Councilman seeks permit to sell guns from home

Councilman Bill DeSteph has applied to the city for a permit to sell guns out of a Great Neck home he will be moving into this summer.

DeSteph, a gun collector, said he wants to expand his hobby into a business.

If the City Council approves the permit, DeSteph said, he will apply to the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives for a permit to be a licensed dealer.

"Once you're clear with city zoning, the federal requirements for dealers are the same out of your house or a storefront," ATF inspector Michael Adkins said.

Some of the councilman's future neighbors in Broad Bay Point Greens expressed concern about him selling guns.

"Personally, I'm against it," said Brian Boyce, the neighborhood civic league president. "I don't know Bill DeSteph, and I don't want to take any kind of strong stand until I see what's what."

Three people in Virginia Beach have city permits to sell guns from their homes, city records show.

DeSteph built a 17-by-10-foot concrete vault to store and show guns in the 8,000-square-foot waterfront home he bought in December 2008 for $3.4 million.

He listed targeted clientele in the permit application as "elected officials, law enforcement, military and other dealers and collectors."

"We have other elected officials who collect guns," he said.

DeSteph said he wasn't sure how many guns he owns.

"Honestly, I'd have to count," he said.

He estimated he has close to 20, including pistols, shotguns, rifles and machine guns. In his collection are machine guns manufactured before 1986, the year federal legislation banned civilians from owning machine guns made after that date, he said. As a result, those guns tend to be valuable.

"The good thing is they appreciate on average 10 to 15 percent a year," DeSteph said. "They are a darn good investment. Some people collect art, I collect guns."

DeSteph's application will be evaluated mainly for zoning issues, such as land use, traffic, number of employees and signage, said Karen Lasley, the city's zoning administrator.

"You can't just hang out a shingle and have people walk off the street," she said.

A spokeswoman for a local group that opposes gun violence applauded DeSteph for pursuing an ATF permit.

"It's a good thing," said Alice Mountjoy of the Norfolk-based Virginia Center for Public Safety.

"A lot of people are selling from their private collections without any license all. He'll have to do background checks. The thing I'd be concerned about if I was a neighbor is who is coming to buy these guns."

Ignorance is bliss for opposers with no knowledge

I applaud Mr. Desteph for going thru all the neccessary steps that our government (created by we the people, by the way!) has put in place in order for him to continue his hobby and have his gun collection. If these people who are so gallantly opposed to Mr. D having his collection at home knew anything about collecting, they would know that from time to time collectors sell some of their tresures to make room for new items, and doing so requires him to have the proper permits, which is what he's attempting to do. I highly doubt Mr. D is getting a business licence to sell guns from his home in an attempt to profit in any significant way, since he seems to be a very successful man already, having just bought the most expensive house sold in Virginia Beach in 2008! If you have a problem with Mr. Destph, take it up with your lawmakers! He's following the rules! I don't know much about guns and don't perticularly like them myself, but if he's doing what he should be doing than he's ok by me. I would much rather live in his neighborhood, where his guns are locked up in an alarmed concrete safe (which I'm sure he can afford being that he just paid $3.4 million for the house in this crappy economy) than live in any other neighborhood where WHO KNOWS how many shotguns are propped up in closet corners and handguns are laying in nightstand drawers! To those of you who oppose Mr. D and his guns, how about, instead of personally attacking him for being a law-abiding citizen, we personally attack you for being completely uneducated and ignorant!

I dont think this is a great idea with Bill selling guns out of his great neck home. I live in the Great Neck area. thats all I need is some crazy corrupted council man going bazerk because a project was approved and he was against the idea.. I get a bad vibe about him completely. You can look in his eyes and tell he is a nut case and I honestly think the neighbors would be complaining about people coming in and out of his house buying and selling guns inside a residential neighborhood. What if kids in that area got ahold of a gun and went off on their parents or friends at school. Hello?. The city better think it through!!!

First you claim that he is a corrupted politian. I assume you meant politician. Do you have anything to back that charge up? You are worried about him going on a shooting spree because of a council vote? I have never seen a case of any shooting sprees, or other criminal acts, commited by people that go through all the work and checks to aquire these liscenses. Dont forget that he did serve over 20 years in our military.So you can look people in the eyes and tell that they are "nuts" and get a bad vibe from them? I hope you havnt spent any time on a jury if that is how you judge people. As I posted earlier, this isnt a gun store. Its mainly so that he can do everything legally without having to deal with a third party. As far as kids getting ahold of them killing people. not corrupt but ineffective

He hasn't done much on council other than make headlines (getting city staffers to shine his shoes, wearing an offensive costume at a party for abused children, urging sprawl into the rural areas below the green line, etc.) These are all things you can find if you google him.

What's Newsworthy about this story??

I don't see anything newsworthy about this story, except that this story allows the Pilot to once again show their anti-gun side and try to stir up the Councilman's future neighbors to lobby against his request to comply with the law. This should never have made the news, now if his house is targeted for break-ins and robberies, we all know who to blame, the PILOT.
