Kaine vetoes death penalty expansion, gun bills

RICHMOND

A series of bills that would have expanded gun rights and the death penalty were vetoed Friday by Gov. Timothy M. Kaine.

For the second straight year, Kaine nixed legislation that would have allowed concealed handguns to be carried into restaurants and clubs that serve alcohol.

Kaine, in a written statement, noted that law enforcement agencies opposed the bill. He said SB1035 "puts the public, the employees and our public safety officers at risk."

The governor also vetoed SB877, which would have allowed retired police officers to carry concealed weapons into bars and restaurants. Kaine said there is "no compelling reason" for the exception.

Virginia law allows patrons to openly carry firearms into a bar or restaurant if the owner does not object. Philip Van Cleave, president of the pro-gun Virginia Citizen s Defense League, said it makes no sense to ban concealed weapons and allow openly carried ones.

"It would be hilarious if it didn't affect gun owners' rights," he said.

Kaine vetoed HB1851, which would have exempted active-duty service members in Virginia from the state's limit of purchasing one handgun a month, and SB1528, which would have allowed training required for a concealed weapons permit to be completed online, instead of through a certified instructor.

For the third straight year, Kaine vetoed legislation that would have expanded the death penalty in Virginia by making accomplices in a murder - not just the triggerman - eligible for execution.

Kaine personally opposes the death penalty but vowed to carry out the sanction when he ran for governor in 2005.

He noted that since the U.S. Supreme Court reinstated capital punishment in 1976, Virginia ranks second behind Texas in carrying out executions.

"I do not believe a further expansion of the death penalty is necessary to protect human life," he said.

The governor also nixed legislation that would have eased regulations on lie detector tests.

The General Assembly will convene April 8 to consider Kaine's vetoes and amendments to bills that were passed this winter.

It takes a two-thirds vote in the House and Senate to override a veto.

How do you determine what is a "hot spot"? I'm sure that most people who have been hit by stray bulltets or anything of that nature would not have been there if they knew it was a "hot spot". I also think what he meant by sheep possibly are the passive people of the world who stick together and assume that nothing will happen to them even though accidents happen everyday and you have the right to protect yourself should a situation arise wherever it may be.

I don't know about anyone else, but I don't hold you or anyone accountable for my safety.
I don't own a gun, will not own a gun, have enough sense to stay out of hot spots if I feel there is the potential for trouble, I don't live in fear, and by-golly I don't understand anyone who feels the need to carry a gun 24/7.
So if part of your purpose is to carry to protect me, please don't.

Also, maybe one of these day's I'll understand the use of the word "sheep".

That's no suprise

Look at Senator Diane Feinstein. She is allowed to have a CHP because she has "known fear" Same with that loud mouth Rosie O'Donout. She doesn't want anyone else to protect themselves with deadly force, but she made sure "her" bodyguard was armed. She and the senator seem to think their lives are worth saving with deadly force, but no one elses is of the same value. Typical of democrats anyway. Do as I say and not as I do. Tim Kandy Kaine is another perfect example.

Guess it's just fine for Sarah to do this, but nobody else--she's special enough to get away with it, even though she and her organization actively oppose such purchases and transfers.

As far as the lies about how many have supposedly been killed by guns in the US, they mean absolutely nothing, no matter how often some people repeat them.

Blanket statements with no real data like that are common. Just like Hillary saying that we supply machine guns to Mexico and nobody stops to say "Hey now, the assault weapons ban had nothing to do with machine guns". Machine guns are not an easy thing to possess in the United States, much less buying them to send to Mexican drug lords. It's all rolled into one ball of spin. All deaths by firearms whether by police, manslaughter, suicide, self defense, accidental or murder are considered a homicide and are grouped as such. How many of these guns were supplied by the US government then sold off by corrupt parties on the Mexican side? I don't recall ever seeing grenade launchers or RPG's in my local gun store but those are coming from us to if you listen to the likes of Hillary. As long as it scares Americans into giving up their rights then it is fuel that they will use. Just like always using the word "bar" when talking about the gun bill when technically there is no such thing as a bar in Virginia. All restaurants are safe right? Tell that to the woman whose 15 year old son was shot trying to help her while they were at a Chinese food place.

OMG!!! Where's the common sense in all this? Having the right to carry a weapon doesn't mean you have to have it grafted to your skin.

NOBODY needs to carry a gun, concealed or otherwise, into a restaurant or bar.

I have a gun collection (I'm a Democrat too!), but don't feel the need to be fondling one while I eat.

Enjoy your meals and your beer...and leave your worries at home.

Useless statistic

Care to break down that statistic? How many were committed by criminals, how many were by law enforcement, how many were in self-defense, how many were accidents, how many were self-inflicted? How many were by people carrying illegally vs people carrying legally? How many by those carrying concealed with a permit? To simply quote a number without supporting information provides no argument whatsoever.

Over 1.5 million people were killed in motor vehicles in the same period, yet I don't see you screaming to ban them. Why not?

Mr. Twine, one of the main groups pushing for this legislation is the Virginia Citizens Defense League. According to their web site, "The Virginia Citizens Defense League (VCDL) was founded in October 1994 as the Northern Virginia Citizens Defense League (NVCDL)." So much for your "south of Richmond" remark. The reason gun rights advocacy groups flourish in Northern Virginia is because that's where gun rights are most under assault.

Incidentally, I drive a European sedan, I don't tote a gun (except overseas) and I live in the flat lands. I do drink an occasional beer, so maybe your stereotype isn't COMPLETELY wrong.

Looking down your nose at people with a different opinion than your own does not contribute to an intellectual discussion of the issue.
