The finger-pointing is intensifying in the 87th House District race as Del. Paula Miller, D-Norfolk, defends her seat against Republican newcomer John N. Amiral.
Each of the candidates is raising questions about the other's background and resume.
Miller, who has served as delegate since 2005, asks whether Amiral voted in the last presidential election and how long he has lived in Virginia. She cites two November 2008 Norfolk-based traffic charges, both dismissed, that show Amiral's address in Watervliet, N.Y. She also points to the fact that he changed his name earlier this year and registered to vote in the district in March.
Amiral said he has lived in Norfolk's East Beach since 2005, when a Navy assignment brought him to the area from Albany, N.Y.
He said he has changed the license, but it wasn't a top priority, especially when his military service might have demanded that he move at any time.
As for Amiral's name change, Miller said, "You almost wonder what he's trying to hide."
Amiral said he changed his name from Naimi Amiraliyev so that people could more easily pronounce it. His family has always called him John anyway, he said.
Born in Azerbaijan, Amiral, 32, said he enlisted in the U.S. Navy as a reservist in 2002, became an active duty commissioned officer in 2005 and transferred to the reserves earlier this year. He said he missed voting in the presidential election because, unexpectedly, he had to go to sea.
As for Miller, Amiral wants to know why she landed a public information officer job at the Norfolk Sheriff's Office when the department already had a media contact person and is not filling a staff attorney position. He pointed to a story that ran in The Virginian-Pilot in August that reported the city manager said she'd been told the staff attorney was leaving as a cost-cutting measure and the sheriff said there wasn't enough work to justify the full-time position.
Miller said the position already existed, had not been created for her and had not been filled. Miller held a similar job with the Sheriff's Office in Virginia Beach and said she could have kept her old post but took the Norfolk job because it was closer to home.
Amiral's campaign submitted a Freedom of Information Act request for correspondence between Miller and Norfolk Sheriff Bob McCabe about the public information officer position and employment negotiations about it. Amiral sent The Pilot a copy of a response, which states, "There are no records.... All discussions pertaining to Ms. Miller's position were done by telephone or in person."
Amiral also asks why Miller's and McCabe's campaign signs occupy space together on vacant Judy Boone Realty properties.
Miller's response: "The Boones support me, and my signs are with McCabe's because, obviously, the Boones support Sheriff McCabe."
Among accomplishments Miller cites is legislation she sponsored that allows military personnel and their spouses stationed outside Virginia to request an absentee ballot by e-mail and another that guarantees that a state fund pays for the physical evidence recovery kits of sexual assault victims.
Miller, 50, says her district's most pressing issue is transportation. She proposes that new revenue be generated to fund the building of a hurricane evacuation route and that the General Assembly be open to all funding possibilities as soon as the state's economy recovers. She also promotes creating jobs and offering more competitive pay to attract high-quality teachers.
Amiral, a first-time political candidate, said the terror attacks of Sept. 11, 2001, prompted him to join the Navy because he wanted to do his part "in keeping America safe and to give back to my country."
The owner of a Norfolk-based tax and linguistic service, Amiral says he wants to help make his district more business-friendly and that tax incentives should be given to encourage business expansion. He wants more investment in transportation infrastructure and promotes giving public school teachers, firefighters and police officers a tax exemption on the first $30,000 of their income.

It's so disheartening to see the First Amendment being bludgeoned by such uninformed posters like B. Bashara. Paula Miller was a journalist long before she got her job for the Va. Beach Sherriff's Office. Yes, that's right - the Virginia Beach Sherriff's Office. Her position there was the same as her position with the Norfolk Sherriff's Office. It makes perfect economical sense for the Norfolk Sherriff to hire someone with something called - E X P E R I E N C E. Why wouldn't he hire someone like Paula Miller? To do so is a coup - take her from the Beach and have her do the same thing but for the benefit of Norfolk. Also, Paula Miller was one of the first in Norfolk to tackle the gang problem in Ocean View HEAD ON. At a time when most officials didn't want to say the words "GANG PROBLEM" - Paula addressed it head on and other officials followed suit. The gang statute is now enforced - making it a crime to be a member of a gang. Paula also has been termed a "moxey" by those that follow legislative affairs - she has proven capable of exercising her own independent judgment in doing what is best for those she represents....and leaving politics aside. A quality delegate
I've known Paula since she and George moved to Virginia in the mid-eighties. Anyone who bothers to check her history knows she was a news reporter who had always used by her maiden name and wanted the continuity of the same name in the news business. As for Chicago politics, George ran a distinctly separate campaign for his position, and by all accounts has done an excellent job. Unlike some in Richmond, Paula listens to all views instead of voting along straight party lines. You should be glad to have her. I live on the Peninsula and unfortunately have a robot for a delegate.

