted a security clearance either... lol All that said, I don't honestly believe Obama was born in Kenya. My personal belief is that the name on his BC is probably a little more than what he goes by. I have been to the Middle East and East Africa, Kenya included, from whence his father is from. They aren't in the habit there of giving birth names as 'Anglicized', First, Middle, Last name. Not unless they have adapted Western naming habits from more than a generation back. I suspect Obama's birth name has some extra words and hyphenated words in it, that would just stir up some of the more looney conspiracy theories that he, nor the people really need to deal with. I am not a fan of Obama, but if there was something really unconstitutional about it... SOMEONE would have dimed him out by now and made millions, wrote a book, been on Oprah... you know..
president correction
insert ADOPTION of the Constitution shall be president
President
The US Constitution states no one who is not at time of the ADOPTION of the Constitution shall be eligible to be president. Aside from that any 35 year old citizen can be president.
All these arm chair scholars read what they want. Their is no issue.
