McDonnell wants change in Va. budget process

RICHMOND

Gov.-elect Bob McDonnell hopes to change the way Virginia develops its two-year budget.

On Monday, McDonnell called for legislative action to move the budget writing process to odd-numbered years instead of even-numbered years.

Currently, a governor proposes a budget days before leaving office, and the succeeding governor has little time to make what could be sweeping changes before presenting it to lawmakers.

McDonnell said the current arrangement means one out of every two budgets submitted requires no accountability or management from the governor who proposed it.

McDonnell first floated the idea in September.

The change would require legislative approval. McDonnell said Gov. Timothy M. Kaine and legislative leaders supported the change.

Budget time line

It makes perfectly good sense to move the budget from odd to even years. That is why it may not happen! Some out going Governor's cannot resist making the budget offered as they leave office a political statement to embarrass their replacement (if they are of a different party). A Governor should have to live with the budget they propose! It waste a lot of time and money to redo the budget (but then it is Other People's Money) they are wasting.

While I agree with you 100% McDonnell purposes to change from "even to odd" not odd to even. That is what it is now. What Kaine did was a slap in the face to McDonnell. I hope he can make this happen.

Did you read in last weeks VP the cuts Kaine proposed?? McDonnell said NO to many many of them. If you did not read the article on Kaines proposed cuts, then you wouldn't know.

The Article I am speaking of if you want to read it was Dec. 19, when Kaine delivered his State budget. Very good article, 179 comments.

OK - Kaine announced budget proposals and there were 179 comments, most of them entirely off topic.
How is that article (which has very little to do with THIS topic) a slap by Kaine in the face of Bob McDonnell?

Following that same line of logic: Republicans held the office of governor 5 of the previous 9 terms. So they had 20 years to propose the same thing. Did they? Of course not! So I guess tha means that Republicans were a failure for Virginians.

First, his name is spelled McDonnell. Second, Kaine and the Dems in the GA support this, possibly because it makes complete sense, and third, great way to start a conversation. Makes me want to have an adult conversation with you.

This is a good idea. I support it wholeheartedly.

It does make sense

I agree that the change does make sense. But it also means that Bob McDonnell will have the opportunity to develop 3 state budgets instead of just 2.
That being the case, it only makes sense for the change to take place immediately AFTER McDonnell leaves office.
