Lake Taylor Middle School is one year away from having its state accreditation denied, according to preliminary data. It is one of five schools in the city expected to fall short of state benchmarks this year, making Norfolk the only division in South Hampton Roads with schools that won't be fully accredited.
Superintendent Stephen C. Jones said Wednesday that he knew two schools - Lake Taylor Middle and Lindenwood Elementary - hadn't made enough progress to achieve the state goals this year.
The others - Lafayette-Winona Middle, Northside Middle and Ruffner Academy - missed for minor reasons, he said.
"We will take responsibility for Lindenwood. We still have a lot of work there to do," he said. "We'll certainly take responsibility for Lake Taylor because we know that that was a work in progress.
"But those other middle schools... they came awfully close. They did everything we asked them to do."
The state determines accreditation based on students' proficiency on the English, math, science and history SOL tests. A school receives a warning if a pass rate falls below the minimum in any subject in one year of Standards of Learning testing. A school also may meet state requirements if the three-year average meets the mark.
Early numbers in Chesapeake, Portsmouth, Suffolk and Virginia Beach show all of their schools meeting state benchmarks. The Virginia Department of Education will release official results next month.
Schools that are warned for more than three years in a row can be denied accreditation or assigned a "conditionally accredited" rating.
Officials must commit to addressing problems through measures such as restructuring the instructional program, school leadership, staff or student population.
Lake Taylor Middle is expected to enter its third year with a conditionally accredited rating - the most allowed by the state. If the school fails next year, the division could close it, merge it with a higher-performing school or enter into a memorandum of understanding with the Virginia Board of Education on an improvement plan.
Lake Taylor missed the math benchmark by about 5 percentage points, officials said.
The school is still feeling the effects of poor hiring and poor retention of quality teachers four years ago, Jones said. Newer, promising teachers haven't had the opportunity to gain enough experience, said Cathy Lassiter, executive director for middle schools.
The superintendent personally invited four of the district's top math teachers, including last year's teacher of the year, to switch to Lake Taylor on little notice.
"With math, we're throwing everything that we've got at Lake Taylor Middle School because we know this is it for them," Jones said.
Lafayette-Winona and North-side middle schools also are likely to receive ratings of "conditionally accredited" after missing goals for more than three consecutive years.
Both schools failed to meet standards in history. It was the first year that Norfolk sixth-, seventh- and eighth-graders each took a history test, and administrators attributed the performance problems to the novelty of the exams. The state required Virginia school divisions to phase in the tests between 2004 and 2009.
"We could have taken a tactical step to do something differently, but we didn't," Jones said.
Ruffner Academy is expected to be accredited with warning in math after falling back a few percentage points.
Lindenwood Elementary posted double-digit increases in more than one subject but also is likely to be warned.
The school underwent drastic changes last year. Staff members were required to reapply for their jobs, and a new principal was assigned.
"I think for some reason we took our eye off the prize, and we allowed that school to be lulled, in some cases, into benign neglect," Jones said.

I was one of many NPS teachers who left about four years ago because of the lack of respect demonstrated towards teachers and the unwillingness of administration to do anything about it. How can you expect scores to go up in school where there is utter chaos and lack of concern for the teachers who work there? (Check your files to see how many teachers have left to go to other school systems and use that as a guide). Administrators in the schools often treat teachers as if they are incompetent while the students are allowed to talk to the teachers anyway they feel like. Teachers are often threatened by students, while the administrators turn their backs on them and let them fend for themselves. NPS needs to take the example of their neighboring school system by putting the teacher and instructional specialists in the school where they can work hand and hand with the teachers to help them raise the scores in the low performing schools. Dr. Jones, the “Ivory Tower” staff, and the school board members need to step down and allow people who are truly committed to education take over and make a difference in the lives of these misguided and troubled students. The principal four years ago asked for the best teachers Norfolk could offer. She hired the best of what human resources sent her. She also asked for countless other things but received little assistance. Despite the huge gains that Lake Taylor Middle accomplished under her administration, she was replaced. On top of the tremendous demands placed on teachers in a failing school, the current administration has created a hostile atmosphere where hard working employees are belittled and intimidated on a daily basis. Teachers are transferring out of the school in droves and it is NOT because the principal is "cleaning house." No one wants to put up with that kind of treatment, especially in a schoolhouse. What happened to leading with your heads, hands and hearts Dr. Jones? Children should attend a school where the teachers feel valued, respected and empowered. Children in this kind of atmosphere succeed.

