CHOWAN COUNTY
A state audit of Chowan County, made public late Friday, included nine findings of bad fiscal management but reported no illegal activity.
Chowan County commissioners decided to release the audit Friday afternoon though it was not required by law, county attorney John Morrison said. He planned to discuss the findings in a closed session on July 30.
"They wanted the public to know what was going on," Morrison said.
The inquiry began Aug. 5 after new County Manager Peter Rascoe discovered that Chowan County could not pay its bills and that millions in cash reserves had been spent.
The audit blames commissioners for not properly monitoring county finances and former County Manager Cliff Copeland for mismanagement of public money, but it does not report illegal activity.
Criminal charges are unlikely, District Attorney Frank Parrish said Friday. He plans to make a statement soon, he said.
Among the audit's findings:
- In violation of county ordinances, Copeland drained about $29 million in cash reserves over 10 years that was set up after a 1998 advance lease payment from Pitt County Memorial Hospital to operate out of Chowan Hospital.n
- Commissioners and the former county manager borrowed from the health reserve funds to build an agriculture center with an agreement to repay it - but never set up a repayment program.
- Copeland submitted a 2008 budget that over estimated revenues by $3.8 million.
- Copeland did not submit a complete report of the county's finances from 1998 through 2008.
- Copeland made unauthorized payments from the county budget to the Edenton Chowan Economic Development Commission, a joint agency intended to help attract industry.
- Copeland spent the group's money without authorization from the group 's board, including $10,000 to the Piece Dye Acquisition Corporation in 2001 and $200,000 to its successor, Edenton Dyeing and Finishing Corporation, in 2002 and 2003.
- A software company in Edenton was paid $30,000 from 2003 to 2008 for software that never was used.
- From 2004 to 2008, Copeland hired and paid $259,493 in county money to a lobbying firm called Capstrat Inc. without authorization from the county board or the economic development commission. Capstrat claimed to have helped obtain a $10 million loan for a new 911 center and a $1.5 million grant for a new instrument landing system at the airport. But local officials obtained the grant and the loan, not Capstrat.

Because..
..people in Chowan County read the Daily Advance! If some of our posts reached readers eyes, they might suddenly be late with paying taxes, or suddenly drive to Elizabeth City for goods and services (which I do anyway). In a nut shell, someone at the Daily Advance felt the pressure and cut people's comments off.

since Lowe's decided to back out (many think due to the lack of action of local leaders) , you have to go to E. City to get what you need. We go as well. I want to support local but getting harder and harder and gas prices not keeping one from going to Greenville, E.City, or Norfolk

The figures you mention don't add up to 29 MILLION dollars! Once again, the "draws" over 10 years in "cash"? Where? What bank handled these cash transactions? Where was Form 104 Currency Transaction Report? The county "had", according to the article, 29 million. Where was the money kept? Again, what bank has withdrawl slips for the county in "cash"! A duly appointed official for all those years, and no wrong doing? No criminal charges? You take him and ANY other person or elected official from the time and audit each one of them and the area banks and I assure you, you will find those "cash draws"! In closing, someone tell me this man does NOT qualifiy for ANY pension as stated by a previous poster! That would not be criminal, that would be obscene! Hope he enjoys the coffee! Chowan County residents-petition the state to step in and conduct a forensic audit of the bank(s)involved under the Bank Security Act of 1970. Sorry people, I'm not believing any of this. I agreee with Purdy!

i would imagine you cannot have his retirement cut off though. but there is no reason that civil action couldnt' be taken against him by citizens of the county. has this been explored? class action suit?

I "Can" imagine the man without getting "one red cent of any Chowan county" money ever again! Once again,regarding the Bank Security Act, this man according to the Pilot article withdrew "cash" to "cover county operating salaries and expenses"! What county/business does that? What bank did he withdraw from? Where are the currency transaction reports from the bank? If Mr. Copeland and the bank(s) he did business with can come forward and show expenditures for the 29 million as well as former commssioners who were in office at the time, I say fine! Bring in Federal independent auditors like Grant Thornton and corner bank executives, former commissioners and Mr. Copeland himself. 29 million dollars minus "cash" withdrawls over the years and no bank records of ANY transactions? I suppose Chowan County kept the 29 million in a desk drawer? No wrongdoing? Virginia Pilot?..Help!!

i don't disagree with you regarding the use of the 29 million. my point was that i believe it if commonly held you cannot remove someone's pension as punishment. remember, a lot of that money is his. i believe there is law stating you cannot take away his retirement due to wrong doing.
i do believe you could go after him from a civil standpoint to recoupe funds that he may have to pay with his assets/retirement. a judge could find him legally responsible and he be using his funds to pay back. but i don't think you can stop his retirement. that would not be allowed by law. fairly sure about that.
in regards to showing the transactions, that is best left to experts. i do not believe this money was used for anything other than county purposes, from what i have seen. i believe the former manager was a poor manager with not nearly the skills and talents everyone seemed to think. and he was trusted and powered to do whatever he thought was right. and he did wrong, and now the county and the staff are paying.

The ex manager has the nerve to sit in the coffee shop downtown like nothings wrong. Makes me sick to think that the county was set with the 29 million and to see it all frittered away by basically one man . My boys were just barely able to play recreation league baseball this year do to lack of revenue.
If there is no criminality here then any county ordinance is a complete joke! Just makes my blood boil!!
