Longtime Richmond legislator to retire, sort of
Less than an hour after Del. Franklin P. "Frank" Hall, D-Richmond, revealed his plan to retire from the General Assembly, Gov. Timothy M. Kaine announced Friday afternoon that he has tapped the longtime legislator for another state post with a significantly better paycheck.
Hall, who served 34 sessions in the state legislature, is the governor's pick for a seat on the state Department of Alcoholic Beverage Control Commission.
Delegates earn $17,640, plus expenses, annually. The two current members of the three-person ABC panel each earn $124,741.
Hall, 70, has been a member of the General Assembly since 1976. A lawyer by profession, he served as the House Minority Leader earlier this decade. His resignation is effective April 14.
The next day, April 15, his job with the commission is scheduled to beign.
