A 72-year-old Suffolk man and a dog were killed Thursday morning and a Portsmouth man was charged in a two-car crash on I-664 that closed traffic down to one lane near the I-64 interchange and backed up traffic for miles .
Virginia State Police identified the victim as Webster Keck of the 400 block of Kingsale Road. A passenger in the Dodge Ram pickup truck he was driving was injured.
Seth Arnold Bailey, 61, of the 100 block of Huron Drive, was charged with reckless driving , according to State Police.
