Some lawmakers vow to fight on for $125M in jobless aid

RICHMOND

One day after the General Assembly rejected $125 million in federal stimulus money by refusing to expand the state unemployment system, some Democrats on Thursday were plotting other ways to get the money.

"This is not over yet," said Del. Ken Plum, D-Fairfax. "I can't give you a specific strategy at the moment, but I can tell you this: We're not going to let the issue rest. It's too important to too many Virginians."

Republicans successfully defeated the expansion during Wednesday's legislative session, arguing that it would cripple businesses by driving up taxes.

Democrats said the changes could be repealed when the federal money was spent and insisted the future costs to businesses would be minimal.

To qualify for the money, states must agree to open their unemployment programs to workers not previously eligible for benefits. Gov. Timothy M. Kaine chose to add part-time workers and people in job-training courses.

During Wednesday's debate, however, some legislators said a major shift in unemployment policy shouldn't be rushed.

"I just can't agree that this is a do-or-die situation right now," Sen. Kenneth Stolle, R-Virginia Beach, said Wednesday. "All that I think will happen... is we get to take it through the legislative process next year."

Fearful that the money may not be available next year, Kaine and some Democrats seemed unwilling to wait.

"We're going to have to start thinking tomorrow about, 'What do we do?' " a visibly frustrated Kaine said Wednesday night, not long after the proposal died. "I'm not going to leave Virginia workers stranded."

When pressed by reporters, Kaine would not say whether he will call lawmakers back to Richmond this year to address the issue again at another legislative session.

The governor spent Thursday in Martinsville, a city of roughly 14,500 in southwest Virginia, where the 20 percent unemployment rate is the highest in the state.

Kaine spokesman Gordon Hickey said that when the governor returns to Richmond today, "he'll sit down with his staff and figure out what to do."

Virginia will receive about $63 million in unemployment stimulus, regardless of what happens with the $125 million. But that was little consolation to officials who wanted all the available money.

"When people need the money, why would you delay and make them suffer another eight months? " said Sen. Janet Howell, D-Fairfax. "It seems callous and uncaring."

It remains unclear whether additional unemployment stimulus funds will be available next year.

The National Conference of State Legislatures believes that the funding isn't guaranteed in the future, an official said.

But the Virginia Employment Commission's interpretation of the federal stimulus regulations is that the unemployment money will be on the table through 2010.

What is undisputed is that Virginia's unemployment rolls have swelled to 291,000 people.

A t the rate money is being withdrawn to pay benefits - $25 million per week - the state's benefits trust fund will be drained by next year, meaning the state would need a federal loan to make those payments.

Can't and uninterested in solving the problem? You mean like the republicans unvieling a 19-page budget without figures? And when they do release the figures, the budget is so unrealistic that it would have no hope of passing, even with a Republican majority (after all, they had the opportunity to pass such legislation not terribly long ago)? And to bring in Stalin and Hitler? Come on man, you really need to crack some of those history books you speak of.

Those that were working

"The workers" that Kaine spoke of are now those that WERE working. As admin in a staffing agency, I see firsthand the results of this economic downturn. HARD workers are losing their jobs, and their benefits will run out long before they find another good job. Thousands of people are out of work here in Hampton Roads, a great percentage of them who have recently been "rebalanced." The people we are talking about don't have money for the Internet, by the way. They don't respond here. Keep that in mind when bullying here for your Republican representatives. Our reps blatantly disregard the pain of these people with this vote. And they blatantly disregard the message from last November's election. Keep in mind that massive numbers of Blue Virginia Beach voters gave the state to Obama. Remember Chesapeake and Newport News and Hampton--all for Obama. These representatives need to take heed to the message or they fail to represent the voters. Virginia went Blue. And we expect our voices to be heard.

Easy to say

he wants to wait for next year -- perhaps around the mid-term elections? The republicans hope that by stalling democrat initiatives, they can say that the democrats couldn't solve the problem.

That's easy to say because they can't and are not even interesting in solving any problems. Tactics like paying people not to work are clearly designed to prolong the problem and use that as an excuse to grab more money and power from the people. This socialist technique has been done all through the 20th century by such greats as Stalin and Hitler. All it takes is opening a history book to see it.

Stolle said it all

This is a trickle down strategy. This is not new -- remember when the republicans denied a ag governor's appointee? The republicans vote in block for what's best for their party, not the people that they are supposed to represent. Remember this on election day.

What a bloviating crybaby

HUH? I guess he didn't read the BOLD PRINT. This money is for people NOT working. Why would "workers" be stranded for not receiving this money?

Then again if he's not so worried about stranding Virginia considering his illustrious term...

Handouts

Have you ever seen the Democrats repeal a handout when the money runs out? If this were passed it would be permanent. The Stimulus money is nothing more than debt to China. We can all thank Glen Nye for running up the debt.

Blinded by the bigger picture?

The Republicans got this one right. They did see the bigger picture. They did see past the 2 years of Federal help. They did understand that this was a band-aid solution to a bigger problem. A problem that after 2 years the states would have to foot on their own. They did see that this would only encourage people to continually try to find a job, not actually GET a job.

Now who is the short sighted one?

Party lines

When I read about votes that are along party lines I get a little nervous. George W. said "I love my country more than I love politics". I would like to see more of that type of thinking in local, state, and national politics. America is in probably the worst crisis we have been in for many a year and you would like to think the politicians would use their knowledge and energy to work together as Americans first to get us out of this mess! Sometimes I just shake my head wonder why some people get elected to office and then become so self-centered in party politics and blinded to the bigger picture. We , the people, are counting on you to do whatever it takes to protect our way of life. When are you going to start?
