Assistant City Manager Marcus Jones, who has overseen the city's budget process since 2004, announced Tuesday he is resigning in August to work for the city of Richmond.
Jones will be the deputy chief administrative officer for finance and administration in Richmond. He will oversee the city's budget, procurement, risk management and other financial concerns.
Jones said it was a promotion he could not turn down.
"I love the city of Norfolk, but this is a chance to take on new challenges," he said. "It's also a chance to go home."
Jones, 41, is a native of Caroline County, a half-hour north of Richmond.
Jones is a graduate of James Madison University and has a master's degree in public administration from Virginia Commonwealth University.
He worked for the state government for 10 years, advancing to deputy secretary of finance, before coming to Norfolk.
Jones' departure leaves City Manager Regina V.K. Williams with a growing number of executive positions to fill, including two assistant city managers, director of human services, budget director, parking director and assistant to the city manager.

Before Anne O'Dell is given finance and budget duties, talk to Mayor Krasnoff and Vice Mayor deTriquet about how she handled budget duties in Chesapeake. You should talk to City Manager Harrell about her as well. Word around Chesapeake City Hall is that she didn't handle her duties very well and that she was surprised after at being terminated and walked out of City Hall forthwith.
At least this is what Chesapeake city employees are saying.
It would be interesting to know whether her Norfolk job application says she quit Chesapeake or was fired.