A discipline policy is non-existent for students, but teachers are reprimanded CONSISTENTLY and sometimes for the most trivial reasons.
Teachers haven’t received a raise in two years, yet the super is afforded one. But we are asked to do so much, yet its never enough. And the administration repays us by making it their business to let us know how inferior and incompetent they think we are. We can NOT do it all, we need the parents support. We can only teach what they send to school. NPS, make these parents and communities stand up, and rid this system of administrators who cover up discrepancies, put on dog and pony shows, and sell out their own staff just to cover their butts!

I am almost in tears as I read the words of Cathy Lassiter and Dr. Jones reducing the teachers @ Lake Taylor Middle School to "poor" hiring choices! Teachers can't gain any experience because they leave on the first thing smoking after working under such unorganized and senseless administration. The turnover rate is OUT OF CONTROL! I dont appreciate the lack of respect or support shown by Dr. Jones. Those other schools weren't the only ones who did what u asked, LAKE TAYLOR DID AS WELL! We've stayed at school till night, lost quality time with our families, visited homes, prayed for our students but we always get dumped on in these articles and I'm &%^$* sick of it! Dr. Jones u took ur eye off of us when u sent the current principal who offers NO support, doesn't hold students or parents accountable, and has managed to bring the school's morale to an ultimate low. Teachers are running for their lives leaving that school and these teachers are QUALITY teachers, dont talk about retaining quality, some of them have been in it for the long haul because they love this teaching thing and they feel OBLIGATED to make a difference. Ha...it's more like..."No child left without us kissing their behind." Teachers are so limited in how and what they can say to students to discipline or keep control of their class. Any time a student is referred for a dress code infraction, cell phone violation or something more severe such as fighting or threatening..the result is the same...send them back to class to continue to be a disruption. A few years ago, teachers were told to not write so many referrals for black students. It didn't look good on paper in terms of numbers if more blacks were referred than whites. This is BS. The achievement gap, discipline gap...blah..blah...blah...treat and teach all students the same. I hate to say it, but sometimes when teachers and administrators have done all they can....it's time to leave the student behind..along with their parents. The world needs to quit relying on teachers to save every student, especially when the student fights every step of the way. Bottom line...nothing will change...NOTHING...
Parents
You can have the greatest facilities, best teachers and newest books, but your children will still fail without parental support. Parents need to be involved with their children and reinforce what is taught in the classroom daily.
To the parents who send their disruptive children to school daily. Take responsibility for your kids and stop counting on others to raise them.

This is yet another reason that we will either home-school our daughter or send her to private school when she's old enough.

God bless you! My husband and I felt the same way. We can't afford to send both of our boys to private school, so we home-school. It's been four years now and both children read at an above average level and our oldest is a grade ahead in math. The rewards are endless and you will thank yourself for not putting them into Norfolk Public Schools.
The first budget cuts always happen to schools
Norfolks student population is HUGE. Too huge. The classes are severly overcrowded (not condusive to learning). Norfolk needs about 2-3 more middle schools and at least 2 more High Schools. Do the math...Norfolk has 35 elementary schools. In each of the classrooms, for each grade level, there are 20-26 students. When all these students hit middle school, they are crunched down into 8 middle schools. From 35 to 8! Then when they go to High School, they are down to FIVE! So eventually, all the students from 35 schools go into 5 schools. And you wonder why there are discipline problems? WHO can keep track of that many students at any given time? Teachers have a hard time just trying to keep track of the NAMES of their students there are so many...let alone what they are doing. Norfolk: Bite the bullet and build more middle and high schools. Higher teachers and give them REALLY GOOD pay for performance incentives. Let teachers TEACH..and let the administration actually do discipline.
