The interactive fountains dance. The landscape lighting flickers in a rainbow of colors. The JumboTron - a giant screen television - broadcasts live images of the Elizabeth River.
Town Point Park has a new look and energy after a nine-month, $11.5 million face-lift, which goes on display today with a trio of celebrations over three days - Harborfest, July Fourth and reopening festivities.
Festevents, city staff and a horde of subcontractors scurried around the park this week preparing for the big coming-out party.
"You won't find much in here that isn't brand-new," said Karen Scherberger, Festevents executive director.
All that newness brings new work, and new challenges.
Which means no early arrivals, please.
Three of the four tall ships sailed in a day early. Dashing around the park with a long checklist, Scherberger asked them to stay in the harbor overnight.
"When you bring in a tall ship, it's like having 200 house guests," she said. "Can you imagine 200 house guests arriving early?"
After all, the flags were still being raised. Construction fences had to come down. Commemorative bricks and plaques had to be placed. An ATM, hand sanitizing stations and misting fans still had to be installed.
And, of course, vendors need a water supply. New utility supply units are located throughout the park, but two days before opening, one area was without water. "Are you up for making a miracle happen today?" Scherberger asked a plumber.
Scherberger has coordinated hundreds of festivals before. Her philosophy this week: "Expect the unexpected and roll with it."
On top of finishing touches in the park, work on the first phase of Waterside's remodeling was wrapping up as well. Many first-floor walls have been torn out, opening up expansive views of the Elizabeth River.
Entertainment will be hosted inside Waterside for Harborfest, but on Wednesday, ladders were up and areas were taped off.
"There are a number of things that aren't being addressed in here," Scherberger chirped into a radio as she moved briskly through the construction area.
On her way out of the building, heading back to Town Point's backstage trailer, she picked up timbers thrown in the landscaping and a discarded paint can.
Scherberger passed Dave Bell with Stage Right Lighting, sitting in the bushes with an open laptop computer. He was synchronizing the nearly 2,000 LED lights embedded in pavement, brick and landscaping.
The lights' colors and flashing patterns can be programmed to accompany music and fireworks. Company CEO Jeremy Kilgore said it's among the world's largest LED synchronized light projects.
"Town Point Park will be a whole different experience at night," Scherberger said.
And every day.
Visitors can play in an interactive fountain near Waterside and relax next to a mermaid fountain near Nauticus.
They will be treated to free daily entertainment throughout the summer at TowneBank Fountain Park next to Waterside, including movies, music, dancing, games, tournaments, crafts, children's programming and exercise classes. The area also includes Omar's Fountain Cafe, which will serve food, drinks and occasionally beer and wine.
The JumboTron on the wall of Nauticus faces over the park and broadcasts live scenes from the park and waterfront. It will transmit messages about Nauticus, the battleship Wisconsin and other downtown attractions.
Town Point Park reopened today with a ceremony at 10 a.m., dedicating the park as the "People's Park." Ceremonies took place at the north entrance near Nauticus.
"I think," Scherberger said, "the people will be real pleased."

Townpoint Park Water Fountains
A year later and still no water fountains.. God Bless the Pagoda for having one for the thirsty runners fighting the heat.

I was pleasantly surprised to see one installed this fall.

The park looks fine, but seriously - no water fountains? The nearest are at the pagoda and in Waterside, but c'mon - there used to be three, now there are none. Poor planning, I guess heat stroke is the new policy unless you shell out for bottled water...but what about on days when there is no festival?
A home run for Norfolk!
The renovated Town Point Park is spectacular. Thousands of people are there today enjoying themselves, enjoying the view, enjoying Harborfest and enjoying Norfolk. They're paying to parking in City and other facilities. They're buying food, drink and souvenirs from vendors who will collect sales taxes for Norfolk, and no doubt paying their own fees for permits to operate at Harborfest.
While waiting for the Parade of Sail to begin, I chatted with a young couple, both of them doctors, who decided to buy a house in Norfolk's Freemason district instead of in Virginia Beach or Chesapeake because they are so impressed by what Norfolk is doing with its waterfront and because of the growing number of amenities available to downtown residents.
For those of you who like to complain, that's what you call indirect economic impact. This couple will dine out, entertain, shop and pay taxes in Norfolk. And judging by what they've experienced in their first year there, they told me, they're very happy in Norfolk, and very happy not to be encountering as much of the provincial attitude they found in some of the neighborhoods they considered in neighboring cities.

what kind of shape the park is going to be in after the destruction of harborfest goers? I never understood why they needed to mow down the trees that had finally grown to a height to provide shade. These new trees are pitiful and I won't live long enough for the place to look like anything else by a field. Sorry I don't see where we got anywhere near our money's worth.
Nicely Done, Norfolk
I'm just now home from a beautiful day at the downtown waterfront. I'm looking forward to a return visit tomorrow evening for the fireworks.
For those of you who are upset by the investment of $11mm of taxpayer money on the renovation of Town Point Park, good for you. It is right and proper for citizens to be vigilant of wasteful spending by their elected officials.
But in return for that $11mm, Norfolk now has another asset to add to its ledger of items that "make Norfolk great".
Perhaps you might want to redirect your irritation over the investment of $11mm to the spending habits of our current federal administration, which has now managed to run up a national debt of $11 TRILLION! That is 100,000 times greater than the spending that has provoked you to comment on Town Point Park.
And what do we taxpayers get for it? Just lots of phantom "stimulus".
I'll take the decisions of Norfolk's City Council over those of our U.S. Congress any day.
Well done, Norfolk. Enjoy Harborfest everyone.
Correction
The $11 trillion federal debt is one MILLION times greater than the $11mm Town Point Park renovation price tag, not 100,000 time greater.

Eleven million
Eleven million isn't a drop in the bucket. It would go a long way to fixing city streets and tearing down dilapitated buildings too. The rebuild of Town Point Park was like putting icing on a rotting cake and solves none of the problems that really need work in the city.
