Next up for the $787 billion federal stimulus package: your kid's summer job.
About 950 teenagers and young adults in South Hampton Roads will go work this June, July and August, thanks to $2.2 million from the American Recovery and Reinvestment Act.
Eight localities will split the money to create eight-week summer work programs for people ages 14 to 24 from low-income families. The funds will pay for skills training and pay $7.25 an hour at 35 hours a week.
It'll mean a lot of free labor for cities. The young workers can be placed with nonprofits and private businesses, but most of the localities will assign them to city departments.
Virginia Beach, which expects to place 138 workers, plans to focus on green jobs, said Fagan Stackhouse, the city's director of human resources. That work might include landscaping, green building design and energy conservation, he said.
Suffolk plans to spread its 65 workers throughout the city. Two will get to help in the city manager's office, said Parks and Recreation Director Lakita Frazier. The city's program also will include an opportunity for children ages 14 to 15 to work 12 hours a week for a $100 stipend.
Applicants must be eligible under the Workforce Investment Act. That means they must meet a low-income requirement and fulfill one of several "barrier" categories, a list that includes having a skills deficiency or being a school dropout, runaway, parent or offender.
"We recognize that we have people that have difficulties, and we need to help get them ready for the work force," Stackhouse said.
About 91 percent of the money will pay for salaries and training, with the rest going to administer the programs, said Robert Sharak, public relations officer for Opportunity Inc. of Hampton Roads, the entity that is distributing the money and helping to set up the programs. "The goal was to have the vast majority of money get into the hands of the students," Sharak said. "That's why it's a stimulus program."
Norfolk is the only city in South Hampton Roads that already funds a youth work initiative, Sharak said.
That program, which only requires workers to be a Norfolk resident 16 to 19 years old, has grown steadily since its start in 2005. The first year it placed 142 workers, said Nancy Olivio, the city's director of human resources. Last year it placed about 300, plus another 80 in a pre-employment program.
This year, the city received about 1,000 applications.
Alissa Weathers, 18, will be back for her fourth year. The Maury High senior plans to major in criminal justice, so she's been getting experience working in the Norfolk Circuit Court clerk's office.
Weathers said she knows that summer work isn't always easy to come by.
"Everybody says how hard it is," she said. "Some of my friends got laid off. It's hard trying to find jobs."
As for the stimulus effect, Sharak said the paychecks will come with no advice on how to spend them.
Nonetheless, "I still remember when I was 17," Sharak said. "The assumption is most of it, or a good chunk of it, is going to be spent and not saved."
Because of the requirements for low-income backgrounds on the federal dollars, Olivio said she expected some of the young workers will use their earnings to help support their families.
As for others, "They will be out there buying iPods and sneakers and all the other things that teenagers buy," she said.

That sounds good. The problem is, it's too late to raise them by the time they're adults. They should have been spending their lives studying like normal people do. At sixteen, the time to parent them has passed, and their childhood can never be recovered.

You are absolutely correct. Since they have grown to adulthood not knowing "which way to go in life", they gang bang. However, the precise reason they gang bang is that they weren’t encouraged to study in school. How many gang bangers are on the Honor Roll this week?
Encouraging, and even forcing, our kids to get an education allowed America to become the most powerful nation on Earth. The abdication of that parental responsibility is causing us to rapidly lose that status, before our very eyes.
No Wonder
Taking money by force is the only way most of these n'er-do-wells could ever get paid for anything. Stunningly pathetic and disheartening. The only good news is many of them make more money dealing drugs, so the dopers won't be interested. If this is the example of what this President and Congress has as a plan to lead this country into the future then one may as well figure that the promise is worthless. Any moron could have come up with this useless political idea, including the one writing this response. If this is the example of the genius left to deal with China, Russia, etc., then we are ALL screwed. This bunch will make the Carter years look like the "good ole days"

why not give the kids a chance
It's seem like alot of people crying,but what do you do,what do we do as people,so no one wants to help the youth who don't know which way to go in life,that's why they gangbang,they feel important to that life style that is dead wrong,sell dope and rob you of what you worked for.Now comes a program to give them some hope,and you say not my money,hell think about it,you never see the money they talking about anyway,alot of these kids don't even sit down at dinner with mom and dad and talk about what they did to day.We have a long way to go but remember we are all so-called america so it takes us all to bring the youth up if not you may be a victim to these kids.Give them a chance to learn,earn and instead of taking from people.............

The city of Norfolk has been
The city of Norfolk has been doing this for years. They hire a bunch of teenagers to botch the daylights out of the bushes in front of Forest Lawn Cemetary all summer long. Once school starts,they send ONE fulltime Norfolk city employee to clean up the mess the teens made. What a waste of time and money.

iqdou – you do realize the economy is in the tank, right? Just because you had a job as a teen doesn’t mean today’s teens aren’t trying. Last time I checked, there are over 6 million good hard-working people without jobs, age not a factor.
FWIW - I have my 25 year old son living at home right now while he’s attending college. He did the blue-collar work at the shipyard for four years after he graduated from high school, but he soon realized there was no future without a college education. After much discussion between him, me, and my wife, we all felt it would be in his best interests to move back home and attend college full-time. But according to you, he should already be out on his own. Riiight.

Anti-youth?
I'm a bit surprised that a majority feel stimulus money should NOT be used for our youth. How many times have we heard that the youth of today is our future? If we don’t invest in them better than we have, our national woes will continue and likely get worse.
Guess those against this idea would rather have the money invested in something more desired, like a survey on tolls as a solution to our gridlock problems.
