Bouchard, Stolle in a rematch for 83rd House District

It's rematch time. Freshman Del. Joe Bouchard, a Democrat, and Republican Chris Stolle are facing off again in the 83rd House District.

In 2007, Bouchard won by fewer than 150 votes when the two political neophytes battled in an expensive and negative race to fill the seat vacated by longtime delegate Leo Wardrup.

This time, both candidates are looking for any edge to tip the balance in the district covering northwest Virginia Beach.

Bouchard, 55, hopes the Democratic surge in Virginia will propel him. Stolle, 52, hopes sharing the ballot with a Republican gubernatorial candidate from Virginia Beach, Bob McDonnell, will boost his chances. Stolle is the brother of state Sen. Kenneth Stolle, who is running for sheriff in Virginia Beach.

Both men tout their professional backgrounds. Bouchard is the former commander at Norfolk Naval Station and is now director of government sales for Cox Communications.

Stolle is an obstetrician/gynecologist who built a business around nighttime baby deliveries. He's also the vice president of medical affairs at Riverside Regional Medical Center in Newport News.

Bouchard, a policy wonk who relishes details, said the key to solving the region's transportation mess is developing a "decision-making framework" to prioritize projects, which he said would help attract state and federal funding.

"You put all that in place first," he said. "Our planning has been weak for a long time. There has been no strategy."

For example, he suggested defining a "tourism corridor" on Interstate 64 and a "freight corridor" on U.S. 460 that would use tolls to encourage division of cars and trucks. Cars would pay more to use U.S. 460 and trucks would pay more to use I-64.

He said a combination of tolls and tapping the general fund could pay for road improvements.

Stolle said he favors taxing future port earnings to pay for transportation projects.

"Just like the ports have to pay their electricity bill, there should be a fee for ports to transport goods in and out of the state," he said.

He said his top priority would be forming a public-private partnership to build a new U.S. 460 toll road as a major evacuation route for the region.

Stolle said he wouldn't support raising the gas tax to pay for road improvements.

"Any tax increase when the economy is in such poor shape just hurts job creation and the average person on the street," he said.

Both candidates have attracted significant campaign contributions.

In the past month, Stolle has received more than $230,000 from the Republican State Leadership Committee, a Washington-based political organization.

Democratic Party organizations have given Bouchard more than $50,000.

No good choice

Ken stolle and presumably his brother are both RINOs...there is no conservative or libertarian choice in this race.

Make me sick

Well, the way Stolle and the republican leadership in Washington is attacking Joe Bouchard for speaking the truth about funding for transportation, you would think they were Libertarian. That is, look what the state republicans have done to transportation. Abandoned bridges, closed rest stops, a $1,000,000,000 deficit in the condition of interstate paving, a $3,700,000,000 in bridge maintenance, every major interstate project cancelled, we borrow to meet the federal match requirement, and soon, when that runs out, the share of our own federal gas taxes will go to other states. And national republicans send their dollars to Virginia to make sure Stolle wins so their states can get our share of federal money. What is wrong with this picture? You know, I used to think Chris Stolle was a decent man. These recent ads by the national republican machine make me sick.

Your indignation must be feigned because I have never seen you disparage your beloved Democrats when they make the attack ads. Such hypocrisy makes me sick.

More difficult than last time around

As I recall, last time they both ran on the "I am not Leo Wardrup" platform. Since he is not a factor now, I would say that Bouchard's record would be key. I know of nothing that he has championed that has made a big difference to his district.

Stolle will be a puppet of the national republican leadership

So in the future, if he were elected, residents should know who will pull his strings. He will simply be a conduit for more hate and divisiveness, brought to you by the national republican leadership. Further, the real spendthrifts have been the republicans in our Legislature that have left a legacy of abandoned bridges, unsafe infrastructure, an unfunded $5,000,000,000 bill for repair of bridges and highways, closed rest stops, cancelled projects, and zero, zilch, nada state money for the state share of local highways, not to mention that we now borrow to match the federal money, and soon, the share of our own federal transportation money will go to other states since we can't match it. Deplorable to attack Joe Bouchard, a man of integrity and courage, for telling the truth.

Puppet?

The biggest puppet of the VB city council is Mike Barrett...my my my how the pot calls the kettle black.

Somehow....you forgot to mention that Stolle is also a retired United States Navy Captain. (aw, just a minor detail) The Pilot strikes again.

Stolle Delivers A Couple Rotten Eggs

Two things bother me about Stolle. He got 230 thousand dollars from the state committee in Washington? Last time I checked DC is where the beltway lobby and do nothing congress lives.

Second, Stolle says the economy is bad so people shouldn't pay a few cents on gas but they can afford a huge toll to evacuate using 460. Does he not understand economics or what public-private means?

If you'll carefully read the article, it was Bouchard who wanted the tolls, NOT Stolle. Oops!
