Feds void environmental impact plan for Southeastern Parkway

The Federal Highway Administration has revoked approval of an important document required for the Southeastern Parkway, a 21-mile toll highway that would link Virginia Beach and Chesapeake.

Last year, the highway administration gave its "prior concurrence" on a preliminary environmental impact statement for the parkway. The decision to revoke it came after further discussions with the Environmental Protection Agency and the Corps of Engineers.

"It's something that happens in extreme cases," Doug Hecox of the highway administration said. "The circumstances have warranted another look. Not every project survives the environmental review process."

The federal action is the latest challenge for the road, which has been talked about since 1986 and could cost upward of $2 billion. A plan to compensate for the wetlands, habitat and stream impacts could cost $127 million alone, documents show. The project also has no funding. The proposed source for the cash disappeared when a regional transportation authority was struck down last year by the Virginia Supreme Court.

Virginia Beach City Manager Jim Spore called the reversal a "major setback" to the project, which officials have been planning for more than 20 years to relieve Interstate 64 traffic and provide a more direct route between two of the commonwealth's largest cities.

Virginia Beach and Chesapeake sent representatives to Washington this week to meet with highway administration officials who were concerned that federal environmental agencies won't sign off on a project that could destroy 170 acres of wetlands.

Alice Allen-Grimes, a U.S. Army Corps of Engineers environmental scientist who has worked on the project since 1987, said her agency reviewed a preliminary environmental impact statement several years ago and decided the wetlands impact appeared to outweigh traffic benefits.

The EPA has rated the project unacceptable three times - in 1989, 1994 and 2005 - said Barbara Rudnick, an agency scientist.

"It may not be worth the environmental impact," she said.

The main concerns are the wetlands around Stumpy Lake, Gum Swamp, West Neck Creek and the North Landing River. Rudnick called them "a high-value contiguous resource important from a hydrology and habitat point of view."

At a meeting Thursday, officials said the highway administration offered to pay for a mediation process among Chesapeake, Virginia Beach, and other agencies, including the EPA and U.S. Army Corps of Engineers.

"We're not giving up on this project, but we've got to find some middle ground," said Hecox of the highway administration. "The wetlands in this area are high-quality. We've got to be extra careful."

The route of the Southeastern Parkway is similar to Elbow Road, a winding and narrow rural street that many people consider the most direct path from Chesapeake to Virginia Beach. Since 2006, at least four people have died after car crashes on a four-mile stretch of Elbow.

Virginia Beach and Chesapeake officials are hopeful that mediation will help move the project forward.

Bob Matthias, an assistant to Spore, said, "We've been arguing through e-mails about the project, and mediation is an excellent chance to get all the concerns out in the open."

Urban planning students are brainwashed

Young Matt Simons can't help himself folks - he is the product of a brainwashed culture indoctronated by the Progressive agenda of the Urban Land Institute and the "higher education" institutions of "learning" that have filled his head with their one-sided world view regarding the wonders and joys of social engineering gained by creating mixed use, high density urban jungles and attacking the high quality of life so many citizens enjoy by living in their nice single family homes, in nice suburban neighborhoods. Progressives hate suburban living because the independent citizens living there are not as dependant on government and thus they tend to oppose the Socialist agenda of the Progressive Movement. Light rail is another "tool" to force people to depend on government to provide their basic needs - such as transportation.

No Comparison

Comparing the Southeastern Expressway and the lightrail is really silly. The lightrail won't help those in Chesapeake and NC to get to work in VB any easier. Additionally, the lightrail won't help those in VB to evacuate the area if the need arises. This project may not be worth all of the hassle, though. It may be better to finish Lynnhaven Parkway as previously mentioned and make improvements to the existing secondaries between the two cities.

open your eyes!

No one is ever going to pull you out of your car. But your wallet might. Whenever it cost you more to drive to work than to ride the train. Or how bout when it takes twice as long to get there due to traffic congestion. Or how about when the value of your home doesn't rise cause its not located close to the transit line. I mean its still your right to do what you want. I've ridden NYC transit lines too, and I think they are beautiful. I especially enjoy the spontaneous social interaction that occurs. Some people don't experience that cause they don't open their eyes on the subway, they are afraid of actually having to talk to a stranger. Minimal human interaction breeds intolerance.

HRT's light rail

The bus service is efficient? I'd ride it to work if it was. Light Rail will be efficient also? I'm just throwing this out to stir things up...

You will never

Get me out of my car. Even if the choo-choo stopped in front of my house and dropped me off at my desk I still wouldn't ride. BTW I am from NYC and have lot's of mass transit experience. It's a filthy uncomfortable way to travel.

YES TO LIGHT RAIL IN VA BEACH

Go ahead naysayers, build your sprawling 100 yard wide interstates filled with dead stop traffic! Thats great for the environment, great for commuters, its safe, and promotes sustainability...NOT! You naysayers are the reason we are in an economic crisis. Cause you fail to see how you are destroying the environment and contributing to the subsidization of suburban sprawl. Which is the least economical and least efficient form of housing. Please visit a city with an effective mass transit system like DC, Portland, Boston, before you say no to light rail. We are the friendliest city in America, its time to be the cleanest and most efficient too!

No Logic

How would you rather ditch a $39 million/mile LRT and instead go for a $120 million/mile highway? Did anyone actually read the FEIS? it says that the expressway will lower traffic on the Greenbrier, Battlefield, and Indian River interchanges. It ALSO says that the reduction in traffic WOULD NOT BE ENOUGH TO IMPROVE THE LEVEL OF SERVICE. In other words, we would spend $2.7 billion to improve an 'F' to an 'F.' The BEST example that the report can give for a traffic improvement was the Rosemont interchange, which would go from 'F' to 'E.' On the rest of the interstate, it would cut congestion down by SEVEN minutes per hour of congestion. LOOK AT THE FULL REPORT! This money could be much better spent on ANYTHING else, especially light rail, which is disparately needed in VB to keep it from decaying as energy costs rise. Without LRT, VB will degenerate into a Detroit-esque wasteland.

Let Obama cure the problem!

He can descend down from heaven and fix it with one fell swoop... Yeah install a choo-choo that will be a big help. Light rail is a POS and needs to die on the vine. No LIGHT RAIL IN VABEACH!!!!

So this is now the 4th time this project has been deemed unacceptable by the EPA...and the city STILL won't let it die??

Sigh...
