McDonnell wants offshore drilling in 2011

RICHMOND

Virginia is poised to become the first state on the Eastern Seaboard to receive permission to tap potential offshore energy reserves and its incoming governor wants to take advantage of that pole position.

In a letter to U.S. Interior Secretary Ken Salazar that was made public Tuesday, Gov. -elect Bob McDonnell requested that the federal government move more quickly with a planned lease of ocean-floor parcels off Virginia’s coastline for oil and natural gas drilling.

A lease sale tentatively has been scheduled for 2011, though McDonnell and other Republicans worry that Democrats in Washington may stall the process.

McDonnell’s letter contends  that for about a year, there has been little movement to advance Virginia’s lease sale.

“Any effort to remove or delay Virginia’s participation in the lease sale would significantly hamper our efforts to create jobs, eliminate much-needed new revenue, and undermine support for President Obama’s stated commitment to make the United States more energy secure,” McDonnell wrote.

In an e-mail Tuesday, an aide to Salazar said the secretary “is reviewing the proposed Virginia lease and at this point he hasn’t made any decisions.”

Obama earlier this year said he wants a comprehensive energy strategy developed for the nation before offshore drilling advances in the Atlantic Outer Continental Shelf.

That approach runs counter to that of former President George W. Bush, who near the end of his term worked to spur the lease sale off Virginia’s coast.

The path for a Virginia lease sale was cleared in 2008 when presidential and congressional moratoria on offshore drilling were lifted amid  national consternation over soaring prices at the pump.

McDonnell’s Dec. 23 letter isn’t the first missive addressed to Salazar from top state officials.

Gov. Timothy M. Kaine angered conservatives, including McDonnell, in February when he asked Salazar to postpone the lease sale. Kaine has been generally supportive of offshore exploration for natural gas, not oil.

A key component of McDonnell’s blueprint for fixing the state’s crumbling road network is to use revenue from extracting natural gas and oil at least 50 miles from the shore, though he knows it may be years before Virginia sees any of that money.

Estimates vary on the volume of natural resources resting beneath the ocean floor off Virginia’s coast.

The federal Minerals Management Service  has indicated there could be 130 million barrels of oil and 1.14 trillion cubic feet of natural gas.

To make his case, McDonnell’s letter cites a 2005 study that predicted natural gas production would create more than 2,500 new jobs, billions in capital investments and hundreds of millions in tax revenue in 10 years’ time. The study further suggests there may be up to 500 million barrels of oil in the lease area, the letter adds.

Study author James Koch, a former Old Dominion University president, has said the analysis was quickly compiled and that a more detailed examination of available data may be needed.

Local environmentalist Eileen Levandoski fears the potentially harmful ecological impacts of offshore drilling, or worse, an oil spill.

“Gov. -elect McDonnell’s Bush-era rush to drill ignores the tremendous economic value gained from sustainable activities such as tourism, recreation and fishing, which completely depend on clean water and clean beaches,” said Levandoski, Hampton Roads conservation coordinator with Virginia’s Sierra Club.

That disagreement notwithstanding, congressional action would be needed for Virginia to receive royalties from offshore drilling and state lawmakers would have to dedicate those funds for specific purposes.

oil lackey

It didn't take long for him to show how he's in the pocket of the big oil companies.

It's about time!

It's about time! We have been held hostage by foreign oil for far too long and some of that money goes to the very people that are out to get us. Drilling offshore would also give us and the state much-needed revenue.

Who Cares?

Who cares? The World Ends in 2 years!

We need more action then words in developing "green energy"

Why is it that so many believe it is the responsibility of oil&gas producing companies to do R&D to find alternative methods. All these "new, green" sources should be developed by free enterprise. All these people with all these "Great" ideas for why we should not use the oil and gas buried right here in our country should be pooling their funds to develop these new technologies. Start doing something with your money rather then just your words and negatives towards us becoming self sufficient in terms of energy.

A little math please

If these estimates are right, that there are between 130-500 million barrels of oil, and we use about 20 million barrels per day in the US, then we are fighting over a 6.5-25 day supply of oil.

That does not seem like the road to energy independence except for about 1-4 weeks, give or take a little.

And conservatives think alternative energy sources are a pie in the sky.

The amount of oil off the coast of VA is more like a crumb.

Today the price of oil is almost $80.00/barrel

That if in the low estimate is 130 million barrels would be over $10,000,000,000 of revenue generated. If that were taxed at 5% the bill would add up to $520,000,000 of tax revenue! If it is 500 million barrels that would be $40,000,000,000 of revenue which at 5% would be $2,000,000,000 in tax revenue! Of course you realize that based upon your estimate every other well in America would not be producing oil. This is a cumulative approach. The more oil in supply equals a decrease in price if the demand reamains the same. The less oil we buy from OPEC countries the better it is for America. The less oil we buy from OPEC countries means less money leaving our economy which means even more tax revenue! No...conservatives don't think it is a pie in the sky it's more like a pipe dream...just like the blackhole light rail.

nuclear waste

am i willing to have it dumped in my backyard? typical liberal nonsense, do you realize it's here already.and there is a site for waste materials already, and it happens to be the same place they get the material from.so in theory it doesn't get burried in our back yard.typical liberal reaction!

Just wait!

Just wait until those rigs start getting really ugly, wait when the spills start occurring and watch out as the greed get's out of hand.Virginian's must be totally blind not to think that our New Governor is not now in the pockets of the Oil boy's. He sold out quick. There is a lot of dirty money involved in this new venture. It smells and it will get ugly quick!

re: just wait

There is a lot of dirty money in this new governorship. Just wait and see! While it's only a 4 year term, it will take decades to get over little bobby McD. Sadly, people don't know what they have done by electing this man!

It's a lot better than what we have!

The Democrats are just as corrupt, and even worse, they are selling out our unemployed, economy and country to illegals. If Obama had upheld his promise to "hold illegal employers accountable" we wouldn't have massive unemployment with many of them ending up homeless. Obama admitted that illegals go to the E.R. and we pay for them, add that to the massive unemployment and there is no excuse to keep selling us out to illegals. They came on their own and can leave the same way, as "some" have done since jobs have declined. It is a fact when you take away the reasons they are here, they leave and many don't try to come back, so the nonsense of having to deport them is just an excuse.
