Not just for police: A Norfolk HOA plans to deploy Flock license plate cameras

The Lochhaven Homeowners Association recently received Norfolk City Council approval to install two Flock automatic license plate reader cameras. Norfolk City Manager Pat Roberts said this is the first time to his knowledge a Norfolk HOA has requested approval to use the cameras.

Khoalitea Cafe (pronounced "qua-li-tea") was opened this month by Vietnam native Khoa Pelczar, who moved to the area two years ago from Northern Virginia.

Though no sale is in progress, city leaders say the Port has committed to ensuring Portsmouth is at the table if a sale does occur.
