Welfare fraud investigations in Virginia Beach on the rise

That's the message being sent to those intending to finagle food stamps and other public assistance.

In the past year, investigations into welfare-related fraud have increased in Virginia Beach and across the state.

State authorities investigated 16,218 cases of suspected welfare fraud last fiscal year. Evidence of fraud was found in 1,962, or 12 percent, of those, said Melissa Perdue, spokeswoman for the state Department of Social Services. The total number of cases was higher than in each of the previous three years. Some of the cases investigated in 2008 actually occurred years earlier, she said.

In Virginia Beach, the number of investigations into welfare fraud more than tripled between 2004 and 2008, when authorities investigated 876 cases estimated at more than $256,000 in welfare-related fraud, said Randy Thompson, director of the city Social Service Department's Administrative Services Division.

Evidence of fraud was found in 116 cases last year, he said.

State electronic tracking systems implemented last year have boosted the number of complaints for the city's three investigators to research, Thompson said.

One report allows administrators and investigators to track the use of the electronic benefits transfer card, revealing where and when users redeem benefits. The annual report identifies household members by Social Security number and reveals whether a recipient is obtaining benefits from a city where they don't live, he said.

The other report tracks whether a person is receiving benefits in more than one state, Thompson said.

Anonymous tips also are fueling the increase, he said.

"There are so many referrals coming in, we're prioritizing them," he said. "We're going after the high dollars first."

Among those were 10 cases involving women accused of fraudulently obtaining more than $84,000 in public assistance. They were indicted this month, and several more cases are scheduled to be heard by upcoming grand juries, according to Commonwealth's Attorney Harvey Bryant's office.

"Anyone who needs welfare should get it," he said. "When you cheat, those people are just taking money from the legitimately needy."

In some cases, applicants for welfare have falsely claimed they never were convicted of a felony; in others, benefits recipients have falsely claimed they were unemployed. Records searches have revealed both.

In many of the cases, defendants agree to plead guilty and pay restitution. Few wind up in jail, Bryant said.

The fraud must be "pretty big money for a judge to sentence somebody to jail for these things," he said. "It has to be pretty onerous or pretty blatant."

"A lot of these folks qualify for some level of assistance, but they have gotten much more than they were entitled to."

Hey, where are all the lefties that usually defend so-called 'public assistance'? Is it just me, or do they forget to show up when their side of the argument is so totally wrong that they can't even fake it?

I think you are totally mistaken. No one likes to see any program mis-handled. The programs are set up for those that truly needed it, and not for people who lie their way to receive it.

This one had another child so she'd qualify to get help, work for cash as a beautician and go to LAW SCHOOL! I'd like to go to law scholl but can't afford it. Sounds contradictory to go to law school! LOL!

People know how to work the system

See it all the time and it's too bad because we are all paying for it. It seems to be a generational thing, like a legacy, passed down to the kids and theirs. I've tried to reason with some and they draw a blank when you say it's fraud or illegal. Look for someone who will work the system with them, not me. Ok, at least the govt won't knock on my door.

Welfare Dollars = Bought Votes

Welfare dollars are spent to purchase votes. They are the easiest votes to pick up for the dollars spent. And really under the our government, the most useless parasite on society has the same vote that you and I do. Virginia Beach bought itself a few years reprieve when they incorporated Princess Ann County (as did Chesapeake with Norfolk County) but now that the welfare slums are expanding out into what use to be nice homes and townhouses in the suburbs, times are catching up with the city. With the advance of urban rot and decay comes the cost of warfare and crime. Vote for more oversight, influence and controls while you can, at the rate welfare women and deadbeat dads have babies, time is not on our side.
As for other unfair entitlements for special interests groups, make your voices and votes count there too.

How Welfare Works

If you don't understand how welfare works (and actually have the courage to admit that), then do some research and find out. It makes no sense to posts comments on this board when you're completely ignorant on the subject. Most of you probably don't like welfare because the only thing you know about it is what you've heard, not what you've personally researched. Here's something that might shock you...everything you hear is not true. Also, the myth of the welfare queen is just that...a myth. Find out who the greatest beneficiaries of welfare are and see if your opinions of these recipients change.

You'd think that the poor caused our

economic collapse. Sure there are welfare cheats, but I think if you add them up they do not come close to the number of "entitlement queens" in corporations and farming.

About $90-100Billion a year for corporate welfare and $35 billion for the "poor" farmers, whose family income well exceeds the median family income in the US, and are more than likely large corporate giants.

But I never see the outrage about those folks.

I guess someone buying a steak with food stamps is just more immediate than some agribusiness giant getting unnecessary subsidies to plant or not to plant.

It's Really Obvious

That all these posters don't know jack about welfare, welfare rules, or how many people on welfare are actually working somewhere too. I would like to remind everyone that the welfare cheats did not cause my (and your) 401k to tank to the bottom of the sea. The greedy bankers, investors, and corporate types did it. So far only a few of them have been jailed, and one of those was Martha Stewart, for less than $100,000. I fully support prosecution of welfare cheaters and corporate cheaters alike.

Oh my didn't you know....

Welfare is the best job you can have. These people know how to work the system instead of the system working the people. Once on Welfare, that's all they've been taught since birth. So sad!!!!! You see this every day. Food stamps in the grocery which are carried to the newest vehicle in the parking lot. I'm not saying this applies to all, but you just be viligent when you're out and about. öö
