Virginia Attorney General unveils limited legislative package

RICHMOND

Attorney General Bob McDonnell said today his annual package of legislation will be limited to less than 15 bills in support of the General Assembly’s focus on Virginia’s budget shortfall.

“We face at least a $3 billion dollar shortfall, and fixing this shortfall must be the focus of the next 45 days,” he said in a news release. “With this in mind, I have proposed a very limited legislative agenda this year.”

McDonnell said he is also proposing a “modest” tax credit for the purchase of school supplies to help encourage consumer spending on education. He is also calling for mortgage lenders to be covered by the Virginia Consumer Protection Act. And he will ask for a renewed commitment to public-private partnerships to get new infrastructure build quicker at a reduced cost to taxpayers.

He also said he is calling for election reforms to make voting easier and clear up legal problems, while providing safeguards for the process.

McDonnell is a Republican candidate for governor.

Fairness of sin taxes

Increase Alcohol taxes and you could easily make 500M compensating for quitters.

According to ABC's 2008 Revenue report they earned $307.4M total

State Taxes (ST) 105.6M total
Liquor 20% Sales Tax
Wine 4% " "
Wine non-abc liter tax $0.40

Wine is recession proof only the rich buy it. Poor man gets shots or beer. 29.1M from wine liter taxes alone x 6($2.4/L) = 176.6M

Change wines 4% x 10 = 40% ST assuming %40 of ST sales came from wine
42.24M x 10 = 422.4M

Change liquor 20% x 2 = 40% ST assuming %60 of ST sales came from liquor
63.3M x 2 tax = 126.6M

Thats 723.6M already.. not even touching malt beverage tax yet.
