Tax assessors will no longer enter the homes of residents to update records because media coverage of the practice has sparked negative public reaction.
Real Estate Assessor Deborah Bunn made the announcement shortly after a meeting Wednesday afternoon with Mayor Paul Fraim.
The mayor told Bunn that the City Council had raised concerns about how her employees are inspecting homes. On April 20, assessors began driving into neighborhoods to personally inspect every home and business in the city to get more accurate property tax assessments.
Council members expressed unease about media reports that indicated assessors had been knocking on doors seeking permission to do interior inspections. If no one answered, assessors would inspect the outside of the residence.
Bunn said her assessors have never asked permission to inspect the interior of homes. "We're asking people what kinds of upgrades they may have in their homes," she said. "If they invite us in, we've been going in."
But assessors stopped entering homes even if invited, she said, after some people began slamming doors in the faces of city employees. One female employee, she said, was verbally abused by a resident.
She said her office will continue to inspect the exterior of homes, including the backyards of people who are not at home.
Chesapeake Assessor William L. Rice said his city's policy is similar to Norfolk's. He said assessors go door to door to ask about upgrades. If invited into a home, they accept. "If anyone tells us they don't want us on their property, we honor that," he said.
Bunn said eyeballing every property is the only way to compute accurate property tax assessments.
She defended entering the back yards of people who aren't at home, saying employees don't enter if a gate is locked or a dog is in the yard. She said her policies conform to those advocated by the International Association of Assessing Officers.
In a letter mailed to civic league leaders on April 14, Bunn said all employees will wear identification badges and will be in marked city cars. Phone numbers were provided for residents to verify the identity of employees.
Even so, Councilman W. Randy Wright said he thinks Bunn erred in sending people door to door.
"We're hearing stories about people impersonating the police," Wright said. "If they can impersonate a policeman, they can impersonate an assessor.
"I think walking into someone's back yard is a bad idea. That's too intrusive."
Unlike most city officials, Bunn is hired and supervised by the City Council. She is scheduled to discuss the issue with the council Tuesday.
Councilman Paul R. Riddick was among those who urged Bunn to inspect each home in the city. "I've always felt that we needed to take a look at every property," he said.
But he said the city "needs to do a better job of getting the message out to people" before going door to door.
Councilman Barclay C. Winn said council members have received an onslaught of e-mails, letters and phone calls on the subject.
"Even my mother jumped on me about this," he said. "It's a pretty sensitive subject."

It's got everything to do with the Prez as it is FedGov meddling/ bungling/redistributing the wealth (by BHO, to a lesser extent his predecessor & the idiotic, mostly Dem led Congress for almost 2 1/2 years now) that are responsible for so many businesses going down, taking jobs with them, & thus causing localities to get real creative at how to put the squeeze on the residents to make up the lost revenues.

There are only two instances in which a government official may legally enter your home without your permission. One, if a law enforcement officer has a reasonable belief that a crime is in progress. Two, if a judge signs a warrant. I highly recommend you google Fourth Amendment of the US Constitution.
"Fair" assessments is a joke in Norfolk
The City will levy whatever tax they think they can get away with. In 2006, height of the housing boom, my 77 yr 2 bedroom house assessed for $305,000, even though I couldn't sell it for $280,000. Did my taxes go down? No, they stayed the same. This year, when it assessed for $290,000, and I can't sell it for $240,000, they want to levy more unwarranted taxes. I pay $100 a year personal property tax for a 10 yr old SUV and a 20 yr old pickup truck. You pay more in the Beach but they have great services - rec centers, parks, boat ramps with bathrooms, city marinas, libraries and city customer services.
The City of Norfolk taxes the hell out of us and don't even provide bathrooms in parks, to say nothing of the other poor city services. A spendaholic could manage money better than these jokers. Only solution is to VOTE OUT THE ENTIRE CITY COUNCIL, elect a mayor that has never been in politics, and limit everyone to one term only. Once a politician is in power, they get connections and the "good ole boy" corruption starts. The current city council needs to go!

I have 2 dogs, and a DOG DOOR. You may not see my dogs in the yard but come in my gate and you will. I had va power tree cutting guy drop into my back yard from a tree and the only thing keeping my dog off him was a very large branch he used to defend himself (bet he never drops into anyone elses yard)and a good thing I was home to help him and let me tell you he was scared. I think ANYONE entering your property when you are not home is criminal. If you need to get on my property, MAKE AN APPOINTMENT. If I have to do any government business I have to schedule an appt. or wait in line. I can not imagine where they get the idea this is OK.
Assessment Issues
First off there are a number of government officials who have the right to enter your property without your permission, particularly if they have reason to believe a crime is being committed or they have a complaint. Some even have the power to placard your castle and put you out on the street without any "due process". Anyone who thinks they can stop the city from entering their property is in for some big surprises.
Secondly, Ms. Bunn came from Allegheny Co. Pa. and they are still in turmoil over assessments after 10 years. Their current system has been deemed illegal by the courts and the County Administrator is fighting the decision. Ask anyone with relatives up there and they'll tell you how the old folks whine about their assessments every year.
Thirdly, I suspect that with the city looking at a large budget hole next year they are looking for any way to make up that revenue and that includes finding a way to increase assessments on properties that are being sold for less than they were a couple years ago. Remember a few years ago when they reassessed all the "waterfront" even that which was on swamp? Oops, fragile wetlands....Anything to sqeeze a buck out of the popu
