Report: Air support slow in Chesapeake Marine's fatal firefight

NATO forces are investigating a firefight that killed nine Afghans and four U.S. troops – including a Chesapeake native – on Tuesday, according to a Pentagon spokesman.

McClatchy News Service, which had a reporter with the troops (read his account) when they were ambushed, is reporting that the team of Marine trainers made repeated calls for air and artillery support after being pinned down by insurgents in the eastern Afghanistan province of Kunar. U.S. commanders rejected their calls, citing new rules to avoid civilian casualties, the news service reported, despite being told repeatedly that the troops were not near a village.

Initial reports indicate that the troops requested and were given air support and indirect fire, said Sam Truelove, a spokeswoman for the International Security Assistance Force, in an e-mail today.

“The tactical directive does not preclude any fires for self defense,” said Truelove, a lieutenant commander in the Royal Navy.

Pentagon spokesman Geoff Morrell said that it did take “some time” for air support to arrive, but the delay was due to distance, not the rules of engagement.

He said the deaths are under investigation, adding, “We will hopefully get to the bottom and figure out if everything operated according to protocol.”

Among the four Americans who died was 1st Lt. Michael Johnson, 25, a 2002 graduate of Hickory High School in Chesapeake. Johnson was assigned to the 7th Communications Battalion, 3rd Marine Expeditionary Force Headquarters Group, III Marine Expeditionary Force in Okinawa, Japan. His current permanent address is in Virginia Beach, according to the Defense Department.

The top U.S. commander in Afghanistan, Gen. Stanley McChrystal, established the stricter rules of engagement in July, arguing that civilian casualties must be avoided in order to win ordinary Afghans’ support in the battle against the Taliban.

The rules allow commanders to defend their troops with force where no other options are available.

But Tuesday’s incident sounds all too familiar to retired Navy Chief Petty Officer Chris Beam of Chesapeake, whose son, Army Sgt. Kevin Beam, is stationed in Afghanistan.

About four weeks ago, Beam said, his son’s unit was ambushed with small arms and rocket fire and a soldier was injured and could not be reached by medics. When his son called for artillery support, he was denied. After the battle, Beam said, his son was informed by his superiors that his call for support was denied because the rules of engagement prohibit artillery fire within 500 meters of possibly inhabited buildings.

After making sure his son was all right, Beam e-mailed U.S. Rep. Randy Forbes and Sens. Mark Warner and Jim Webb..

“I don’t want an insane policy, established by politicians, resulting in my son coming home in a body bag,” Beam said in an e-mail.

It was unclear Friday what, if anything, came of Beam’s e-mails to Washington. Jessica Mancari, a spokeswoman for Rep. Randy Forbes, R-Chesapeake, said that office does not comment on constituent casework because of privacy concerns.

Kevin Hall, a spokesman for Sen. Mark Warner, D-Va., said that office has no record of receiving Beam’s e-mail. The office of Sen. Jim Webb, D-Va., did not respond to an inquiry about the matter.

Johnson’s brother and parents could not be reached for comment Friday.

Anmaree Miller and Jennifer McCarthy, high school classmates and friends of Johnson , said that there was never a dull moment with him.

Johnson’s house was the hang-out spot, said Miller, 25, who lived on the same street. All the neighborhood friends, including Johnson’s twin brother and younger brother, would gather and watch surfing videos, listen to music and be typical teens, she said.

He always knew how to make people laugh, McCarthy said.

After graduating from Oregon State University, Johnson went on to what Miller described as his dream career.

“When he was younger he talked about being a Marine,” Miller said. “His grandfather was a Marine and it was just something he always wanted to do – especially after Sept. 11.”

The last time Miller saw Johnson was about two years ago, when he came home on a visit with his wife, whom he married in 2007.

“He was really positive and he wanted to make a difference in his country,” she said. “I think he definitely accomplished that.”

Send Pelosi, Reid, Obama.....

and every member of Congress who refuses to support our troops over there to stand in the middle of a field and wait for air support......THEY are the ones killing our soldiers by not sending the support they need and ask for.......Pelosi is a nut case followed closely by the other two.

You must mean like Bush and the republican majority Congress sending our troops off to fight and die with inadequate protective gear and under-armored vehicles.

Politics at its worst

I have never been a soldier so I can only speak from a civilians point of view. If I were a soldier in Afghanistan I would absolutely refuse to leave the barracks. I would not voluntarily give up my life as our soldiers are asked to do. What other country would put their soldiers on the front line of a war where no one is to die, except them? I have lost all understanding of what the mission in Afghanistan is. When did we stop going into a war with no intention of winning it? Now we have our soldiers fighting a war and our government will not give them the support that they need. Our government should be called to task for this type of action. When is the leadership of our military going to stop playing the political game and say, you want to go to war, we will go to war, but we will win the war and not play any type of politics with our soldiers lives? Enough is enough. Peace to our soldiers.

Why would you enlist if you werent willing to sacrifice your life for your country? These men dont go into the military for the freebies, men like Mike Johnson go into the military knowing that they may not return. That is what makes them heroes. It amazes me how serving our country has somehow become a way to benefit from the government instead of an honor to fight for what our country represents. If I was not a mother of 2 young children who need me in their lives now, I would definately be inspired to give up my life for my country. It is such an honor to have known a man like Mike. God Bless him, his family, all our troops and their families. Thank you all for everything you give up for your country.

This makes me sick...

You want to know why the U.S. won WW2? Because there wasnt any pansy policies about "innocent" civilians getting killed. It sounds harsh but the more of the enemy and thier families you kill the less likely it is they will be willing to sustain a long fight. The enemy will win this if we dont change our ROE. They are willing to kill everyone of our citizens, women and children included however we are expected to only strike with "smart" weapons and hit only the true bad guys. Hogwash. You cannot win a war this way. Kill them all, let God sort'em out...if this were our policy we would have been done along time ago.

We have Barack Obama, Hillary Clinton and ADM Mullen...

...to "thank" for this. It is all on their hands.

ROE's

Are the reason we cannot win, are used against us by our adversaries and 50% of the cause of our brave men and women getting killed.
These lessons should have been learned a long time ago, Somalia for an example. If these rules had been in place in 1940 we would all be goosestepping to work!
Would you play a football game where the opposing team could do as they please to win but you had to follow rules?
If the so called "smart ones" who make these rules and the people who support them feel we can win with these handcuffs then perhaps they should do it.
After Beirut 1983 I rejected my re enlistment package ($16k bonus) due to the ROE's that do not allow our military to do what is needed to protect themselves. When our adversary hides and fires from amongst "civilians" (our adversary), there own woman and children knowing full well we cannot return fire without permission from way up the chain then they win and we die.

It won't get any better

This sad situation will not get any better with Obama running the show.

No Air Support

Iraq, and now Afghanistan. This continues to be Viet Nam all over again. A war run by rules set by morons who no nothing about the job at hand. No on one wants to fight a war, but someone has to know how. It isn't accomplished by telephone-politics between idiots who then send their " pawns " in to do their dirty-work! As a Viet Nam vet I just can't understand why anyone would volunteer for duty in a military directed by an administration that obviously despises it so much.
