Virginians who fret about how they look in their driver's license photos may feel a little less stressed the next time they're up for a renewal.
Beginning this spring, the state Department of Motor Vehicles will issue redesigned licenses and identification cards with black-and-white pictures.
Enhanced security is the reason for the change, but those concerned about their appearance can take comfort that messy makeup and mismatched clothing won't be as noticeable on the new version.
"We have learned that gray-scale photos are better as far as security goes because it allows the person inspecting the card to focus on the permanent facial features such as the shape of the face, the shape of the lips," said state DMV spokeswoman Melanie Stokes. "In other words, you won't focus on alterable features such as hair color or eye color."
The Virginia Beach Buckner location is to be one of the earliest sites to make the switch, in mid-April.
The shift away from color photos is one of about 25 security features intended to make the cards tamper-proof. Current licenses are made of laminated layers that can be peeled off and altered.
Another aspect of the design is a second, smaller photo of the driver that will be visible from both sides of the license. Virginia will be one of three jurisdictions, along with Sweden and a Canadian province, whose licenses bear that characteristic, according to the DMV.
Other publicly revealed security features include laser engraving, hard-to-duplicate ink colors in the background design and holograms visible under black light. Some security details are known only to law enforcement officials.
The price for all that technology is $6.5 million annually in production costs, an increase from the $2 million Virginia now spends on license expenses.
Another trade-off for the new design is convenience: The practice of issuing same-day licenses at regional DMV offices will be eliminated.
Motorists can still apply at area offices, but licenses will be printed at one central location and mailed in a matter of days. Fifteen other states issue licenses from a central location, Stokes noted.
One-by-one, local DMV offices will transition to the new method of license delivery this spring and summer. Based on renewal rates, it will take about eight years for all 5.3 million state licenses and identification cards to be converted to the new format, officials said.
Anticipated benefits of the new licenses are fraud reduction - in the past five years, 29 DMV employees have been arrested on such charges - and bringing Virginia closer to conformity with provisions of the federal Real ID Act, if the state opts to comply with it.
Well, that and the vanity factor.

I just had to get one of these, to replace my previous one which was recently lost....
It goes like this:
You get your picture taken, and the ID is MAILED to you (took about a week for mine).
In the meantime, you get a temporary sheet of paper to use as an ID, good for 15 days. This is just a PLAIN sheet of paper, printed out by AN ORDINARY PRINTER, with ORDINARY BLACK TONER.
HOW IS THIS MORE SECURE?????????

It is secure because the outside of the license is made of polycarbonte material so it is harder to make fake drivers license. Polycarbonte is what they use in bank teller windows and for children's glasses for saftey.
Rise up people
We the people control the government! Rise up against this license. This is true tyranny and it will get very bad unless you speak up! Call your rep in Virginia and tell them we will vote them out if they do not get rid of this tyrannical disgusting ID. Virginians wake up! This is only the tip of the iceberg if we put up with this then more on the way! RISE UP NOW!

This is not good. The bogus reasons to use such a tyrannical ID is down right government over stepping and lying to the people to gain more control!

I just realize reading this stuff, you guys are never happy with anything. We can't make everyone in the world happy. your damned if you do your damned if you don't. Deal with it. It just a drivers license not the end of the world

If you don't want to go to DMV for the license then don't. Bottom line this is due to REAL ID that was passed by Congress after 9/11.
awaiting staff approval
Would someone please correct the telephone number on the "Posting Guidelines" page? I tried to call several times today and it's a fax number. I would like to discuss with Mr. Schecker why my postings require staff approval all of a sudden.

illegal aliens
Virginia does not knowingly issue driver's licenses to illegal aliens, which is not the case in other states. Yes, some will manage to get them by producing falsified paperwork, but at least Virginia is trying to do the right thing.
National ID card
Just as the very end of the article states, the real reason is to get ready for national ID card compliance. So when you get stopped at the internal checkpoints or perhaps randomly told to show your papers at gunpoint, you will have this neat attractive card to flip out. Complaining about standing in line or checking the mail does not seem so bad...
Inherent problems with this
All single points contact or central locations equals a single point of failure.
We're talking about computers. Data systems that can be hacked into by ne'er do wells.
How many of us have additional forms of ID? Military ID, corporate ID, X number of credit/debit cards..?
I need to study up on this some more. But, off the top of my bald head, I don't like this. I guess I'll renew my license way earlier than required if it'll mean I can get an up-to-date license.
Geez. DoD takes your picture and you get an ID quicker than VA does.
