A task force will take a look at Virginia's voting residency requirements, an election season issue that often involves student voters.
The State Board of Elections announced the creation of the 12-member task force on Thursday, acting on legislation passed by the General Assembly.
In the 2008 elections, as in previous election cycles, student registrations emerged as an issue. Conflicting opinions were issued by local registrars across the state on the use of dorm addresses as permanent residences by student voters.
The task force led by Board of Elections chairwoman Jean Cunningham includes local registrars, representatives of the major political parties and advocacy groups such as the American Civil Liberties Union.

The present setup involving absentee ballots, which is what students who live away from their homne districts are suopposed to use, works just fine, IF the politicians don't interfere. We know how your beloved Dems have been successful in disenfranchising absentee ballots nationwide, especially whene they involve the military. But none the less, students have a system in place. If you can't see that, well, that's on you, not me..

dorm voters
The college kids were given the option to REGISTER at their current dorm address. Or to change their voting address. Alot of colleges this past election had big voter registration drives for the students to get registered and vote. They were given the option of either registering (if not already done) at their dorm since they will live there for a few years. Then they can simply change their address after they graduate and move away.
It also has an effect on local elections. College kids are affected by local representatives. So it makes sense that they will want to be able to vote in their college city since it will directly affect the college and its students.

In-state tution= State Resident
Out-of-state tution = Non-resident
shouldn't take a board of 12 too long to decide...
Why on earth is the ACLU
Why on earth is the ACLU anywhere near this? There is no more clear indicator of voter manipulation.
Make it tougher on fraud!
Having just retired from the Navy and being deployed for two elections, I usually had my voting package mailed to the ship. I forgot to change this after I separated, so when I showed up at my appointed polling place, I was duly challenged. I explained the situation; since I no longer had a ship, I never got the absentee ballot. They got on the phone to their bosses and made sure to nullify my absentee ballot and let me vote. I didn't feel disenfranchised or discriminated against--I felt that I was finally around people who took their jobs (even volunteer jobs) seriously. The people on this panel better take this right as seriously as those I met enforcing it.
And no, transient college students (or the like) have no business voting in elections anywhere but their home state. Otherwise, everyone in the military could use their current base address to vote locally and still get their absentee ballot from home. Fortunately, most of them actually do to try to 'support and defend the Constitution' not circumvent it.

the dems don't have a lock on voter corruption. The repubs do a good job of that too...I am somewhat with you on the 'motor voter' program. I do not like my right to vote tied with an organization that oversees the privilege to drive. Something seems odd about that relationship.
Leave it alone...
When I see the ACLU involved, I'm quite sure the efforts will be made to circumvent established voting procedures, to flood the rolls with those more likely to vote Dem, like the dead, illegal aliens, etc. The Dems have no peer in this country at succeeding in corrupting elections. Now that ACORN's getting billions from Obama, we'll see even more of it. Voting procedures as they are now configured do work, but the excuses are always made for those who are too lazy and/or apathetic to take part. Motor Voter is a perfect example of a corrupt system put in place to ensure those not eligible to vote, like the aforementioned illegals, have a way to so, in the right districts! And when you hear or read that requiring photo IDs at voting facilities is 'racist', 'discriminatory', disenfranchising, etc., you know the people and groups pushing for more voter particpation are as phony as 3 dollar bills!

You should Vote from your home address not a temporary dorm address, that's why they have absentee ballots!
