Two years after the gut-wrenching death of his daughter transformed Ray Tranchant into an activist for tougher immigration enforcement, the Tidewater Community College administrator found his tragedy the focal point Thursday for an impassioned debate over civil rights and public safety.
A "broken system" of justice lets illegal immigrants who should have been tracked down and deported "kill or injure honest citizens," Tranchant told a pair of House subcommittees.
Elected officials preoccupied with "political correctness" frustrate enforcement that would have saved his daughter Tessa and her friend Alison Kunhardt, he complained.
Thanks to a torrent of publicity that followed the deaths of Tessa, 16, and Ali, 17, in Virginia Beach, many Americans know how a car driven by a drunken illegal immigrant, Alfredo Ramos, rammed the girls' vehicle at 70 mph. Ramos, now serving a 40-year prison term, had a record of drunken driving and a phony driver's license but state judges who handled those cases never asked about his immigration status.
"I don't want undesirable people in America. I don't want drunks in America," Tranchant said. "If we have an opportunity not to have them and deport them, we should do that. We want desirable people here."
Two seats to Tranchant's right, Antonio Ramirez offered Tranchant a fellow father's sympathy and an emotional accounting of how police hunts for suspected illegal immigrants have him and other legal immigrants in the Washington suburb of Frederick County, Md., living in fear.
"We are afraid. We are a target," Ramirez said, clutching a paperbound copy of the U.S. Constitution given him when he was naturalized years ago. Latinos in his community who are crime victims won't report rapes and other attacks because they fear police will focus on their immigration status rather than the violence they've suffered, he said.
Police "see the bad part of us," Ramirez said. "But they don't see the good things. We work very hard.... We are human beings."
The hearing underscored continuing partisan divisions over the immigration issue, with Democrats highlighting alleged harassment of Hispanic Americans and legal immigrants by local police and Republicans arguing for tougher action against illegal immigrants.
A federal law that allows federal authorities to enlist state and local police to locate and detain illegal immigrants has been exploited by some of those police to trample on the civil rights of immigrants, said Rep. Jerrold Nadler, D-N.Y.
"That's not law enforcement, that's subversion of the law," he said.
Nadler suggested that federal authorities should terminate agreements with local authorities who engage in harassment of immigrants. Some other Democrats are weighing a moratorium or tougher oversight of such agreements.
But Rep. Steve King, R-Iowa, countered that there's no comparison between the suffering of victims such as the Tranchant family and the "inconvenience" suffered by legal immigrants questioned or temporarily detained by police searching for illegal immigrants.
After Julio Mora, 19, an Arizona man, described how he and his father were handcuffed and detained for three hours in February before deputies determined they are legal residents, King suggested they might have avoided problems if they'd reported fellow workers who were in the U.S. illegally.
"Am I supposed to check the status of the person sitting next to me in church?" Rep. Luis Gutierrez, D-Ill., shot back.
The real problem is Congress' failure to provide sufficient resources for federal authorities to enforce immigration laws, without state and local aid, he said.

Fix our Immigration Laws?
Fix our Immigration Laws? Are immigration Laws aren't broken. They are being broken by the 20 million ILLEGAL ALIENS in this Country.
Now I can't say the ILLEGAL ALIENS are completely to blame for the shape of our economy, but they are a BIG part of the problem. The ILLEGAL ALIENS send BILLIONS upon BILLIONS out of this Country every year, money we will NEVER see again. Does this help our economy?
How about the BILLIONS the American taxpayers fork out for the ILLEGAL ALIEN BABIES, the schooling of them, the medical care and the list goes on, and on, and on.
How about the MILLIONS upon MILLIONS paid to jail ILLEGAL ALIENS for the crimes, then the cost to deport them. Does this help our economy?
Then you have these activist groups, the Catholic Church and the ACLU that want AMNESTY for these ILLEGAL ALIENS. It would be absolute suicide for this Country if AMNESTY were granted to the 20 million or so ILLEGAL ALIENS. We have more and more people out of work everyday and they want to add another 20 million to this Country? I say, "NO"!
If AMNESTY were ever granted to these 20 million ILLEGAL ALIENS, you can bet big money that 3 years from now, there would be ANOTHER

Keith, amigo, I do hate to rain on your parade, but they haven't been "my Republicans" for quite some time now. Like Reagan said of your beloved Dems: "I didn't leave them, they left me". I liked Bush (to a degree) but you will never EVER hear me refer to him as a conservative. In too many things he was anything but, in fact, he was often "Dem light", and I agree wholeheartedly that he didn't do enough to show fiscal restraint or control our borders. His 'go along to get along' compliance with the Congress when the GOP had control of that is what led him to NOT ever veto any bills that came from there, regardless of how irresponsible many of them were as far as spending.
But, I will continue to point out the undeniable double standards by which some, but especially the main stream media, conduct themselves as far as how the political parties are covered. I say go after ALL politicians with the same fervor when they deserve it. And the media should fulfill their societal obligation to be an honest broker as far as political conduct and misconduct. They fail miserably on that front!

While you're absolutely correct in pointing out that Bush did virtually nothing to combat illegals, the trouble with this kind of argument is it infers that 2 wrongs make a right.
We've got to get away from thinking our choices lie only within the 2 major parties - both of which have shown us time & again they take us for suckers and are mainly concerned with getting their sorry members re-elected. Both have had plenty of opportunities to do the right thing regarding illegals and border security yet, strangely, haven't found the guts to do so.
Folks, let's take it back!

Not a darned thing! They were as culpable as the Dems, in fact, I say they were worse, because they talked the talk, but didn't walk the walk of border control. At least your Dems and their media abettors make no pretenses as to which side of this issue you all fall on. Special rights and privileges favored for those in this nation illegally, as any editorial will point out, espcially from 'our Pilot', by advocating in-state tuition rates for those who are NOT legal residents of any state, 'sanctuary' cities and othe locales, ensuring that the illegals can escape the law in any number of venues, and the continued tying of law enforcement's hands in trying to process and, if need be, prosecute them. Not to mention allowing the E-Verify program of Homeland Security to expire last month, that was among the most effective programs and policies in place to address this invasion. Those Repubs, and some Dems, who advocate controlling our borders have been pushed aside, then as now..

As a parent of 3 teenagers, I feel for Mr. Tranchant. I do agree that something needs to be done about illegal immigrants.... because it is costing the govt. a lot of money to allow them to stay. Free government cheese is not really free is it. Free breakfast and lunch in our public schools are not really free are they. English is the primary and should be the only language spoken in the US. Oh I will not go on because could go on allll day.... but in this case it was a case of drunk driving whether an illegal or legal immigrant, natural citizen, it does not matter, drunk driving is drunk driving and nothing you say will bring back his child. They best he can do is become an advocate to get the laws changed. Mr. Tranchant will be the best advocate his daughter could have wanted.