I have no problem with the job performance of George Schaefer. I had no problem with the job performance of the sheriff until he pulled the stunt of hiring Paula Miller for an unadvertised and unnecessary position in public affairs! My opinion is: The lawyers who use the circuit court (believe it or not, they are "officers of the court") are probably very afraid to support any candidate for delegate other than Paula Miller. After all, Schaefer is Paula's husband and McCabe is Paula's boss. What lawyer of sound mind would tweak the noses of the clerk and the sheriff when both are in positions to help or hinder the them for years to come? They must pay now or they will most likely pay later--and they know it! The hiring of Paula Miller by the sheriff was a favor to the clerk. By necessity, the sheriff, the clerk (and the lawyers) work closely with one another. The hiring of Paula Miller was WRONG and all three elected positions know it was WRONG! They have thumbed their noses at the voters as if to say "We'll do whatever we like and you can't do anything about it." But, I think we can! Paula Miller
Paul Miller is part of the culture of corruption in local government. She got a job with the Norfolk Sheriff for a position that was not advertised to the outside public. The position is obviously made up with very little work required except that she lobby on behalf of Norfolk and the Sheriff. Also, why does she not have the same last name as her husband, the clerk of court, George Schaefer? Is she trying to hide the fact that they are married? There is to much of this good ole boy politics throughout Norfolk.

The trick was in claiming that electing her as delegate would ENSURE that taxes would be cut 20%. She knew it would never happen/could never happen, I knew it would never happen, but there were voters who didn't know the deal and thought she would/could make it happen. That's the rub. It was just plain dishonest.
As for "of the Year" awards, many are laughable. Organizations paint themselves in a corner when they start those awards in that they MUST find someone to accept the award EVERY YEAR! Now, while some of these certainly go to deserving individuals, many do not. They go to those who seek them out and take them. Most folks with a decent resume don't have time for that type of nonsense anyhow. So the gluteal osculators hang around and campaign for meaningless awards to pad their resumes. The Sheriff's Association? Surely you jest! Brings us right back to the dealings downtown between the delegate, the sheriff and the clerk of court which landed her a new job, doesn't it?
A purely fictional example might be a "Teacher of the Year" who cannot spell sheriff?
Get your facts straight!

Please get your facts straight: Delegate Miller followed through with her promise to sponsor legislation to have a voter referendum (which is required by law) to allow localities to exempt or defer property taxes up to 20%. This is in the language written in HB 272 which she was the chief patron for in 2008. The problem is that your Republican Party, who claim to be the party that’s going to “cut your taxes”, wouldn’t allow it to pass out of committee. So now who should you vent your anger to?
You stated, “You have done little of any real worth as delegate.” Many senior citizens have benefited from her tax relief legislation. I guess her bill to have the ABC license removed from a business that promotes gang activity is not worthy of your respect. I guess you think making it easier for our Military personnel to vote absentee is not of real worth? I guess being recognized as Legislator of the Year by the Firefighters and Sherriff’s Associations means she has done nothing of real worth? She’s earned my vote. I guess we just cancel out each other.
Why won't she just campaign on her merits?
Paula Miller should campaign on whatever merits she thinks she has and knock off the nasty and snarky comments and outright lying. As for carpetbagging, Paula Miller wasn't born at Norfolk General either! Yes, Tommy, I suppose we'll just cancel out each other's vote.
We need a new delegate!
I'll take John Amiral anytime over the Miller/McCabe/Schaefer crowd who are bringing Chicago type politics here to Norfolk. What a foul odor coming from the sheriff's office with his new hire--probably just a payback and back-scratch for the court clerk! As for Miller's remark about Amiral's name change, she is showing her true character again. I remember the nasty things she said and did in her last campaign. She isn't worthy to shine the shoes of John Amiral or Hank Giffin. And, Paula, where is the 20% reduction in real estate taxes that appeared as a promise on your campaign signs the morning of the last election? You have done little of any real worth as delegate. Or have I underestimated the importance of baseball bats? Keep stooping to new lows. Maybe one day the voters will wake up and elect someone who will work for them for a change.
