Norfolk Council unanimously reappoints Billy Cook

NORFOLK

The City Council unanimously agreed Tuesday night to reappoint Billy Cook and name newcomers Karen Jones Squires and Kirk Houston Sr. to the School Board.

Jim Driggers was also reappointed to a two-year term.

Cook's status was thought to be in jeopardy in part because he is contemplating running against incumbent City Councilman Paul R. Riddick in the May election.

He also drew criticism for an interview he gave for an HBO television special on gang violence. City officials said the special cast Norfolk in a negative light.

But after a 45-minute, closed-door discussion, Mayor Paul Fraim emerged to say the council unanimously agreed to retain Cook, an Army officer and faculty member at the Joint Forces Staff College.

The decision on all four board positions was affirmed 7-0 with no debate in the council's formal meeting.

Squires served on the committee that ended middle school busing. Houston is senior pastor of Gethsemane Community Fellowship Baptist Church. Driggers is a Navy veteran and former Norfolk schoolteacher who is working on a doctorate at Old Dominion University.

Board Chairman Barry Bishop had asked not to be reappointed.

The board will retain a 4-3 black majority.

Lillian Wright, a board member since 2004, was not reappointed. She is a retired Norfolk State University professor.

"That was the most difficult part of this discussion," Fraim said. "We greatly respect and appreciate the service Dr. Wright has given to this city.

"But we had a great number of very qualified candidates. It was a very difficult decision."

Financial adviser George Nottingham and Alveta Green, a former School Board member, were seriously considered after being nominated, Fraim said.

Green was nominated by Vice Mayor Anthony L. Burfoot, who missed Tuesday's meeting. A deputy in the city treasurer's office, Burfoot was out of town on city business, Fraim said.

Dan Montague, a frequent council critic, nominated himself but had no council support.

Riddick had surgery last week and did not attend Tuesday's meeting, but he took part in the debate and voted by telephone. Riddick endorsed Houston. Councilwoman Daun S. Hester argued for Cook's reappointment.

All but Fraim declined comment at the end of the meeting, saying the mayor would speak for the council.

Fraim praised Houston and Squires. Houston has little educational experience, but Fraim said that has never been a prerequisite for serving on the School Board.

"Barry Bishop did not have a lot of educational experience when he joined the board," Fraim said. "And he was a tremendous board member."

Fraim said he has been impressed with Houston's work in building his church and in helping young people.

"I've spent a lot of time with Kirk Houston and know him very well," he said. "He's done wonderful work with young people. Karen Squires is very knowledgeable and passionate about the school system. She will be a great board member."

I wonder---

if they really want him on the board or if they were afraid of the repercussions if they got rid of him. I've seen him at school board meetings. He is not afraid to tackle tough issues head on, and knows how to do it in a dignified manner. Whatever, Billy Cook needs to broaden his influence. I'd like to see him on the city council. Run, Billy, Run!

I guess the truth hurts! Norfolk needs no help casting negative light on itself. If anything, it should motivate the "leaders" of Norfolk to effectively and equitably address the issues Norfolk faces, otherwise; when Norfolk turns into another city known more for its violent crimes and corruption than anything else, don't wonder why. You have no one to blame but yourselves...

Good to see this

If Billy is willing to put into perspective on a national stage our shortcomings then imagine the legnths he will go to turn them around. He not only recgonizes that we do have a gang proplem, but by serving on the school board he has put himself in a postion to actually do something about it. I happen to live in the same neighborhood as Billy and although have not always agreed with his views, I have always admired his passion and dedication to whatever cause he has chosen to champion. Instead of chastizing him for pointing out the obvious we should embrace his dedication to our children and young adults and let him fight the growing gang problem from a postion that grants him the same access the the gang recruiters have, our children's schools. Good luck Billy, I'll be around to keep you on your toes.

Why was it necessary to include this in the article? I find it a little inflammatory. I could careless about the skin color of the board members, but I would care greatly about their ability to do the job.

RID RIDDICK, SAVE NORFOLK!

Why the council allows Paul Riddick to even EXIST in local Government is beyond me? Why in the world do you want somebody who promotes gang violence by excusing them because of their color, he trashes his own property (poor example to set forth), runs a crooked funeral home, affiliated with the black panthers, etc. In other words, he's a RACIST! But, he IS the answer as to why Norfolk is the murder capital of Hampton Roads - maybe he's proud? Try PATHETIC!

It was more like casting the light of realty about Norfolk's gang problem. As far as him replacing Riddick.......well, let the good times roll!

Billy Cook seems to be working hard for our children.

Now, why was all debate and commentary held in closed session? This seems wrong.

Surprise Surprise!

Who is surprised the wife of the CFO/EVP of Norfolk Southern was a unanimous pick? And our dear Mayor Fraim said she simply asked him to place her name into nomination (not nominate her himself, but I guess since she couldn't get anyone else to do it). But our dear Mayor Fraim said he had not decided which candidate(s) to support but remarkably chose her. I'm sure if Dan Montague called Mayor Fraim he would have been happy to put his name into nomination (but not indicate any support)?!

I see Council reads these posts too!

Next goal for Mr. Cook: the divisive Paul Riddick's seat. Go Billy Go!
